BAGHDAD (AFP) -

Iraq is holding hundreds of millions of dollars Qatari negotiators had brought to Baghdad as ransom money for the release of kidnapped hunters, the prime minister said Tuesday.

A hunting party consisting of 24 Qataris and two Saudis kidnapped in southern Iraq in December 2015 was released last week and flew back home from Baghdad on Friday, according to officials in the three countries.

Prime Minister Haider al-Abadi told a news conference that Qatari negotiators had come to Baghdad prior to the release with what he said was hundreds of millions of dollars in ransom money.

"The Qatari government sent its envoy to Iraq and asked to bring a private plane," Abadi said.

"We were surprised that there were big bags, so we seized them and they contained hundreds of millions of dollars," he said.

"This money was brought in without the approval of the Iraqi government. We have a central bank and a judiciary," he said, explaining he would insist due process be followed.

"Hundreds of millions to armed groups? Is this acceptable," Abadi asked, without specifying to which groups he was referring.

The hunting party was released without word from the Iraqi interior ministry or any other official on who had kidnapped them in the first place nor what the terms of their release were.

Sources close to the negotiations however told AFP that their release was part of a broad regional deal between Iran and Qatar involving the evacuation of residents from government-controlled villages in northern Syria.

Qatar has long been thought to have sway on some Sunni rebel groups in Syria, including the Al-Qaeda-linked Al-Nusra Front that besieged the villages.

The same sources said ransom money and prisoner exchanges were also part of the deal.

Qatari Foreign: Qatari funds to support Baghdad, not kidnappers

Qatar has denied paying a ransom for the release of Saadea who were kidnapped in Iraq, pointing out that the introduction of country funds was to support Baghdad in the release of detainees 26, also confirmed that the introduction of money was 'officially'.

The Qatari Foreign Minister Sheikh Mohammed bin Abdulrahman Al Thani expressed surprise at the statements of Iraqi Prime Minister Haider al-Abadi, who made Tuesday, about Qataris abductees who were released last Friday.

Ebadi said Tuesday during a news conference in Baghdad, said that his government has custody of the huge amount of money entered the country during the Qatari plane to release the abductees.

He added that this 'Qatari money back by the Qatari government, but we need to reach an understanding with the State of Qatar', adding that 'the introduction of money in this form is legally wrong and is considered money and is incorrect washing and there must be an understanding on this subject.'

In response, the foreign minister said the country 'stated in the press conference, Iraqi Prime Minister is very strange'.

He stressed that during the abduction of the Qatari period, which lasted about a year and a half 'did not hesitate Qatari authorities to communicate with the Iraqi authorities and there was no positive progress only in the last month before the release of the abductees'.

He added that 'there was a communication between the Qatari and Iraqi authorities fully and coordinate all the details.'
And the funds that are talked about Abadi, the Qatari minister said , 'We have received a request from the Iraqi authorities in more than one meeting to support the process of freeing the abductees'.

He continued 'the State of Qatar wanted to provide this support to the Iraqi authorities to release the abductees and if the Iraqi authorities were not needed to support these funds will return to Qatar'.

He said , 'We took her reserve in the liberation of the kidnapped process funds and entered formally and clearly and publicly and did not enter smuggling , as has been said , and as stated in the press conference , Iraqi Prime Minister and entered openly in ordinary bags was stamped by diplomatic stamp to spare inspection if we want to hide.'
He also expressed surprise at the statement Abadi , the Iraqi authorities are not aware of the details of the negotiations 'while what was shown between us and the Iraqi authorities in our communication in the last stage of the negotiations were ( the Iraqi side) fully informed of this.'

He continued 'and what we presented to them is to support them to end the editing process, but now has been editing without the use of these funds these country funds and will return to the State of Qatar, according to official procedures that it deems Iraqi authorities appropriate', without the details of those procedures and size Alomwal.dolah their own and get involved in such issues as raised as issues of money laundering or other '.

He stressed that these 'official funds formally entered and will come out officially. "

And that 'money was going to be in the hands of the Iraqi authorities and at their disposal and that Qatar did not deal with beyond the framework of the state armed groups, and that if you use these funds by the Iraqi government to support the militias it an Iraqi affair, not an affair diagonally', without elaborating.

