Large blocs seek to pass the new Council of the Commission as "one basket"

 Baghdad / Mohammed Sabah

The large parliamentary blocs are preparing to present candidates of the new Council of the Commission to vote within the parliament in accordance with the deal "one basket." The large blocs resort to this procedure to bypass the blocks that oppose the choice of names on a partisan basis. Although the end of the current mandate of the Council of the Commission this weekend, only parliamentary parties did not appear optimistic about the resolution of the subject in view of the continuing differences within the large blocs on the candidates. Amid these differences, the House of Representatives intends to discuss the report of the Parliamentary Experts Committee, which includes the names of the candidates for the Electoral Commission after the Presidency of the House of Representatives decided to include it on the agenda of the session. On 21 August, the Presidency of the Council of Representatives postponed the presentation of the names of the nine candidates of the Electoral Commission. The decision came against the background of verbal quarrels between the Speaker of the Parliament, Salim al-Jubouri and some MPs.

Al-Mada has obtained the names of candidates for the new council of the Commission, namely: Riyad Ghazi, Mu'tamad Na'ama and Hassan Salman as candidates for the State of Law Coalition, in addition to Ahmed Jabbar as a candidate for the Supreme Council and Karim al-Tamimi as a candidate for the Liberal bloc. The list included Rizgar Hamma as a candidate for the PUK bloc, Bayar Tahir Duski as a candidate for the Kurdistan Democratic Bloc, Ghassan Farhan and Maan Abdul Marshain from the Iraqi Union of Forces. The list also includes a candidate for the Christian component (Aram), and a candidate for the Turkmen component is (Matin Gadarji). The MP Zana Said, Rapporteur of the Committee of parliamentary experts, for "ongoing negotiations between the large blocs over the past few days seeking to find a way to pass the nine candidates for the new Electoral Commission Council."

"The large blocs prefer to pass the nine candidates in the House of Representatives with one basket, which is rejected by another group of parliamentary blocs that want to display these nine names individually to vote while other blocs are demanding the amendment of the law of the Commission Elections and the abolition of the results of the Parliamentary Committee of Experts. " The Judicial Council expressed its readiness to appoint a number of judges to supervise the upcoming elections. This came in response to a question posed by the government in this regard. "The decision of the Committee of Experts that" different blocs on the options of the Committee of Experts did not meet to discuss the succession, "noting that" the negotiations are confined between the large blocs that are trying hard to pass the nine names in the House of Representatives. "

Expects a member of the Kurdistan Islamic Group bloc was not able parliament of these names pass in the next session because of the objections made by different blocks of the number of deputies exceeds the percent Vice. "He noted that" everyone feels pressure time to the end of the mandate of the Electoral Commission on 20 September this. "
Despite these But the Kurdish MP ruled out the extension of the current Board of Commissioners, explaining that "the House of Representatives an opportunity to Monday to agree on the names of the new Board of Commissioners to pass in the House of Representatives."
The Presidency of the Council of Representatives to include the report of the Committee of Parliamentary Experts in the meeting Monday to discuss it and Bit names selected as candidates for the new UNHCR Board.
"The opposition blocs will not allow to pass the names that were selected by the Committee of Experts last month," adding that "the opposition blocs have continued to unite with them in order to unite their ranks and positions within parliament." In turn, confirms MP Ahmed Sheikh Taha, a member of a coalition of state law, the existence of consultations between the large blocs to reach an agreement on the way to pass the names of candidates of the new Commission, pointing out that "the law of the Electoral Commission provides, in one of its articles, the formation of a parliamentary committee to choose a new Council "He said. Sheikh Taha said in an interview with Al-Mada that "the fact that the crisis delayed the names of the new electoral commission is due to the lack of agreement between the Kurdish and Sunni blocs among them on their candidates." The member of the Committee of Experts that "the large blocs agreed to submit these names to vote one basket in the House of Representatives."

To this, revealed a source within the National Alliance there are deep differences and large between the Shiite blocs on the candidates of the Council of the Electoral Commission, expecting that the Parliament could not pass these names in Monday's session. "There are differences between the National Alliance blocs and the Dawa Party, which took the lion's share of the seats of the new board of commissioners," the source, who spoke to al-Mada, said on condition of anonymity. "There is also disagreement between the stream of wisdom and the Supreme Council, which got a seat in the Electoral Commission." In a related context, the Electoral Commission announced yesterday that it received a formal notice from the government, including a retreat from the date of local elections announced by the Prime Minister in February.

Mekdad al-Sharifi, a member of the Board of Commissioners and official spokesman of the Commission, revealed "the receipt of a letter from the Council of Ministers to the Electoral Commission, abolishing its decision No. (11) on the date of holding the elections of provincial councils not organized in the province of 2017 issued by the Council previously, Local council on 16/9/2017 at its 36th regular session held on 12/9/2017 ". Al-Shuraifi said in a statement received yesterday that "the Council of Ministers informed the Commission of this decision, to propose a new date for the holding of the elections in accordance with Article 46 / I of the provincial elections law, districts and districts No. 36 of 2008 amended" .

