A legal dilemma facing the political blocs on the background of candidacy 6 of the Commission members

Looking political blocs for a legal way out of the impasse faced by the Committee of Experts charged with choosing a new Office of the Council, after nominate six of the current staff of the Electoral Commission. 
Despite demanding political forces to prevent former members from running, there is no legal justification for their exclusion from the competition circuit, which the Committee of Experts enter a new crisis that would disrupt its work. 
The Committee of Experts reveal the existence of the current approach to the exclusion of the Board of Commissioners of the Department of competition, especially with the United Nations recommendation of non - renewal of the current Council. 
But the blocks are afraid of resorting to the Board of Commissioners judiciary to challenge the decision of deportation, the absence of a legal basis to prevent nominated more than once. 
And it formed a parliamentary committee of experts from 29 members to choose the members of the Electoral Commission in the month of January. The National Alliance won 14 seats, compared to 7 seats in the Sunni component, and 6 seats for the Kurds, and two seats for each of the two components of Turkmen and Christian. It involved the Sadrists, who criticized the formation of the committee, two members within the Shiite quota.

Says MP Ala Talabani, a member of the Committee of Experts and the President of the Patriotic Union of Kurdistan bloc, said that " the Electoral Commission Act does not prevent the re - nomination of any member of the current board of commissioners in the new Commission", referring to the variation in the positions of the political blocs on the Commission survival or not.

Abadi said that " the United Nations representative suggested that , at the last meeting of the parliamentary committee of experts last week, not to adopt the acceptance of nominations of the current members of the Commission and the need to choose new blood in order to avoid problems and differences between the political blocs on the work of the Electoral Commission." 
In turn , says MP Mohammad Nouri Abed Rabbo said , "candidates for the Council of the Electoral Commission arrived in number to nearly 5,000 people," pointing out that " the first screening stage resulted in the adoption of the 1200 who meet the specifications and conditions Kalshhadh and age." 
He said a member of the Committee of Experts, in a statement (range) yesterday, " The second phase consisted in the development of assessments of the certificate of study, position, experience, courses and workshops , " noting that " a bachelor 's degree awarded 10 degrees, master 13 degrees, and doctoral degrees 15 degrees." 
The attention of MP Abed Rabbo to "the existence of two types of certificates, the first so- called terms of reference such as law, accounting Chock, engineering and media, and these granted 7 degrees, the second type is called terms of reference is chock and others such as agriculture, this does not grant any degree." 
The member of the Committee of Experts that " the post of Director of the Department awarded 3 degrees, and assistant general manager to grant 4 degrees, the general manager to grant 5 degrees , " pointing out that "most of the members of the Electoral Commission got full degrees due to positions and certificates of study, experience and workshops." 
He speaks Alabdrih for a forthcoming meeting of the Committee of Experts on Tuesday "to schedule an interview new candidates in order to select nine of them and bring them to the House of Representatives to vote on them." 
In the meantime, high - MP Sheikh Ali detonated a bomb from a heavy caliber when he accused the Committee of Experts "falseness crime" to accept the nomination of six of the current members of the Electoral Commission, after giving them the highest scores among the candidates for new 116.
