Iraq is building a floating oil island in the south to absorb the increase in exports

By Adnan Abu Zeid July 1, 2018

The South Oil Company, on June 14, based in the Iraqi province of Basra, the project to establish a floating oil island off the coast of the city of Faw in preparation for increasing Iraq's export capacity of oil, to more than 5 million barrels per day, especially as the OPEC countries, And its partners approved on June 23, 2018, the principle of increasing crude oil production to meet the growing demand in the markets.

The consultant in the Iraqi Oil Ministry and oil expert Hamzah al-Jawahri told the "MONITOR" that "the ports adopted by Iraq for export in the south are five floating type, and two of the fixed type, Khor al-Amiyah and the port of Basra, all in need of technical and administrative staff The Ministry noted that there is a need for more streamlining in the work, which will double in the future after the increase in the production of oil and its derivatives, which requires additional technical, logistical and human support, which could be provided by the island oil project near the ports The seven upscale, facilitate the work of the shift in the labor and delivery of services, non - stop, caused by disruptions of emergency or human errors or cases of oil spill at the port platforms. "

Al-Jawahiri revealed that "the floating island will include spare parts stores for all equipment and pumps, in addition to civil protection teams, technical services, and comfortable and modern accommodation for workers."

"One of the benefits that Iraq derives from this island, according to the jeweler, is to avoid delaying work due to possible failures, shortening the time in the export of oil, and cutting off any emergency crisis due to the interruption of one of the pumps, which costs Iraq fines of about 300 million Iraqi dinars Recent period ".

The other advantage of the island, according to Jeweler, is "to absorb the increase in oil export and production, as well as increased production in derivatives, with the increase in the number of refineries, and doubled production, which reached in the first phase to half a million barrels per day.

According to Al-Jawahiri, "Al-Jazeerah provides storage capacity for both oil derivatives and black oil, and will absorb the remnants of refineries, as the island continues with the docks of ports in a streamlined form. In the event of disruption of any of the seven berths,

The jeweler reveals "the award of the contract to a Dutch company, and included a preliminary agreement, while the ongoing discussions, on the length of completion of the project and expected costs."

The Basra province includes Iraqi ports overlooking the Gulf, five of them are for commercial purposes, and two are the port of Amaya and the port of Basra are dedicated to load about 80% of Iraq's oil exports, while Iraq signed on June 4, 2018 three new contracts to develop three oil fields and exploratory and rehabilitation In the center and south of the country.

More details about the timing of the project speaks to the "Director" Director of the oil marketing company "Sumo" Alaa Yasiri, confirming that "the floating island project will contribute to the flow of oil export to about 6 million barrels per day," noting that "the plan is the signing of the contract During the first quarter of 2019, and that the project will start operating a partial card in the first quarter of 2022, and then enter full other services in the fourth quarter of 2022.

"Iraq is in dire need of expanding its competitor and making its modern technology services commensurate with the potential increases in the movement of oil and its derivatives, especially as SOMO's new plans include the creation of joint ventures with Asian companies to invest in the continent's vast market, Of the Iraqi oil exports, and the Ministry of Oil is continuing to turn the company into a winner after the decline of its maritime activity in the past decades because of the circumstances and wars, which will contribute to the floating island to achieve.

"The project to facilitate transport and storage, to receive oil tankers and to provide technical and logistical needs, which will be filled with oil stored on the island, is sufficient," the South Oil Company said in a statement to MONTOR.

"The Iraqi oil ministry is in the process of building two refineries to refine the oil in the south of the country and their operation, which means an increase in the amounts of derivatives, where the island contributes to the flow of transport and discharge, both at home and abroad."

"The project coincides with the plans to build a national fleet to transport oil and oil derivatives, and restore the capabilities of the Iraqi tanker company to transport crude and oil derivatives to all parts of the world."

He added that "Al-Jazeera will achieve the goals of Iraq to start the transfer of oil to consumers, by 4 giant carriers, and will be expanded to 3 other carriers, which necessitates the expansion of ports of maritime export, and provide the necessary services across the island."

If the goal of the island to absorb the increase in oil production and export, after the end of the restriction on the current Iraqi oil exports, early 2017, there is concern among some oil experts from the addiction to increase oil production, as the oil project expert Mohammed Zaki Ibrahim in his speech to the " That "the increase in the quantities of crude offered for sale in the international market in the form of non-rationed does not serve the Iraqi economy, and that increasing export rates above the level of 3 or 4 million barrels per day will inflict the most damage to Iraq, and deprive him of any opportunity to develop other resources, and will drain wealth For oil in the south. "

But the view is that Iraq urgently needs financial resources due to the deterioration of the economy and agriculture. The floating island will provide hundreds of workers with opportunities, reduce export delays and reduce the cost of transporting oil and derivatives.

BAGHDAD (Reuters) - Iraq’s oil exports from the southern ports on Gulf averaged 3.521 million barrels per day (bpd) in June, slightly above the May average, the oil ministry said in a statement on Sunday.

Iraq exported 3.490 million bpd of crude oil in May.

OPEC’s second-largest producer’s exports generated $7.3 billion at a price of $69.322 per barrel, oil ministry spokesman Asim Jihad said in a statement.

There were no exports in June from the Kirkuk fields, located in northern Iraq but under the control of Baghdad, said the statement.

Kirkuk oil exports stopped in October, when Iraqi government troops backed by Shi’ite paramilitary forces dislodged Kurdish fighters from the region.

The country is producing below its maximum capacity of nearly 5 million bpd under an agreement between OPEC and other exporters including Russia to curtail output in order to support oil prices.

Iraq is in talks with Turkey during the current period and the authorities of the Kurdistan region to resume oil exports through the port of Ceyhan.

