Islamic Supreme Council of Iraq to replace Basra Governor

Islamic Supreme Council of Iraq, headed by Ammar al-Hakim, the leader of Iraqi National Alliance, intends to replace Majid al-Nasrawi, the Governor of Basra, political sources said on Monday.

"The Supreme Council is considering ousting Basra Governor Majid al-Nasrawi, replacing him with one of the council's leaderships", the sources indicated. They stated that "there are many reasons for Nasrawi's dismissal which the council has put on the table of discussion".

The sources added: "Thinking of replacing the governor came as a result of the failure to control the situations in the governorate as well as the failure to control the tribes fighting and resolve their disputes".

As Iraqi security forces are busy recapturing Mosul city from ISIS, security uncertainty has prevailed in Iraqi governorates including Basra in which several crimes, kidnappings and terrorism operations were reported.

Iraq oil city governor quits, travels to Iran after corruption investigation

2 MIN READ

BAGHDAD, Aug 15 (Reuters) - The governor of the oil city of Basra has stepped down and gone to Iran after Iraq's anti-corruption body began investigating graft allegations against him, people close to him and officials said on Tuesday.

Majid al-Nasrawi is the highest ranking public figure to come under investigation for alleged corruption since Prime Minister Haider al-Abadi was elected three years ago, partly on a pledge to fight graft.

Iraq's Integrity Commimssion on Monday evening issued a statement asking the foreign ministry in Baghdad to ask Iran to repatriate Nasrawi.

A Basra-based politician close to Nasrawi said the accusations against Nasrawi were "politically motivated" by rivals.

"He can travel wherever he likes as long as there are no legal obstacles," the politician said, confirming that Nasrawi had left for Iran. The governor's family declined to comment and the lawyer's association in Basra said he had no known attorney.

Oil-rich Iraq ranks 166st out of 176 nations in Transparency International's Corruption Index.

Graft has exacerbated the effects on the economy of a sharp decline in oil revenue caused by falling crude prices and the costs of fighting Islamic State, which took control of large parts of northern and western Iraq after 2014.

Fourteen years after the U.S.-led invasion that toppled Saddam Hussein, the country still suffers shortages of electricity, water, schools and hospitals, and infrastructure has been widely neglected. (Reporting by Ahmed Rasheed; editing by Andrew Roche)

Baghdad calls for Iran to hand over Nasrawi

BAGHDAD - Officials close to Majid al-Nasrawi, governor of Iraq's oil-rich city of Basra, said he resigned and traveled to Iran after an anti-corruption body began investigating charges against him.

Nasrawi is the highest-ranking public figure under investigation for corruption charges since Prime Minister Haider Abadi was elected three years ago on promises including fighting corruption.

On Monday evening, the Iraqi Integrity Commission issued a statement asking the foreign ministry in Baghdad to request Iran to extradite Nasrawi.

The authority noted that "the judiciary competent to consider this case did not issue any mother arrested against the governor until his travel, calling on the Ministry of Foreign Affairs to" approach the Iranian side as soon as possible to score on Nasraoui not complete investigations on him. "

In a brief speech after the opening ceremony of the Martyr Mohammad Baqir al-Sadr Bridge last Thursday, Nasraoui announced his resignation.

"I resigned because I was under pressure from some people associated with political parties," Nasrawi said. He did not name it.

A politician in Basra, close to Nasraoui, said the charges against him were politicized and were the source of his opponents.

"He can travel wherever he wants so long as there are no legal obstacles to that," he said, stressing his departure for Iran.

The former governor's family declined to comment and a lawyers' association in Basra said he had no known legal representative.

In a separate case, a spokesman for the Supreme Judicial Council said Tuesday that authorities had arrested Samer Kubba, director general of Iraqi Airways, and brought him to trial for corruption.

Judge Abdul Sattar Berkidar said Kubba faces charges in bribes and irregularities.

Oil-rich Iraq ranks No. 166 among 176 countries in Transparency International's corruption index.

An official document revealed Thursday the progress of 38 candidates to win the post of governor of Basra, replacing Majid Nasrawi, who resigned, fugitive and absent from sight.

According to the document published today, there are about 38 candidates for the post of governor of Basra, in succession to the resignation,

The governor of Basra, Majid al-Nasrawi, fled to Iran after issuing court orders to prevent him from traveling and questioning him about files of corruption he was involved with his son, according to a source in the provincial council.

The governor of Basra, who holds Australian citizenship, left the province towards Iran through the port of Shalamjah border.

Nasrawi, who belongs to the stream of wisdom led by Ammar al-Hakim, announced his resignation from office, attributing to the pressure of people associated with political parties, but did not name it.

Nasrawi said in a statement that his departure from Iraq, fearing what he described as "arbitrary measures to beat him."

He added: "I left the country forced, as I arrived an hour after my announcement of resignation, the threat and intimidation of the Nile," without revealing how he left Basra.

He explained that "the methods used to prove the charges against me were carried out illegally, where a number of employees and contractors were arrested, tortured, coerced and threatened, to recognize us, but to no avail."

Nasrawi said he had evidence and documents proving that detainees had been subjected to torture and coercion, and had informed the human rights organization of these abuses.

The Integrity Commission, announced last Thursday, prevented the governor of Basra resigned Majid Nasrawi from travel because of incomplete investigations against him.

In early July, Prime Minister Haider al-Abadi referred Nasraoui to the Integrity Commission for questioning about suspicions of corruption around him.

"The Prime Minister decided to refer the file of the governor of Basra to the Integrity Commission on the grounds of his attempts to put names of officials falsely, which lures suspicions of corruption contracts."

Hakim said last month that "the file of the governor of Basra before the Integrity Commission, and we will defend him if proven innocent, and no one above the law, and no political cover for anyone found guilty."
