US report: Iraqi approach to extend an oil pipeline towards Syria

Iraqi Ministry of Oil orders the reconstruction of an old crude pipeline transferring oil from Kirkuk fields to Ceyhan Port in Turkey, a step to bypass the one already operating by the Kurdistan Region.

Oil Minister Jabar al-Luaibi said in a statement on Tuesday (October 10) that he has asked state-owned North Oil Company, the operator of the Kirkuk fields, the state company for oil projects and the state pipeline to urgently begin the process of restoring and reopening the Kirkuk pipeline to Ceyhan Port.

Luaibi added the challenges and the financial crisis will not prevent the Ministry to restore the Kirkuk-Ceyhan pipeline.

The section of the pipeline in the province of Nineveh fell into the hands of the Islamic State (ISIS) in 2014 when the militants overran large swathes of territory in northern Iraq.

The move by the oil ministry came after the government of Iraq took measures against the Kurdistan Regional Government (KRG) over a referendum on independence of Kurdistan.

The central authorities have severed ties between the Kurdistan Region and the outside world by cutting international air links to the region, while neighboring Turkey and Iran have threatened to close their borders to oil exports.

In a new round of attempts to ratchet up pressure, the Iraqi National Security Council announced on Monday that a probe has been launched into the Kurdistan Region’s lucrative oil revenues and officials in the region who might have illegally monopolized the market.

Iraq also, once again, called on Ankara and Tehran -- who both opposed the referendum over fears of fuelling demands from their own Kurdish communities -- to close their border posts and 'stop all trade' with the region.

He added that the export operations were carried out through the loading platforms at the port of Khor al-Zubayr, which the ministry has qualified in cooperation with a specialized international company, where the number of shipments exported by the Basra Gas Company 46 shipments of liquid gas, and 22 shipments of condensers, Which would provide additional revenue to support the federal state treasury. " 

According to preliminary estimates of the Ministry of Oil that Iraq has a reserve estimated at 132 trillion cubic feet of gas, and since about 70% of Iraqi gas is a gas associated with the extraction of oil to be treated, and Iraq ranks 11th among the countries of the world rich in natural gas after Russia and Iran and Qatar, Saudi Arabia, UAE, America, Nigeria, Venezuela and Algeria.

On the other hand, al-Allaibi pointed out that "the work is being done to make the port of Khor al-Zubayr in southern Iraq, one of the most important oil ports and commercial centers in the region and the world," noting that the ministry contracted with the British company "SICA" in late 2016 to rehabilitate the port.

He explained that the agreement with the British company includes the rehabilitation and modernization of berths 2, 3 and 4 for Khor Al-Zubair, and the construction of a reservoir and a sophisticated pipeline network for the purpose of storage and pumping of various oil derivatives in the port, in addition to the construction of different joints of infrastructure and modern facilities at the site using heavy and sophisticated drilling equipment To drill the marine channel and increase the depth of the submersible from (7) meters to (12) meters.

Iraq announced the volume of its gas exports for the third quarter of 2017 on Thursday, the country remains in the world’s 11th place as far as natural gas wealth is concerned.

The exports reached 125.2 million metric tons of liquefied gas and nearly 255.11 million cubic meters of condensates, according to Petroleum Minister Jannar al-Luaibi, who made the announcement in a statement quoted by Mubasher.

LNG shipments from Basrah gas company reached 46, compared to 22 shipments of condensates through Khour al-Zubair, another port in Basrah.

Luaibi pointed to an agreement with British company SIKA to rehabilitate Khour al-Zubair with platforms upgrades, reservoir constructions, and pipe networks installment.

He said earlier this month that U.S. Chevron and France’s Total were among bidders who expressed interest in developing Majnoon oil field after energy giant Shell’s exit.

Luaibi had also said his country was close to enforce an agreement to export a daily 200 million cubic feet of Iraq’s crude gas surplus extracted from Rumaila field in Basrah to Kuwait.

Iraq plans to contract with a foreign oil company to increase the production capacity of the northern Kirkuk oil fields to about two times more than one million barrels a day, Iraqi Oil Minister Jabbar al-Allaibi said in a statement on Tuesday. 

Commenting on the military operation that enabled Iraqi forces to take control of Kirkuk on Monday, al-Luaibi said all the fields in the province had returned to government control. 

The minister warned the Kurdish authorities against the closure of Kirkuk oil export pipeline, saying they would bear legal responsibility for it.

The Iraqi authorities have announced their full control of Bay Hassan and Avana oil, the largest fields in the province of Kirkuk, which was under the control of the Peshmerga forces of the Kurdistan Democratic Party, headed by Massoud Barzani .

"The federal police forces have taken full control of the fields of Bay Hassan and Avana oil in northern Kirkuk," an official statement said.

This comes after the advance of Iraqi forces Monday to several areas and facilities in the disputed province of Kirkuk between Baghdad and the Kurdistan region, without significant military resistance by the Kurds.

Iraqi army officers have said that "our forces" control all the fields run by the state oil company "North Oil".

Iraqi Oil Minister Jabar al-Luaibi has announced plans to construct a new refinery in the oil-producing region of Kirkuk, which has become the scene of open conflict between Baghdad and the Kurdistan Regional Government (KRG).

The Iraqi government also plans to increase oil production from the region to more than a million barrels per day with a foreign oil company to be contracted to implement the plan, according to the minister.

Al-Luaibi said all the oil fields in the province are back under government control.