The Iraqi oil minister said, according to Reuters, that the decision to re-export depends on the outcome of the ongoing talks.

He said Allaibi, the production of oil fields in the province of Kirkuk at 220 thousand barrels per day at the present time, directed entirely to local refineries.

An Iraqi oil official said in November 2017 that his country was preparing to transfer most of Kirkuk's oilfield production to local refineries amid continuing dispute with the Kurdish authorities over the use of the Kirkuk-Ceyhan oil pipeline.

In mid-October, the Iraqi oil minister recommended that part of the Kirkuk-Ceyhan route be diverted to pass outside the territory of Iraqi Kurdistan, through the governorates of Salah al-Din and Nineveh, in order to avoid the control of the territory on the line it is orbiting.

The Iraqi oil also announced the return of the fields of Bay Hassan and Havana in the province of Kirkuk in northern Iraq to the national production system, after being extracted from the control of oil and energy authorities in the region.

Despite earlier statements by officials of the Iraqi Oil Ministry, the oil and gas production in Kirkuk governorate was not affected by the military operation launched by Iraqi forces to take control of it. However, the production of the line was repeatedly interrupted.

The suspension of Kirkuk oil supply in the north has prompted Iraq to raise its oil exports from the southern Basra region by 200,000 barrels a day to compensate for shortages in the northern fields.

Jihad: Iraq is able to increase production to 5 million barrels in one year

Baghdad / Farah Al-Khafaf
The Ministry of Oil seeks to reduce the import of oil derivatives up to 50 percent after rehabilitating a number of refineries destroyed by the gangs and supporting the terrorist in the northern regions and blocked a large part of the local need.

This comes at a time when the oil minister Jabbar al-Allaibi in an exclusive statement to the "morning" to maintain the current border oil production for a period of three months, to inquire about developments at the international level as long as the market is relatively stable and tangible and the presence of improvement in oil prices. Extensive discussions Al- Luaibi pointed out that OPEC's recent decisions were formulated after a four-day discussion that included extensive and intensive discussions between ministers and accompanying delegations. There were several alternatives to increase production or maintain the current situation. He added that Iraq has a clear position crystallized after an extensive study by the Ministry of Oil by maintaining the current production ceiling, having played a pivotal role to bring the different views of the different parties in OPEC, and reached a satisfactory result for all.

The Organization of the Petroleum Exporting Countries (OPEC) agreed at the end of last month to a limited increase in oil production as of July, and the agreement is to pump more supplies on the idea of returning to full compliance with the existing agreement, which includes cuts in
 production.
As for the expectations of the Minister of Oil for prices in the coming period, he said: "The prices depend on the geopolitical variables, as well as changes in the global market and what is stored by the rest of the countries in the coming plans, whether the United States to increase its production of rock oil, as well as significant increases achieved by Saudi Arabia During the past
few days  . " Iraq's production and expressed hope that the stability of the market remains the main factor within the objectives of OPEC, indicating that the volume of Iraq's oil production as agreed with the OPEC by about 4 million and 325 thousand barrels.

He is seeking to reduce the import of oil derivatives by 50 percent, within the plans and objectives of the ministry, where Iraq imports derivatives of two billion and 700 million to 3 billion dollars a year, according to the minister, confirming the reduction of 35 percent of imports in the fourth quarter of 2017, as well as the first half of In 2018, which witnessed a decline in imports.
For his part, the spokesman of the Ministry of Oil Assem Jihad in a statement to the "morning" that the rate of imports is large but was reduced to low levels, after the return of a number of Iraqi refineries to work, especially in the northern region. Production units and said Jihad that " the coming period and before the end of this year will see the opening of a large unit of production units in the refinery Salahuddin card 70 thousand barrels per day, returned them an important step to bring back life to this refinery , which was destroyed by terrorist Daesh gangs."

He added that the refinery will produce all the oil derivatives, which fill a large part of the local need as a first stage, followed by the rehabilitation of the second unit production capacity to reach 140 thousand barrels per day, along with the rehabilitation of modern refineries, and Qayara, Chinese, and Kirkuk, Of the local need in this context, despite the circumstances experienced by the country.
As for OPEC's recent decisions, Jihad said that Iraq is committed within the OPEC agreement not to exceed the production of 4 million and 400 thousand barrels per day, a commitment of time taken by the OPEC meeting between producers from within and outside the sale of cutting production by 1 million and 800 thousand barrels per day, Which aims to rebalance the oil market between supply and demand, and support oil prices.
It participated OPEC and its allies since last year in an agreement to cut oil production 1.8 million barrels per day, helped to restore balance to the market in the eighteen last month and drove the price of oil to rise to about $ 75 a day from around $ 27 in 2016 to achieve the goals and drew a spokesman for the ministry That Iraq was committed within the specific production ceiling, and when the producers found that the objectives of the agreement were achieved, Iraq can start to increase production to the rates as planned, especially as Iraq played an important role in the recent agreements, as part of the global system that Controls prices For the oil market

Global. Jihad said that Iraq is capable of increasing its production to 6 million barrels per day by 2022 and 2023 within the plans and objectives of the ministry, as well as the possibility of Iraq's production exceeds 5 million barrels per day in a short period not exceeding one year. The Ministry of Oil said in a statement on the rate of exports and revenues achieved for the month of June, according to preliminary statistics from the Iraqi Oil Marketing Company (Sumo), where the amount of exports of crude oil more than (105) million and (640) thousand and (160) With a revenue of more than (7) billion and (323) million and (150) thousand dollars, a daily average of exports amounted to (3) million and (521) thousand barrels, at (69.322) dollars per barrel.
