The economic adviser to the Iraqi government revealed the appearance of Mohammed Saleh, on Saturday, that Iraq will end the payment of debts to Kuwait, resulting from the invasion of 1991, beyond the year 2020, pointing to the existence of negotiations to find an alternative solution.

"There will be negotiations in April with the United Nations Compensation Fund in Geneva to assess the payment mechanisms and possibly find another alternative," Saleh said.

It’s early still and I didn’t get much sleep, But it sounds like part of this Kuwait conference is to allow Iraq to pay back its debt with oil and natural gas agreements over time and settle it that way.... maybe this means chapter 7 really is fully released now and they are into Article 8 or 14 or....... dang it.... too many articles and chapters to keep track of!!!! Saleh pointed out that negotiations will be held early next April with the United Nations Compensation Fund in Geneva, to assess the mechanisms of payment and find an alternative solution.

The Iraqi government, announced last September , negotiated with officials in Kuwait to sell the accompanying crude gas instead of paying money as part of the financial compensation imposed on Iraq .

The part of the gas will be given in exchange for part of the financial compensation owed to the State of Kuwait instead of paying money from the treasury of the country .

Iraq pays a total of US $ 177.6 billion in financial compensation for its 1990 invasion of Kuwait. The United Nations approved $ 37.2 billion, of which 9.3 billion was received by Kuwait .

Kuwait's debts to Iraq are estimated at US $ 13.2 billion without interest .

The meeting, proposed by the State of Kuwait, saw the UNSC member states renewing their commitments to improve the mechanisms for addressing the risks posed to the international community and enable the Council to deliver its mandate in preserving peace and security worldwide.
Speakers at the gathering noted that the meeting took place shortly ahead of Kuwait celebrating its 27th liberation day, a reminder of the collective will and ability of the international community to liberate Kuwait from the Iraqi invasion of 1991 pursuant to the provisions of the UN Charter.
In his address to the meeting, Sheikh Sabah Al-Khaled thanked the Secretary-General of the United Nations Antonio Guterres for "the valuable briefing" he offered to the Council.
He reaffirmed Kuwait's support to the efforts of the UN chief and his vision for improving the working mechanism of the UN and minimizing the threats facing the world.
He also thanked former UN secretary-general Ban Ki-moon for his briefing.
Sheikh Sabah Al-Khaled said, "The theme of our meeting today 'Purposes and principles of the Charter of the United Nations in the maintenance of international peace and security' is exactly the same as the targets of the UN Charter.
"Let me quote the first lines of the preamble of the Charter: 'We the peoples of the United Nations determined to save succeeding generations from the scourge of war, which twice in our lifetime has brought untold sorrow to mankind, and to reaffirm faith in fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small.' "Kuwait's invitation for holding this important meeting aims to provide a chance for assessing our collective responsibilities towards the commitments specified in the UN Charter." Sheikh Sabah Al-Khaled regretted that some members of the UN failed to deliver their commitments and committed flagrant violations of the principles of the UN Charter, thus posing grave risks to the international peace and security.
He noted that the Kuwait's selection of the theme and timing of this session bears the significance that commitment to the purposes of the UN Charter and international laws is of great importance for all UN member states, particularly the small ones.
"Kuwait will be celebrating, on February 26, the 27th anniversary of its liberation from the Iraqi invasion in 1991; this liberation was the fruit of global commitment to the principles of the UN Charter," he pointed out.
On the tools available for the UN Security Council to deliver its mandate in maintaining peace and security, Sheikh Sabah Al-Khaled highlighted the roles of chapters VI, VII and VIII on action with respect to threats to the peace, breaches of the peace, and acts of aggression; and regional arrangements, respectively.
"After more than seven decades of its adoption, the UN Charter remains to be an effective means of preventing and settling disputes through peaceful ways," he went on.

