Thanks Yota...One can appreciate the efforts the world is showing Iraq in the struggle to support their citizens and rebuild their infrastructure...This could in fact be a reason that the RV has been stalled...Why the dinar is kept undervalued is anyone's guess...It would seem beneficial to the government of Iraq and their citizens to have purchasing power....Employ the citizens and displaced to rebuild their infrastructure, give them a job to make and spend the dinar....This would reverse the unemployment to employment creating the private sector...As to the Kuwaiti debt, it would seem to make more sense paying with 4.5 billion dinar instead of 4500 billion dinar....jmho

(Reuters) The European Union may send a new security mission to help stabilize Iraq after the expected recapture of Mosul from Islamic State, diplomats said, cautioning that plans were at an early stage.

EU foreign ministers will hold a first discussion on Monday in Luxembourg and consider the deployment of an EU Security Sector Reform Advice and Assist Team which could train Iraq security officials, according to a draft statement seen by Reuters.

Iraq has formally requested EU help, diplomats said.

While a small step, any such effort could signal an end to France and Germany’s aversion to European Union involvement in Middle East wars in the wake of the U.S. invasion of Iraq in 2003, which Berlin and Paris opposed.

Both countries are involved separately in the fight against Islamic State militants in Syria and Iraq, but the EU’s militaries have struggled to work as a bloc despite broad know-how in non-combat training roles.

An EU mission in Iraq in 2006 to help train judges and police was widely regarded as a failure because it was too small and too limited in duration, an EU official said.

EU foreign policy chief Federica Mogherini has backed a greater role for the bloc abroad, seeking to develop a common EU defense alliance to match its economic clout.

Any EU mission might dovetail with similar planning at NATO, which this month joined the U.S.-led coalition against Islamic State, and is considering training more Iraqi soldiers.

Islamic State is on the verge of defeat in its Iraqi stronghold of Mosul and bracing for an assault against its de facto capital in Raqqa, Syria. But U.S. officials are concerned tribal groups may fight for control as the militants flee.

“We cannot afford to allow a vacuum to develop,” said one EU diplomat briefed on the EU discussions. “We and others are ready to step in. Just how we do that is to be decided.”

The EU’s foreign service, the European External Action Service, is expected to present proposals soon.

French diplomats say an EU mission could build up Iraqi counter-terrorism forces, establish functioning justice and interior ministries and give strategic security advice to the Iraqi government, as well as train police.

Another EU diplomat said the bloc had a duty to help in a non-combat role, partly to avoid even greater flows of refugees to Europe.

There should be no vacuum if they leave a troop presence in the liberated areas like they said they were doing. If they want to use that as the reason for sending more troops to the region, then, by all means. Now if they pull all the troop presence like Obama did in 2011 then get ready for a replay of the aftermath of the worst foreign policy decision Obama ever made. I'm thinking however that our Pres ain't gonna make that mistake, and from what I have been reading, his administration is all about building more bases in the region and staying for a while. A long while. That's the smart play from where I stand. We never should have left and we should have had the balls to take out Maliki when he went rogue. Anyway that's my 2 fils worth.

EU Considers Dispatching a Security Mission to Iraq 
 

SOFIA — The European Union considers dispatching a security mission to help stabilise Iraq after the liberation of Mosul from the so-called Islamic State (IS).

EU ministers held an initial discussion on Monday, considering the deployment of A multi-country military contingent that would train the Iraqi forces. The discussions come as a response to a formal request from the government of Iraq, Sputnik reported on Wednesday.

If the support is approved by the Union, it could have a great impact on the situation in Iraq. The deployment woyld also be the first combined EU military force been deployed anywhere in the world. 

The Iraqi forces are currently fighting the IS militants in Mosul's Old City, which is the last district held by the extremist group in the city.

Good morning Snow and all of DV. All is well. Busier than a one legged man in an a$$ kicking contest, but in a good way. I've been following along and I like what I am seeing, with the exception of irans meddling and Malikis shenanigans. But I do see positive movement. I hope and pray that with the final liberation of Mosul we will see things kick into high gear. With Ali Mohsen speaking about major investment in Nineveh province, the addition of many many new schools and the willingness from the EU and Kuwait and so many other countries to participate in the reconstruction process, we are just waiting for an official announcement of liberation of the remaining parts of Mosul. At that point I believe we will see the las remaining pieces of the puzzle start dropping into place. My hope is by the fall we see the action we are all here for but 3/4 of the year gone and this being Iraq probably 2018, as much as it pains me to say. 

Not trying to be a downer but trying to be realistic, I would love to be so wrong about that and watch Abadi shock the world with a massive normalization of their currency regime. Then I could quit both my jobs!
