The Baath Party is trying to support political blocs preparing to participate in the elections
The Baath Party is trying to support political blocs preparing to participate in the elections

 Baghdad / Wael Ne'ma

The banned Baath Party is planning to re-emerge in political life through electoral lists supported by the former vice president of the former regime, Izzat al-Douri, who announced his death three years ago and the daughter of former president Raghad.

According to information obtained by the (range) that the political circles in the United States support that direction, and may be President Trump among those, especially that the latter has a trade partnership with a nephew of the former Iraqi president.
Shiite parties, the judiciary, the Electoral Commission and other departments concerned with checking the names of candidates for the upcoming elections, are demanding more care to prevent Baathists from leaking.
It is supposed to end tomorrow (Thursday), the deadline announced by the Electoral Commission, to receive the names of candidates on the electoral lists.
UNHCR's procedures, and those of the Accountability and Justice Commission, prevent candidates from the banned party from running for elections.
Therefore Sunni forces find that talking about the party's return is "wasted propaganda" in an attempt to disrupt some electoral lists and voters' choices.
In the summer of 2016, the parliament voted on the "Ba'ath Ba'ath, Entities, Parties, Racist, Terrorist and Decentralization" Act, which promotes Article 7 of the constitution, which prohibits the party itself.
The law was then passed through a political deal with Sunni forces that agreed to vote yes, in exchange for passing the amendment to the de-Baathification law, which was later absent from the corridors of parliament for unclear reasons.
Sunni forces believe the abrogation law is a "card of punishment" against opponents of power, emerging at election times to displace some parties, as Shi'ite parties see it as necessary to prevent the return of Baathists.
A senior official in the Iraqi government revealed the existence of support from the Ba'ath Party parties to political lists and personalities preparing for the upcoming elections.

Trump 's partner
, says the official , who asked not to be named in a statement (range) yesterday that "Izzat al- Douri wings, Younis al - Ahmed, as well as Raghad Saddam Hussein , " trying in that direction. And did not disclose the lists supported by those parties.
The former official, who was part of one of the Sunni parties, confirms that some quarters in the United States support some of the parties to the Baath Party to return to Iraq.
He also says that US President Donald Trump "has a partnership and business with a nephew of former President Saddam Hussein."
"The Baath Party, led by Izzat al-Duri, is seeking to enter the elections with lists and figures spread out on separate lists," said Abu Mahdi al-Mohandes, vice-chairman of the popular crowd.
In April 2015, the Ministry of Health received the body of the league, according to the official Iraqi television channel. The former Minister of Human Rights, Muhammad Mahdi al-Bayati announced at the time, that all the indications in the results of the examination of the body indicate that they belong to the league.
The Brigades of Hezbollah in Iraq, then confirmed that the body of Izzat al-Douri, after he was killed by members of clans supported by the popular crowd. So, the leader of the Sadrist movement Moqtada al-Sadr, the end of last month, the statements on the return of the banned party, Saying that it would not allow the Baath to wreak havoc in Iraq once again. The former Minister of Transport, the leader of the Supreme Islamic Council, Baqir Jabr Solagh, has accused in his statements, the administration of President Donald Trump to seek to restore the Baath to power. For his part, The former, who is preparing to run for the next election within a Shiite alliance, said that "Despite the Ba'th ban, it is a serious entity and its ideas are not yet over."