Parliamentary chairmanship of the blocs: either pass the new Council of the Commission or extension

 Baghdad / Mohammed Sabah

The Presidency of the House of Representatives, on Monday, the parliamentary blocs between the two options passed over in relation to the new Council of the Electoral Commission. The Presidency of the Parliament offered two proposals in this regard, one of which votes on the names nominated to the Council of the Commission in Tuesday's session, or extension of the work of the current Council of the Commission. This came after the review of the Committee of Experts, which is charged with selecting the staff of a new commission, to report its activities during the last period, which ended two weeks ago, the selection of nine candidates. Parliament will determine the method of voting that will be used to pass the names of nine candidates, before the start of the meeting, which will be either a single basket and a public vote or by secret ballot, which faces large reservations by different blocks.

Tuesday will be the last date for a new commission and the last day of his legal mandate. He attributed members of the Committee of Experts lagging vote on the nine candidates of the new Council of the Commission, to the large difference in the blocks on the candidates and quotas. The Speaker of the House of Representatives Salim al-Jubouri said in his talk about the Electoral Commission within the session Monday that the work of the Commission will end on the 20th of this month, which requires amendment of the draft law of the Electoral Commission or the extension of the work of the current Electoral Commission. "The House of Representatives discussed the report presented by the Parliamentary Experts Committee in the Monday session, which reviewed the mechanism adopted for the selection of candidates and the screening process that led to the nomination of nine names out of 45," said MP Rasul Abu Hasna, a member of the coalition of state law. Candidates have reached the final stages. "

Abu Hasna said that "the parliament will choose the mechanism to vote on these names in Tuesday's session, either by one basket or by secret ballot," pointing out that "the mechanism of selection will be determined before the start of the meeting, which will see the names of candidates to vote." A member of the bloc of state law that "the various parliamentary blocs have significant reservations to the names chosen by the Committee of Experts," adding that "the meeting will be critical because the mandate of the current Commission will end on the twentieth of this September." Meanwhile, MP Saleem Shawqi, a member of the legal committee of Al-Mada, details the verbal arguments that took place in Monday's session. He says that "the quarrel took place between the deputies Fares al-Fares and Mohammed Karbouli, and ended with a scramble and intertwined hands, and came against the background of the amendment of the law of the Commission."

Shawki added that "the amendments introduced by the Legal Committee to the law is to increase the number of Commissioners from nine to 11 members to ensure the representation of minorities, in addition to the abolition of the article that allows the House of Representatives to select the members of the Council of the Commission and replace them, and add a proposal to allow the assignment of a number of judges for the upcoming elections." A member of the legal committee that "the proposal to delegate judges did not get the majority, which prompted the Knight Faris al-Fares questioned the number of votes, which prompted the deputy Mohammed Karbouli to intervene and objection, which led to the tangled hands. The large blocs were preparing to present the candidates of the new Council of the Commission to vote in parliament according to the deal (one basket). The large blocs resort to this procedure to bypass the blocks that oppose the selection of names on a partisan basis.

Against the backdrop of the clashes that took place yesterday, the Presidency of the House of Representatives decided to suspend the membership of the two deputies Fares Al Fares and Shorouq Abayji for 6 days and refer their files to the Parliamentary Conduct Committee for the purpose of taking the necessary action after questioning the quorum vote on amendments to the law of the Electoral Commission. "What happened during the vote on the proposal to amend the law of the Commission and the article on the selection of judges, is that a large number of deputies raised their hands by voting on this article, but the results of the vote came 62 in favor of the amendment of the Constitution," Shorouq al-Ababiji told a news conference. 162 votes ".

Hundreds of followers of the Sadrist movement, on Friday, in Tahrir Square in central Baghdad, in rejection of the extension of the work of the current Electoral Commission.
The leader of the Sadrist movement, Moqtada al-Sadr, called on Monday, protesters demanding the change of the Electoral Commission to raise their voices, warning that their retreat is a "shot of mercy" that will penetrate the body of reform.

The central committee overseeing popular protests in Iraq threatened on Monday to re-enter parliament if its members accepted the extension of the current electoral commission.
In April 2016, supporters of the Sadrist movement stormed the parliament building to protest the postponement of a parliamentary session scheduled for cabinet cabinet reshuffling, which caused the breakdown of a number of the council's holdings.
The correspondent said (range) that hundreds of followers of the Sadrist movement demonstrated in Tahrir Square at the invitation of the leader of the Sadrist movement Moqtada al-Sadr, who refuse to extend the work of the current Electoral Commission.
He added that the security forces cut off the roads leading to Tahrir square, in addition to cutting the bridges of the Republic and the Sunk to prevent the demonstrators from crossing near the gates of the Green Zone.
In a related context, hundreds demonstrated in the city of Amara, the center of Maysan province, on Friday, to demand the dismissal of the President and members of the Electoral Commission.
The demonstrators chanted slogans calling for the dismissal of the Electoral Commission and change its law, and the fight against corruption and the prosecution of spoilers. The demonstrators also called for "improving the service reality of the city of architecture and accountability of the defaulters, and reduce the phenomenon of tribal conflicts."
Hundreds of citizens demonstrated in Wasit province to demand a change in the Electoral Commission law.
"We call for the dissolution of the election commission," one of the demonstrators said. Demonstrators in Wasit chanted slogans calling for a complete change of UNHCR and raised banners reading "Changing the Commission is a national demand."
