Kurdistan Region’s parliament has fired back at Iraqi Vice President Nouri al-Maliki after remarks he made on Israeli support of the region’s planned referendum on independence from Iraq.
 

Following a meeting with U.S. ambassador to Baghdad, Douglas A. Silliman, Maliki said in a statement that the referendum, slated for September 25th has to be “cancelled or postponed for being unconstitutional,” adding that the controversial vote does not serve Iraqis’ or Kurds’ interests.

“We will not allow the establishment of another Israel in northern Iraq,” he said in the statement. He was presumably alluding to Tel Aviv’s open, official support for the anticipated poll.

Reacting to the statements, Kurdish parliament’s deputy speaker Jaafar Imniki said in a statement that Maliki’s remarks “come from a unique dictator who is the source of all atrocities and tragedies that had befallen Iraqis,” as he put it.

 

Israeli premier Benjamin Netanyahu had said his country had a “positive attitude” towards Kurds’ secession plans.

Maliki has been a vocal opponent to the referendum.

Kurdistan Region slated a vote on independence from the central government in Baghdad for September 25th, and has, since then, defied calls from Baghdad to postpone the measure. Baghdad’s government has warned against the move repeatedly, with Prime Minister Haider al-Abadi warning of an army intervention if a “yes” vote results in violence.

Kurdistan gained official autonomous governance based on the 2005 constitution, but is still considered a part of Iraq. The region was created in 1970 based on an agreement with the Iraqi government, ending years of conflicts.

Earlier this month, the Iraqi parliament voted against Kurdish secession plans.

Hardline conservative Chairman of Assembly of Experts Ayatollah Ahmad Jannati asserted that Kurdistan’s bid for independence from Iraq is an attempt to “disintegrate” and “create another Israel” in the region, speaking at a session of the Assembly of Experts of Leadership in Tehran, Tuesday.

Jannati stressed that “today’s important issue about Kurdistan is the climate that they want to disintegrate there and create another Israel in this region.” He went on to call on the Assembly of Experts to “strongly stand up against them because this situation is the demand of the US, Saudi Arabia and Israel,” which he said “are trying to weaken the region.”

Commenting on the 2015 Iran nuclear deal, Jannati noted that it was “a poisonous arrow, shot amid the hypocritically friendly smiles of the enemy.”

 

Iran’s Assembly of Experts (the Assembly of Experts of the Leadership/the Council of Experts) is a high-ranking body, which elects the Supreme Leader of Iran and supervises his activities. The Assembly of Experts consists of 88 members who are directly elected by the public for an eight-year period.

In a statement to the Sputnik correspondent in Iraq on Wednesday (September 20th), the MP of the Kurdistan Alliance, Abdul Qadir Mohammad, revealed the implicit approval of the Kurdistan Region for an alternative proposal for the referendum submitted by the major powers.

Mohammed said: "Officially did not announce the Kurdistan region of Iraq's approval of the proposal of the major powers, but implicitly yes, there is agreement, and I imagine that according to the statements of the parties responsible."

Mohamed told us about the substance of the international proposal and whether the Territory's consent to postpone or cancel the referendum indicated that the parties would reach agreements.

 

Mohammed hinted that a delegation from the Kurdistan region was scheduled to visit the Iraqi capital Baghdad, today, but so far did not arrive, likely to be a change in the date.

The President of the Kurdistan region of Iraq, Massoud Barzani, on Tuesday, September 19, the region recognizes new proposals, alternative to the referendum, different from the previous ones.

"If there is no real alternative, it is impossible to postpone the referendum," Barzani said at a mass rally in Soran, Kurdistan, quoted by the Kurdish NRT channel.

On Monday (September 18th), the Iraqi Federal Court ordered the suspension of the referendum procedures in Kurdistan pending the resolution of the unconstitutional cases.

It is worth mentioning that the Iraqi Council of Representatives voted on Tuesday, September 12, to reject the referendum in the Kurdistan region, and committed Prime Minister Haider Abadi to take all measures that preserve the unity of Iraq.

The coalition of state law, on Wednesday rejected the initiative presented by the representative of the Secretary-General of the United Nations in Iraq, Jan Covic, put forward by the President of the Republic on the referendum, saying it implicitly contained paragraphs unconstitutional.

"We have seen the initiative of the representative of the UN Secretary-General in Iraq on the subject of the referendum to be held in the Kurdistan region," said Nuri al-Maliki, head of the coalition, in a statement received by Mawazine News.

Maliki said that "the initiative implicitly contained paragraphs unconstitutional, so we reject the initiative presented by Jan Covic, the representative of the Secretary-General of the United Nations in Iraq and put forward by the President of the Republic, because they set the time for the success of negotiations, which is a prerequisite for dialogue, which we reject at all" .

"We reject the holding of the referendum in Kurdistan and in the disputed areas, and we reject its results and the consequences thereof, as a subject that is contrary to the articles of the Constitution in a blatant manner. Finally, there is an overwhelming need to play fair with the Kurds by getting the HCL done. Maliki will be crying into his stolen billions and confused that Iran is supporting the deal, too, as he appears to be in favor of oppressing the Kurds. Maybe, Maliki should foot Barzani's bills, before he is tried for treason over Mosul's desertion?

Abadi said that the Kurdistan Regional Government has inflicted itself in a dilemma when it decided to referendum and unilateral separation and impose a fait accompli on Iraq and regional countries and the international community, stressing the readiness of the Center for the start of negotiations within the framework of the Constitution with the Kurdistan region and Abadi said that there is no objection to discuss the option of confederation with the Kurds, Explaining that this requires amendment to the Constitution and the approval of the Council of Representatives and the Iraqi people on the amendment.
Abadi said that he would not use any military action against the Kurds except in case of insulting the Arab component in the disputed areas. He said that he told Nizhervan Barzani that the Peshmerga occupation of Kirkuk oil fields would not last forever and that Iraq has the right to recover these fields to ensure the rights of the citizens of the region in wealth Iraq.

 

Abbadi said he rejected the initiative of President Fuad Masoum because it had set the condition of returning to the referendum in the event of failure, stressing his categorical rejection of the referendum.