"Filters" legal
and prevents the law of the accountability and justice issued in 2008 candidates belonging to the Baath Party to the elections or senior positions in the state.
An official in the body estimates that there are more than a million "active members" in Iraq among Baath Party cadres, who are often allowed to participate in the elections.
The official, who asked not to be named because he was not authorized to make the statement in connection with Al-Mada, said yesterday that "the discriminatory court does not often include the names of members of the party, because it did not affect the expense of public money."
Article 6 of the Commission's Law stipulates that "the employment of special grades (General Manager or equivalent and above and directors of the administrative units) shall not be restricted to members of the Baath party or higher."
Article 12 of the Accountability Law gives the Prime Minister the right to exclude some of the persons covered, provided that the Commission approves and votes on the decision. In the House of Representatives.
But the official in the body confirmed that the 2014 elections did not see an exception for anyone. "Exceptions in other government sites are very few," he said.
In the 2010 elections, the exceptions included three politicians, namely Rasem al-Awadi, Saleh al-Mutlaq and Zafer al-Ani.
In turn, calls for leadership in the rule of law Khalid al-Asadi in an interview with (Mada) yesterday, to draw attention from the passage of some candidates who may be members of the banned party.
And extended the Electoral Commission, open the receipt of lists of candidates for the elections for five days, after it was supposed to end on February 10.
Candidates will pass on several bodies for scrutiny, including accountability, justice, security services and the Ministry of Higher Education to ensure university degrees.
However, al-Asadi said, "Some political forces are trying to flirt with some of the public using expressions and slogans close to the ideas of the banned Baath party."
Amer al-Khuzaie, a member of the Dawa Party and a member of the parliamentary accountability committee, said the Baath Party's return to power was "inaccurate".
"There are many measures that prevent the candidacy of banned party members," Khuzaie said in a telephone interview with Al-Mada.
Haidar al-Mulla, a leader of the dialogue front led by former deputy prime minister Saleh al-Mutlaq, supports the latter's rejection of the Baath's return to power.
Al-Mulla said in an interview with Al-Mada yesterday that the talk in this regard is "a consuming means used in every election to confuse some lists and the opinion of the voter."
The former MP said that "the street will not be fooled by those rumors, and that he will be elected according to the achievements of the political forces participating in the government."
"Some political forces have failed to convince their constituents in the southern regions despite security stability and are now trying to intimidate them from the Baath Party," Mullah said, fearing that "sectarian papers could be used to get votes."

"We call for closing the gaps in front of the Ba'athist enemy so that it does not come back because the Baathist Baath Party does not want Iraq to take its rightful place in the region, so we call on the political blocs to unite their views on this issue," al-Rubaie warned.

The elders of the call are trying to balance the balance between my list of slaves and Maliki and ensure the rise of 17 preachers

Baghdad / Wael Ne'ma

Before the end of the period stipulated by the Electoral Commission to the parties and political alliances to hand over lists of candidates for the elections, revealed significant changes in the movement of candidates and their transfer between the lists, and surprised some of the candidates to block their names in the lists submitted to the Commission, which interpreted by some as an attempt to exclude certain personalities.

Last Thursday was the deadline for the election commission to receive the names of candidates. The movement of candidates between the coalitions led to the extension of the period of 5 days from the previous date, which was supposed to end on February 10.
However, the changes did not stop. A candidate left recently Al-Nasr Alliance in a statement to (the extent), yesterday, saying that the last moments before the closing of the receipt of lists of candidates was "to remove candidates for the National Convention in the provinces of Babylon and Salahuddin."
The conference, led by Arras Habib, announced last month its alliance with the prime minister's list, coinciding with the decision of the Fath Alliance, which includes the popular mobilization forces to leave the Abadi alliance.
"Al-Nasr's electoral plan was initially aimed at bringing together three out of five representative Shiites," said the candidate, who asked not to be named.
The alliance was planning to get more than 100 seats out of the total number of members of the total parliament, in alliance with Moqtada al-Sadr, Hakim, which will eventually push the list of the crowd or al-Maliki to join them.
The plan also said that the Sunni and Kurdish forces would be forced to join the big coalition to form the largest bloc in parliament that would choose the new government.
But the candidate familiar with the negotiations of the victory alliance, he explained that what happened was "to remove the alliance of the crowd and the wise, after the failure of the leader of the Sadrist movement."
Twenty-four hours after the Alliance announced last month that it had about 50 entities, 18 parties, including nine parties, withdrew from the coalition, followed by the withdrawal of eight parties that came with the wisdom movement (Ammar al-Hakim) and a number of personalities.

