BAGHDAD / tomorrow Press: 
A member of the legal committee in Parliament, Salim Chawki, on Thursday, said that reducing the number of members of the House of Representatives need to be a constitutional amendment and present it to Parliament and the people 's vote, noting that the parliamentary legal is still debated provincial elections law and there is a lot of comments on it. 
He said Shawki told the "tomorrow Press" that " the provincial council elections law was discussed after the first reading and are involved in the final drafting him , " noting that "elections Third Amendment Act came from the government and we are involved it was discussed and there are a lot of comments about it." 
He pointed out that "modifying the House of Representatives election law and asked some lawmakers reduced the number of members of Parliament need to be aconstitutional amendment and a vote in parliament and then a referendum." 
The House of Representatives has postponed the end of the month of January , the first reading of the draft election of the House bill, at the request of the competent committees for the purpose of review and currently on the agenda of the Council later, and just days from being sent by the legal chancellor in the presidency after. 
It is worth mentioning that the number of members of the Iraqi Council of Representatives is currently composed of 328 deputies.

The Federal Supreme Court issued an explanation for the mechanisms to amend the Constitution

The Federal Supreme Court has issued an explanation regarding the mechanisms to amend the Constitution in accordance with the articles (126) and (142) thereof.

According to a statement issued by the court received / scales News / copy of it, that it "received a request regarding the extrapolation of articles (126) and (142), which speak mechanisms to modify the Constitution, and issued a decision on them and prohibited by agreement."

The statement continued that "the court and after scrutiny and deliberation found that Article 142 of the Constitution began to require conditions to secure the interests of the main components of the people in the Iraqi society and by amending the provisions of the Constitution in accordance with the procedures and steps drawn in."

He pointed out that "these procedures differ in some joints on the procedures set forth in Article 126 of the Constitution, taking into account the considerations began Article 142 in order to achieve them."

The statement noted that "the fifth paragraph of Article 142 of the Constitution provides for an exception stated in this article from the provisions of Article 126 concerning the amendment of the Constitution until the completion of the decision on the amendments provided for in Article 142".

The statement said that "the exception reported by the fifth paragraph of Article 142 is a condition that has not been achieved can not apply the provisions of Article 126 of the Constitution and that the constitutional provision needs to be subject to that requirement."

The decision finds that "the application of Article 126 of the Constitution when submitting a proposal to amend the article or more of the articles of the Constitution is not only after deciding on the amendments recommended by the Committee set out in paragraph (i) of Article 142 of the Constitution in accordance with the set of these procedures Article ".anthy 29 / d 24

Article 126 of the Iraqi Constitution: The President of the Republic and the Council of Ministers collectively or five [1/5] members of the House of Representatives, the proposal to amend the Constitution, may not make any amendment to the articles of the Constitution, would detract from the powers of the regions that are not included within the terms of reference exclusive federal authorities, without the approval of the legislature in the region concerned, and the approval of a majority of its population in a general referendum.

Parliament is considering an amendment to the "Iraqi Constitution"

Parliamentary Legal Committee revealed Friday, the intention of Parliament to vote on an amendment to the constitution in the coming period to overcome all the differences between the political blocs and to facilitate the stalled legislation of laws in parliament.
 
He said committee member MP Ibtisam Hilali's «Journal News» "The parliament formed a committee to make amendments to the Iraqi Constitution to deal with legal loopholes and the interpretation of some articles, in order to end the differences of some important laws that are still disabled in the House of Representatives."
 
She added that "there is a possibility to modify these paragraphs will be lifted and the final report to the parliament for consideration by and after the final vote will be presented."
 
Hilali pointed out that "there are laws also need to reconsider them as provincial laws and rules of procedure and the number of sessions that allow candidacy Prime Minister to office as well as with regard to the referendum in the Kurdistan region."

Sorry, this is almost laughable. They can hardly get a quorum, now they talk about amending the Constitution allowing them to pass all the laws sitting in Parliament collecting dust ??  Basically, pass a law allowing them to pass a law. Pathetic fools.

 

But she did include the disclaimer....."there is a possibility............"

We have just entered into the Surreal-and very LAUGHABLE :wacko: Honestly, I just don't think they have a firm grasp on anything in this Universe. No amount of hand holding over the years is going to lead these people into the Light. These folks is NUTTIER THAN SQUIRREL TURDS ! ! !!
