The emergency government renewed the dispute between the two wings of Abadi and Maliki

 Baghdad / Mohammad Sabah

Parties shall exchange state law unequivocally accusations about fears of a postponement of the parliamentary elections and the scenario of resorting to an emergency government.
These charges reflect the escalation of tension and division between the two wings of al - Maliki and al - Abadi on the political benefits of post - Daesh.

While close to accuse al - Abadi, though indirectly, the leader of the rule of law against the backdrop of lying about his plan to form an emergency government under the auspices of UN, Ammar al - Hakim bloc last involved his concerns in this regard.
Union forces in turn denies that had discussed the postponement of parliamentary elections with the National Alliance or the prime minister, but he did not rule out this scenario according to the data taking place "Sunni provinces."
The Nuri al - Maliki, the leader of a coalition of state law and the Vice President of the Republic, recently spoke about the planned government emergency in Iraq.
Al - Maliki said in an interview with a Lebanese newspaper, "some insiders disclosed to me in American circles there is a decision to postpone the elections, and here in Iraq, some politicians began to talk about the postponement of the elections, and the call to go about such a decision."
" We are here, the international decision Bunk and the minutes, to be issued by the Security Council under Chapter VI, calls for the formation of an emergency government under the pretext of running the country temporarily to stabilize conditions, and are holding the elections again, to be completed at this time chapters plot Islamic project exclusion ".
Says MP Ali Keywords, leader of the state calculated law on the wing of al - Abadi, said that " the government and all political parties , insisting on the holding of parliamentary elections in the constitutional punctually", denying the leaks that have recently talked about "the existence of talks and discussions to postpone the parliamentary elections and the formation of an emergency government after the elimination of Daesh ".
The political parties revealed, (long) last May, the existence of consultations conducted by the Sunni blocs to postpone the upcoming parliamentary elections for a period of two years, that the current government has the powers of executive, legislative and working to create the right conditions to set new dates for the forthcoming parliamentary elections.
See the Keywords, a leader of the ruling Dawa party, said that " the parties and political actors promoted to such a scenario back to concerns about the possibility of dismissal of the election commission , " stressing that " the information that you talk about the postponement of the parliamentary elections and resolve the government and parliament are baseless and foundations It never has. "
The president of the National Alliance , Ammar al - Hakim, during a statement last week, that " the postponement of the parliamentary elections is a red line is debatable or negotiation", describing the elections as "it is the basis of the political process and proof of the vitality and sustainability must be holding the elections on time , whatever the circumstances without delay or procrastination.
it expresses MP who is close to Abadi , was surprised at the concern of these parties which he accused of tying fears of the postponement of the parliamentary elections , the nomination of a new election Commission by parliament, described the positions of these parties as " an exaggeration designed to intimidate society."
adopts the Liberal bloc deal concluded P political parties to postpone the withdrawal of confidence from the Electoral Commission 45 days, until the selection of new commissioners by the House of Representatives to avoid the constitutional and legal vacuum.
The tone of agitation, the Keywords describes the characters that talk about the existence of a scenario for the government emergency as "false", denying at the same time , "the existence of talks to Prime Minister Haider al - Abadi with Sunni forces or others on the postponement of the elections or the formation of an emergency government. "
confirms MP Keywords that" stage after the elimination of Daesh do not require the formation of an emergency government that we do not need it , "he said, adding" the existence of quasi - political consensus to merge local elections in April with parliamentary pain But. "
In parallel talks that the parties in the state of law and closely related to the presence of al - Maliki fears the postponement of parliamentary elections in the event of the dismissal of the Electoral Commission without agreement on a new board of commissioners.
It confirms MP Hisham al - Suhail, a member of the call / organization Iraq party bloc led by Khodair al, for "data and scenarios are trying to disrupt the elections and postponed exploit the chaos after the sacking of the election commission," adding that "these concerns and fears are present in the majority of political parties."
He said al - Suhail, in a statement (term), that "the Parliament and the Committee of Experts specifically to speed up the selection of the new members of the Board of Commissioners to dispel all concerns and fears that talking about these political blocs , " and pointed to differences revolve between the blocs on the selection of the next members of the Commission.
The political blocs are looking for a legal way out of the impasse faced by the Committee of Experts charged with choosing a new Office of the Council, after nominate six of the current staff of the Electoral Commission. Despite demanding political forces to prevent former members from running, there is no legal justification for their exclusion from the competition circuit, which the Committee of Experts enter a new crisis that would disrupt its work.
MP speaks about the mass Dawa Party , Iraq Organization for "other differences is the desire of small blocs entrusted with the task of managing the elections to the judiciary, while the large blocs insist on the election of a new board of commissioners kept its representation within it ." He stressed that " the case seems complex and make it difficult selection process within the Parliamentary Committee of Experts."
And confirms the leadership of the Supreme Council Aerbawi Salah fears felt by the political forces of the scenarios after Daesh. As he speaks of "premeditated intentions of the internal and external political parties, have been put forward in external conferences, to postpone parliamentary elections."
He revealed Aerbawi concern about his political bloc "that the postponement leads to the creation of a new political crisis in Iraq is a constitutional vacuum."
The head of the National Alliance adviser Ammar al - Hakim, in an interview (range) yesterday, said that "these parties justify the postponement process of the existence of the displaced and the instability of the security situation in some provinces." But he denied that these parties have approached the National Alliance or the government of its desire to postpone the elections.
The uncertain political activity in which it engages Sunni parties by participating in conferences sponsored by European organizations. The secrecy has led to scenes of conferences to contradict the leaks, and the recovery of the rumors that have come from the parties to participate in conferences or nearby market.
However , the MP Faris Faris, a member of the Iraqi Forces Union, does not rule out the scenario of the dissolution of parliament and the government to postpone the elections and the formation of an emergency government or national salvation headed by al - Abadi. And it asserts that " the current circumstances of displacement and the instability of Sunni cities necessitate the integration of local elections with parliamentary."
It denies knight, in the comments made by the (range), to be Sunni parties had discussed the issue of the postponement of parliamentary elections with the national or coalition with the Prime Minister. Noting that "what we want to prepare for fair and transparent elections to guarantee the rights of Iraqi voters by selecting a new independent Commission is not subject to the domination of the parties."

