In Chapter 7, it is allowable for the U.N., in certain cases, to declare an emergency government.  In another thread, the U.N. announced that they will be releasing Iraq's funds held under Chapter 7 on June 30th.  I believe that this tells us that Chapter 7 will be declared "over with" (probably at the end of the month, but could be declared at any time now).  It is assumed that the battle of Mosul will be finished by then.

 

IMO, this "rumor" that the U.S. wants to install an emergency government is merely a scare tactic from Maliki, insinuating that the elections will be postphoned.  For some reason, he wants the elections as soon as possible, before Abadi and Parliament investigate/fix/repair/clean-house with the Electoral Commission.  To me, it sounds like Maliki has something to hide.  

 

If we do not "RV/RI" before the elections, count on it being delayed further.