According to reports over the past few months that Iraq's Hezbollah Brigades, a Shiite armed faction with close ties to Iran, was the mediator between the withheld (unidentified) and Qatari negotiators.

The Qataris are part of a group 26 fishing trip in Iraq and kidnapped in December / December 2015, by a convoy of about 100 militants in the desert south of Iraq near the Saudi border.

Half billion Qatari bags seized by Abadi .. Is the summit of Mount snow crisis between the two countries? Was it "a trap" for Doha or Baghdad? It will be the winner in the end? You read different

TAMIM ABADI

Crisis faced by the State of Qatar and the emir young Tamim bin Hamad Al-many and complex second, and includes more than the issue of a political file, but RCI, which is in its crisis worsening with Iraq, and Prime Minister Haider al-Abadi different, and have a special face, and above all this and that are highly dangerous effects may appear in the distant future, or near it.

Qataris, like most of their peers in the Arabian Peninsula (except Yemen) are fond of fish of all kinds, and falcons private, and chasing a bird "bustard" deer in every place where you in all over the world, and suffer hardships, sometimes even risking their lives, in order to satisfy this hobby legitimate, princes or elders were or from the public, and that sums up the last part of their plight is complicated by rapidly with Iraq, and represents the tip of the iceberg perhaps other crises have regional ramifications likes to talk about at the moment at least.

The story begins by feet 24 diagonally, most of them sons of the royal family to continue "their year" annual, go fishing in the state of Iraq a year and a half ago, when a third of its territory out of government control because of the "stretch" the "Islamic state", and destabilize the presence of militias, security armed, noting that most fertile fishing areas, located in the south, intensely, the areas that most of the inhabitants of the Shiite sect.

Qataris have entered the country legally, through visas obtained from the Iraqi Embassy in Doha, which he was legally entry, but what is illegal and humanitarian is being kidnapped by one of the sectarian militias, and claim these militias a huge ransom in exchange for their release.

Most of the mediation and contacts that took place behind the scenes throughout the year and a half last year, failed, or has not achieved little success, that was the case of the four Syrian towns (Virulence and Kefraya and Zabadani and Madaya) besieged by the opposition to the Syrian regime of Islamist groups, it blew up the link between the release process trapped in these towns and the release of the Qatari hostages, we do not want to go into the details of sectarianism because this space is not their place.

The crisis erupted, and appeared on the surface, when Iraqi Prime Minister Mr. Abadi revealed in a press conference last Tuesday found 23 bag was on the back of a Qatari plane arrived at Baghdad airport for the transfer of Qatari hostages to Doha after their release as part of a complex deal that included the provision of ransoms and allow the hostages to leave trapped in the Syrian towns (mentioned above), show that these bags contained $ 500 million in cash, according to Mr. Abadi he said.

Iraqi Prime Minister was frank, and sometimes convincing, when he said he was not in favor of granting Qatari fishermen entry visas to his country because of the seriousness of the security situation, but he did not say how he could not intervene, a prime minister, and in charge of the largest in the state, not to give them these visas required, and stressed that the money was brought by the Qataris will ransom, and considered that the provision of hundreds of millions of dollars to armed groups "is unacceptable."

Mr. Abadi concluded his press conference by saying that his government considers that the entry of these funds, and without consulting with them, is contrary to the laws and legislation, and could lead to support for terrorism or involvement in money laundering operations and this was impounded.

Qatari Foreign Minister Sheikh Mohammed bin Abdul Rahman Al Thani replied to Mr. Abadi said, "The introduction of these funds to Baghdad came to support the Iraqi government and its efforts to release the kidnapped, and that this entry has been officially," he said "these funds and country must return to the Qatari Treasury if Mr. Abadi does not want ", and in a statement to" Al-Jazeera. "

He denied Sheikh Abdul Rahman bin violation of his state of international law, or that these funds will go to armed groups, and said it entered officially.