The minister warned Kurdish authorities against blocking the Kirkuk oil export pipeline, saying they would face legal action.

On Monday, Iraqi troops forced their way into the Kurdish-controlled city of Kirkuk with many locals fleeing the battle zone.

The economically important region drove a wedge between Baghdad and the KRG after an independence referendum held by Iraqi Kurds on September 25. Kirkuk was included in the vote, despite competing claims to the disputed area.

Rising tension in the region has kept global crude prices moving upward. West Texas Intermediate crude for November delivery was up 0.06 percent to $ 51.93 per barrel at 1:00pm GMT on Tuesday. Brent crude for December gained 0.5 percent to $58.09.

iraq wouldn't have had anything left in kirkuk if it wasn't for the kurds / peshmerga , the mighty iraqi army ran away from kirkuk when isis rolled into town abadi would have nothing but rubble like he has in mosul to build his refinery on ... we wait

The crude oil flows through the Iraqi Kurdistan pipeline to the port of Ceyhan are about 240,000 bpd on average, a shipping source said on Thursday.

Flows stopped briefly in the early hours of Wednesday before returning at a rate of about 225 thousand barrels per day at noon.

The flow level fluctuates to about 10,000 barrels per hour.

Two Iraqi oil officials told Reuters yesterday that a technical failure at six pumping stations for the oil fields of Bay Hassan and Afana stopped production of about 350 thousand barrels per day.

Iraqi government forces recovered two Kurdish peshmerga forces this week, but the time gap between the departure and entry of crews caused production disruptions.

Iraqi Oil Minister Jabbar al-Luaybi called on energy giant British Petroleum (BP) on Wednesday (October 18) to help develop fields in the northern province of Kirkuk recovered from Kurdish forces this week.

Luaybi appealed to the firm, whose origins lie in the development of the oil industry in British-ruled Iraq nearly a century ago, to 'quickly make plans to develop the Kirkuk oil fields'.

The Iraqi oil ministry signed a consultancy contract with BP in 2013 to help the state-owned North Oil Company (NOC) to develop the Havana and Baba Gurgur fields.

But the contract was never implemented as Baghdad lost control of the fields to Kurdish forces the following year during the chaos of the Islamic State (ISIS) group's lightning offensive through the region.

BP says on its website that it has 'provided technical assistance to the North Oil Company to aid the redevelopment of the Kirkuk field.'

It says that the Kirkuk field is estimated to have around nine billion barrels of recoverable oil remaining.

The Baba Gurgur field, which was discovered by the company that later became BP, was the largest in the world when it began production in 1927.

Today it produces around 50,000 barrels of oil per day, while the Havana field pumps between 50,000 and 60,000 bpd, an NOC official told AFP.

Federal troops retook the two fields, and three others that had been held by Kurdish forces, on Tuesday, dealing a body blow to the finances of the autonomous Kurdish region which had derived much of its revenue from their output.

The oil ministry announced on Saturday that it had pumped 200,000 barrels of crude oil through southern ports to compensate for exports from the north.

Oil Minister Jabbar Ali al-Allaibi said in a statement received by Mawazine News, "The Basra oil company started pumping 200 thousand barrels of crude oil per day from the fields of the center and south, in addition to the rate of daily oil exports of more than 3 million and 200 thousand barrels, They are exported via southern ports. Oil Minister Jabbar Ali al-Allaibi ordered last Thursday to form a ministerial committee to monitor and evaluate the oil activity in Kirkuk province and to identify the needs of the province. 
This comes after the frequency of media statements to an official at the Ministry of Oil that Kirkuk is facing a crisis in the restoration of oil activity for the pre-Sunday events, due to lack of equipment in the fields of Baie Hassan and Afana northwest of the city.

Iraq said on Saturday it was increasing oil exports from the southern Basra region by 200,000 barrels per day to make up for a shortfall from the northern Kirkuk fields.

The output from Kirkuk fell this week when Iraqi forces took back control of oilfields from Kurdish fighters who had been there since 2014.

The increase in Basra exports keeps Iraq’s total output within the quota agreed with the Organisation of the Petroleum Exporting Countries (OPEC), the oil ministry said in a statement citing Oil Minister Jabar al-Luaibi.

He said 200,000 barrels per day would be shipped from Basra on top of the usual volumes exported daily of more than 3.2 milllion barrels. He said:

These additional volumes will be produced until the northern oil output goes back to its previous level

In comments made later to reporters in Baghdad, he expected Kirkuk output to return to last week’s level “very soon”.

An oil ministry official told Reuters on Thursday Iraq would not be able to restore Kirkuk’s oil output to last week’s levels before Sunday because of missing equipment at two of the largest fields of the region, Avana and Bai Hasan.

Until these shutdowns, the northern oil region exported about 530,000 barrels per day, of which about half came from the semi-autonomous Kurdistan region and the rest from the disputed Kirkuk province, claimed by both the Kurds and the Iraqi central authorities.

A shipping agent monitoring crude arriving from northern Iraq to the Turkish Mediterranean export terminal of Ceyhan said flows were unchanged from Friday, at 213,000 bpd.

The crude exported from Ceyhan is carried by a pipeline across Iraqi Kurdistan and then Turkey.

Kurdish Peshmerga forces deployed in Kirkuk in 2014, when the Iraqi army fled in the face of an advance by Daesh militants. The Kurdish move prevented the militants from taking control of the oilfields.