Regarding the unity of the UNSC, Sheikh Sabah Al-Khaled said the ability of the Council to shoulder its responsibility depends primarily on consensus among its permanent members.
"The recent years or decades showed that the Council failed to act vis-أ -vis grave crisis due to divisions among its five permanent members which abused their veto powers," he regretted.
He cited as examples the Palestinian cause that remained unsolved over the last 70 years and the Syrian crisis the entered its seventh year with the death toll rising to more than 400,000.
Sheikh Sabah Al-Khaled appreciated the vision of the Secretary General for improving the working mechanisms of the UN bodies and finding preventive measures and diplomatic solutions to disputes based on the provisions of Chapter 99 of the UN Charter.
"Kuwait is returning to the UNSC membership four decades after its first membership in 1978-1979 with a renewed commitment to contribute to maintenance of the international peace and security, favoring dialogue to force in solving dispute, building the best possibly relations with neighbors and other countries of the world, leading mediation to solve disputes through peaceful means, leading the humanitarian action, and compliance with the letter and spirit of the UN Charter," he concluded.

Some diplomats complained privately that Russia was trying to delay action on the 30-day cease-fire resolution. The UN human rights office said Wednesday that at least 346 people have been killed in eastern Ghouta since the Syrian government and its allies escalated an offensive on Feb 4.

Nebenzia told the council it's important that all sides in the conflict present their understanding of the situation in eastern Ghouta 'and come up the ways of getting out of the situation there.' Russia understands 'there are terrorists there who the Syrian army is fighting and the terrorists are shelling heavily Damascus — and that has been neglected,' he said. It states that 48 hours after a cease-fire starts humanitarian convoys must be allowed 'unimpeded and sustained access' and the UN and its partners must be allowed to evacuate urgent cases. The draft resolution also calls for the immediate lifting of sieges including in eastern Ghouta, Yarmouk, Foua and Kefraya.

Thanks Yota...Glad Kuwait is able to calibrate their 27th anniversary of freedom...Kuwait was overrun in less than 6 hours by Saddam Hussein's regime ...The US had to come in and run Iraq out of Kuwait in less than 4 hours...The UNSC has held their foot on Iraq for 27 years for the antics of a madman... keeping Iraq's heads pushed to the ground under sanctions that are 2 and a half decades old...It's about time Kuwait suggested to the UNSC..."Enough is Enough"...jmho

Kuwait celebrates the 57th anniversary of independence and the 27th liberation from the Iraqi invasion. Today, the streets of Kuwait celebrate the national day in which Kuwait gained independence from the British occupation on February 25, 1961, as well as the anniversary of its liberation from the Iraqi occupation. It falls on February 26 of each year.

The celebrations of Kuwaiti citizens are marked by the National Day and the Liberation Days with the participation of all sectors of citizens and expatriates. The streets and parks are filled with festive and carnival atmosphere throughout the country and intensive security preparations to ensure the celebrations.

In addition to the celebrations, the Kuwaiti authorities decorated the streets and main axes, as well as buildings and government hospitals, with national flags and decorative lights, in addition to opening the towers of Kuwait, which is the most important historical and tourist landmarks in the country. February in Kuwait's six governorates, foremost of which is Hala February Festival.

Kuwait celebrates  February 26 every year after its liberation from the Iraqi invasion of Iraq led by Saddam Hussein in 1990, which has led to a radical change in Kuwaiti internal political life, witnessing an upsurge of Islamic and nationalist political forces and a sharp decline of the leftist and nationalist forces . At the domestic level, the Kuwaiti war left With Saddam Hussein destroying the oil wells and ordering them to burn, causing a huge environmental disaster. But the fall of the Iraqi regime in 2003, Iran's announcement of its nuclear program in the region, and the crises repeatedly waged by the Saudi authorities with the Gulf states over the border with the UAE in 2009 and the blockade of Qatar last year have led to the return of Kuwait to the political scene again and the dismantling of the optional isolation itself , It restored full relations with Iraq, it eased its alliance with Saudi Arabia, which was forced after the Iraqi invasion, and adopted a policy more open to Iran, despite the existence of some tensions.

Kuwait has also cooperated with other world powers, replacing US power, which in the view of the political leadership has become ambiguous following the US nuclear deal with Iran, and then elected Donald Trump with his reckless foreign policies as president. 

Kuwait has signed an agreement with NATO to cross its forces through Kuwaiti territory, signed an agreement with the Turkish army and asked Britain to find permanent military forces in Kuwait for the first time since independence, said British Ambassador to Kuwait Michael Denfport.