Iraqi Foreign Ministry responded in an immediate statement on Friday in which she said, "The seizure of country funds that have entered the country illegally, and without the knowledge of the Qatari government is in the direction of arbitration law and the fight against the phenomenon of kidnapping and promotion of financial blackmail, and to prevent any point on the large sums of money from by exposing the lives of Iraqi citizens or nationals of other countries entering Iraq at risk in the future and to stand firmly against this dangerous approach. "

We do not know how it will be resolved this crisis, which will be solved inevitably end up, but some argue that sending half a billion dollars in cash is not familiar traditions between the countries, especially those that deal with sending funds through recognizable channels such as money transfers through banks, with delivery that there remain exceptions?

There is no doubt that the release of the "hostages" a great achievement, whether those of Qatari or Syrians, or any other nationalities, because this great effort to end their suffering is worthy of recognition, but this does not preclude say that the excess of the limit of confidence, and without careful study and appreciation deep position, give the opposite results in most cases.

These national fishing trip will enter history, or the Guinness Book of at least figures, the most expensive trip, the most expensive politically or financially, or both .. and God knows.

Mobilization troops deny news on US$500 million“gift”

Al-Hashed al-Asha’bi militia spokesman Karim al-Nuri

(IraqiNews.com) The Shia-led paramilitary troops has declared refusal to be dragged into conflicts between Saudi Arabia and Qatar, a leader has said.

In a report on Monday, Saudi newspaper Okaz quoted Iraqi anonymous sources as saying that Qatari Foreign Minister, Mohammed bin Abdulrahman Al Thani, who met with Iraqi premier Haider al-Abadi in Baghdad last week, had asked to transfer US$500 million, originally meant as ransom payment for the hunters’ release, as a “gift” to al-Hashd al-Shaabi (Popular Mobilization Units).

Including members of the country’s ruling royal family, the 26 Qataris were abducted by militiamen during a hunting trip in south of Iraq in 2015. They were released in April.

Karim al-Nuri, a leader with PMUs, denied the news saying they lack evidence, rejecting the attempt to involve the troops in regional issues.

Prime Minister Haidar al-Abadi previously disclosed confiscating a huge amounts of money that entered Iraq illegally in possession of a high-profile Qatari delegation which arrived in Iraq to follow up on the release of the kidnapped ones. However, Doha said the money entered with the government’s knowledge.

Meanwhile, Ahmed al-Assadi, PMUs spokesperson, said commented on the news saying that “ the remarks do not deserve comments,” describing them as ‘lies’.

There has been growing rift between each of Qatar and Saudi Arabia regarding relations with Iran. Qatar has slammed a U.S.-Arab summit that took place last week in Riyadh saying it there was an escalation against Iran. Diplomatic tensions later occurred when Saudi Arabia blocked some prominent Qatari media outlets over statements by the Qatari king at which he criticized the summit’s stance against Iran. Denying the statements, Qatar said the media outlets were hacked.

Abadi: We found $ 50 million in the Qatari fishermen bags
[Where - Baghdad]
said Prime Minister Haider al - Abadi, on Wednesday, he "found the amount of US $ 50 million in hunters bags two countries.
According to an informed source told all of Iraq [where] that "the prime minister revealed that he was forming a committee made up of the internal intelligence service and the judiciary and the Central Bank and representatives from the State of Qatar regarding the Qatari money that entered Baghdad airport," he said, adding that "the competent authorities found 50 million dollars in their bags. Something appears lost in translation, as the arithmetic of competent authorities doesn't add up.

Maybe the currency is the reason, or there was 50 million in each bag? (it went from dollars to dinar magically), or folks simply were caught and there needs to be hush money or an embarrassment tax?

In the first story:

(first) "Iraq is holding hundreds of millions of dollars Qatari negotiators had brought to Baghdad as ransom money for the release of kidnapped hunters, the prime minister said Tuesday."

And what it is costing Qatar in 'busted! tax':

(last) According to an informed source told all of Iraq [where] that "the prime minister revealed that he was forming a committee made up of the internal intelligence service and the judiciary and the Central Bank and representatives from the State of Qatar regarding the Qatari money that entered Baghdad airport," he said, adding that "the competent authorities found 50 million dollars in their bags.

100s of millions - Iraq's 'tax' = $50 million

... At least our system has legitimized theft and you can simply do it all on a keyboard. Look no further than the banking scandal of 2007, as one systemic example.

Interesting stuff.