Here why Maliki stress level is up....link to thread

BAGHDAD / Press tomorrow:

Said al - Suhail's "Tomorrow Press," that "there are calls for the integration of provincial elections with parliamentary , " noting that " the Commission can not conduct provincial elections in the month of September next, the fact is not appropriate circumstances, the presence of displaced persons and the costs of the elections in light of the financial crisis."
He noted, that " the provincial elections, I think, will be merged with the parliamentary elections to reduce the financial cost and the return of displaced persons to their homes , " stressing that "so far there is no decision by a committee of experts charged with the selection of a new Commission, to prevent any personal from applying for membership of the Commission, even current and former members. The rule of law mortgaging the fate of the Commission decisively parliamentary election dates

 Baghdad / Mohammad Sabah

Presidencies did not reach a meeting with leaders of parliamentary blocs to a clear result on the fate of the Electoral Commission and the deadline for conducting local and parliamentary ballots.
With the combined parties agree on the integration of the elections, but the coalition of state law demanded that a parliamentary passage before deciding the fate of the Commission. Some of the blocks and indicated that the mass of the rule of law and some of its allies call for the extension of the work of the Commission for another year.

The three presidencies held a closed meeting with leaders of political blocs, on Wednesday evening, lasted for two and a half hours, in which the security and political developments in trading at the national, regional and international levels.
One of the leaders of blocs and said those who have seen the scenes of the meeting , although he did not receive an invitation to attend " The meeting lasted about two hours and a half and focused on the search by two points two major, how to choose the first new election Commission, and the second to decide to postpone the local elections."
The source, who spoke (range), and asked not to be named, said that " had been invited to the heads of the big of a coalition of state law, the citizen blocs, and the masses of the Kurdistan Democratic Party, the Patriotic Union of Kurdistan ( PUK ) and the Federation of Iraqi forces , " stressing that " the meeting did not come out with something because of the differences that prevailed among the participants. "
The past days of meetings and intensive separate meetings conducted by the three presidencies with the heads of blocs, the most recent consultative meeting , which was attended by representatives of the most prominent Kurdish parties, and ended with an agreement needed to replace the Electoral Commission "compromise", and the holding of elections on time after resolving differences over their laws.
The (range) revealed, on 18 May, the existence of quasi - consensus among the three presidencies and political blocs on the need to find a compromise solution to resolve the crisis of the Electoral Commission, which caused the division of the blocks.
And the nature of the differences that overshadowed the presidencies of the meeting, "explains the source that the combined parties were divided between those who want to change the electoral commission and among those calling for an extension of the current Council an additional year , " noting that " a coalition of state law , Nuri al - Maliki wing, along with other blocs pushing for this extension."
The rule of law has ruled, in May, the dismissal of the Electoral Commission Council. The meeting came out head of the National Alliance with Ammar al - Hakim , the leader of the Sadrist movement, the beginning of last May, the agreement requires not to vote on the dismissal of the Commission and allow it to complete its mandate until next September, as opposed to speed up the selection of a new council does not include members of the current board.
The House voted, not to the conviction of the Electoral Commission answers to the Council, in the interrogation adopted by MP Magda Tamimi Liberal bloc. But the differences disrupted the Commission put forward confidence vote, as the rules of procedure of the House of Representatives states.
The attention of the President of the parliamentary bloc that " the conferees agreed to discuss the fate of the postponement of the election commission to another meeting will be after the month of Ramadan," adding that " the postponement of local elections and merged with the parliamentary, was also postponed to the next meeting."
The Prime Minister announced, earlier this year, the date of the 16th of next September as the date for local elections. But the different blocs on the local elections law, and the fate of the Electoral Commission, whose mandate expires next September, make the commitment to this date difficult.
In turn , says MP Messenger Abu Hasna, a member bloc of state law, " The meeting focused on the parliamentary elections on time without delay or delay", but noted that " the merger decision is subject to the approval of the local election law that would provide for the merger with the parliamentary ballot in April next. "
The parties exchanged accusations of state law unequivocally on fears of a postponement of the parliamentary elections and the scenario of resorting to an emergency government. These charges reflect the escalation of tension and division between the two wings of al - Maliki and al - Abadi on the political benefits of post - Daesh.
He adds Abu Hasna, in a statement (term) yesterday, "there is a close link between the approval of the provincial elections law and the process of selecting a new election Commission , " stressing " the need to vote on the local elections law and scheduling with the timing of the House of Representatives elections before any move against the Commission The election".
He continued the Dawa Party member bloc that "local elections law will determine the date of the elections with the parliamentary elections, and thus get rid of the efforts of some of the blocks to delay the next parliamentary ballot." He pointed to "differences to choose a new election Commission after objecting to the presence of the names of six of the current board of commissioners."
In the same context, MP Hassan Chuird, a member of the National Bloc coalition, says that " the most important topics discussed at the meeting of the three presidencies of Iraq 's foreign policy is clear about a lot of issues, most recently the Gulf crisis." He stressed that "there is a common vision between the two communities on the integration of local elections with the parliamentary next year."
He Chuird, in a statement (term), " The points raised in the meeting with leaders of the subject of national reconciliation and activated after Daesh stage , " stressing "the existence of claims addressed to the Parliamentary Committee of Experts to provide new names commissioners in front of the parliament."