Plan B
ended the grand coalition to only 21 parties. As an alternative plan, the Abadi coalition agreed, according to the former coalition candidate, to compensate the party hill with strong personalities, which also did not happen.
"There was no movement on any important figure in the provinces, and the figures who were close to the prime minister were removed from outside the Dawa party," the source reveals.
The candidate, the "victory" negotiating team of Dawa elders, is accused of failing to thwart the original and alternative plan, for reasons of isolating competitors and reuniting the party.
The stream of wisdom, had criticized the team of Abbadi after his decision to withdraw from the coalition. The leaders of the (range) last month, that the last team began to evade the meeting and ignored the allies and tried to marginalize them.
The source reveals that "the elders of the Dawa Party are trying to ensure the rise of 17 preachers who decided to stay in the alliance of slaves, to parliament because of the decline popularity."
The former candidate in the "victory" believes that the elders aspire to keep Abadi's chances close to the leader of a coalition of state law, Nuri al-Maliki, to ensure the unity of the party again after the elections.
Last month, the Dawa had decided to withdraw for the first time from the elections to resolve the dispute that broke out after the commission banned one-party elections in two separate lists.
In the view of the candidate that the plan, will ensure that the Dawa Party after the reunification of 60 seats (30 seats for each of the slaves and Maliki at the very least) and then begin the process of negotiation to join the Hakim or the crowd.
The source, in his speech, on the status of the Dawa Party, the most prominent leaders at the top of the electoral lists in the provinces, where he says that "these figures do not have a public, but will rely on (bee workers) that were placed from the bottom of the list to the number 3.
The young candidates, described by the source as "bee workers", will collect between 500 and 1,000 votes, eventually increasing the list's balance.
The former candidate for the coalition believes that the prime minister is not part of the latest arrangements, stressing that "the latter is not interested in the elections and was until recently to think of running!"
And the number one in the list of victory in Baghdad, followed by the current deputy for the rule of law Hanaa Turki al-Tai, and in the number 3 Turkmen MP for the same bloc Abbas al-Bayati, while the surprise was the transfer of MP from the Kurdish change bloc Sarwa Abdul Wahid to the coalition, and got the number 6 .

The
transfer of oil minister Jabbar al-Allaibi to the coalition, in exchange for the accession of Minister of Transport Kazem Vajan al-Maliki to the coalition of al-Maliki, both known for their proximity to the Supreme Council before the split of the wisdom stream last summer, while decided to lead the Council and former Finance Minister Baqir al-Zubaidi Not to run for reasons not declared.
In addition, unconfirmed reports of the transfer of MP from the Sadrist movement Majida al-Tamimi to the alliance of Abadi, while prevented the veteran deputy governor of Zamili to run for this session.
The leader of the Sadrist movement, Moqtada al-Sadr, has directed last year, the deputies in the Liberal movement to rest for the next four years and not to run, while the former leader Bahaa al-Araji not to abide by Sadr's order.
Sadr supports Sadr's alliance, which includes the Sadrist Party close to the Sadrists and the Communist Party, and a number of independent forces and personalities.
In turn, Haifa al-Amin, candidate of the Communist Party in Dhi Qar, in contact with (Mada) yesterday to withhold its name in the lists of candidates submitted to the Commission.
The secretary is a candidate among the 8 names of the Communist Party in the province, within the alliance of Ssron, who has 25 candidates, equivalent to two thirds of the total coalition candidates in Dhi Qar.
The candidate says: "I was surprised by the lack of my name, although there is a decision of the Communist Party to run," accusing the political body of the Sadrist movement and confirm that he "leads the administration of the alliance of Ssron" despite the denial of the Sadrists.
Al-Amin received 8, 500 votes in the 2014 elections, but she did not get a seat because of the electoral system. She said that "the Sadrist movement won 3 seats in the previous elections, and it is afraid of my popularity, because in Fawzi's case I will reduce its share."
Similar cases have occurred with the party's candidates in Najaf, Basrah, Samawah and Diyala but have been remedied at the last minute, while hoping to "rectify the mistake in the period of replacement of members who remain open in the Commission two weeks after the names of candidates."
In the meantime, the differences over the sequence of candidates, lead to the withdrawal of 8 parties from the core of the decision coalition, led by Osama Najafi.
"The differences have been avoided and there are no withdrawals in the coalition," said Chalal al-Halbusi, a member of the National Unity Party, one of the 11 components of the 11th coalition in contact with Al-Mada.
Nujaifi is the number one in the alliance in Nineveh, while Planning Minister Salman al-Jumaili leads the list in Anbar and Ahmad al-Masari in Baghdad.
