The President of the Kurdistan Region Massoud Barzani that the alternatives put forward to postpone the referendum does not include guarantees of negotiations on the "independence" of Kurdistan, while stressing the refusal to negotiate with Baghdad without the existence of international guarantees, stipulated Baghdad's readiness to negotiate on the independence of Kurdistan before taking a decision to postpone the referendum . In a statement to the head of the Kurdistan Region, Barzani said that Barzani met with British Minister of Defense Michael Fallen and his accompanying delegation, including British Ambassador to Iraq Frank Becker and a number of British diplomats and military advisers. Cosert Messenger Ali. The British minister valued the historical relations between Britain and the Kurdish people and stressed the continuation and development of these relations, referring to the training of Peshmerga forces and the continuation of military cooperation between the two sides.

Fallen also noted that his country is demanding the postponement of the referendum and in return to start a round of negotiations and dialogue between Erbil and Baghdad and be an open agenda under the supervision of the international community.

For his part, Barzani presented a "disaster" that affected the people of Kurdistan in Iraq and stressed that on June 7 witnessed the majority of the Kurdish political parties to set a referendum for the independence of the Kurdistan Region, but the decision of the referendum was not issued that day, but was reported to Baghdad repeatedly Over the past years if it violated the constitution and the abolition of partnership and balance. He stressed that the leadership of Kurdistan is always back to the opinion of the people of Kurdistan.

Barzani said that Kurdistan has tried all kinds of relations with Iraq from decentralization of self-government until it reached the federal and failed all, pointing out that there is left to Kurdistan, but independence and wants to live as good neighbors with Iraq and link the best relations. He added that the referendum is a mechanism of reaching independence, such as dialogue and negotiation of the mechanism of independence, adding that the alternatives offered so far do not carry guarantees for dialogue for independence and does not include the readiness of Baghdad to start a dialogue for the independence of Kurdistan.

 Baghdad / Range

International and regional parties continued their efforts to mediate between the federal government in Baghdad and the Kurdistan Regional Government to come out with a satisfactory formula for both sides in relation to the referendum of the region to be held later this month. Al-Mada learned from senior Kurdish sources that the US State Department has renewed its initiative to lead the region to postpone the referendum in return for sponsoring constructive negotiations between Baghdad and Erbil in two to three years. If the parties do not reach an agreement within the proposed period. The senior sources, who spoke to Al-Mada, preferring not to reveal their identity, said that the Kurdistan Regional Command received the offer and assured the American side of its openness to any initiatives for dialogue and responsible understanding with the federal government.

The sources added that the leadership of the region called for clear and explicit guarantees to avoid the experience of repudiation of agreements adopted by previous governments. The sources confirmed that the coming days will witness the answer to the new US offer. This is the second time that the United States has led the Kurdistan region initiative to reach a solution to the referendum, which is opposed by the federal government. Brett McGurk, the envoy of the US president and his representative in the international coalition against Daqash, was presented to the President of the Kurdistan region Massoud Barzani with the offer. Barzani had received at his residence in the resort of Salah al-Din last Thursday, a joint delegation from the States of the International Coalition, composed of the Special Representative of the President of the United States of America in the alliance against the war against terrorists, and the Special Representative of the Secretary-General of the United Nations in Iraq Jan Kubic, The United States in Iraq, Duclos Soliman and the British Ambassador to Iraq

Frank Baker. On Saturday, he revealed some details of the initiative presented to the president of the region. According to a leaked version of the document, obtained by AFP, the proposal calls for the immediate start of the Iraqi government and the government of the "organized negotiations, intensive, intensive ... without preconditions and an open agenda on ways to solve all the problems, Which will determine future relations and cooperation between Baghdad and Erbil. " "There is an offer, if the Kurds agree to this alternative, negotiations will be held," Kubayish said, adding that he expected a response from Barzani in "two or three days." The two sides should conclude their negotiations within two to three years and can request "the United Nations, on behalf of the international community, to offer its good offices both in the negotiation process and in the development of results and conclusions." In contrast, according to the offer, "

The document states that "the Security Council shall continue to follow up the implementation of this Agreement through regular reports of the Secretary-General of the United Nations."
UN Secretary-General Antonio Guterres said on Sunday that a referendum planned by the Kurdistan region would "distract attention from the need to defeat an oppressive organization and rebuild
liberated areas ." "The Secretary-General respects the sovereignty, integrity and territorial integrity of Iraq and sees the need to resolve all outstanding issues between the federal government and the Kurdistan Regional Government through a structured dialogue and a constructive settlement," said Stephane Dujarric, spokesman for the UN. "The Secretary-General calls on all leaders in Iraq to address this issue patiently and with restraint." The British Defense Minister Michael Fallon said he would go to the Kurdistan region in an attempt to persuade his boss Massoud Barzani to abandon the referendum.

"We will be in Erbil to tell Barzani that we do not support the referendum of the Kurds, we are committed to the safety of Iraq and to work with the United Nations to search for alternatives to the referendum," Fallon told a news conference in Baghdad yesterday. The United Nations earlier submitted a proposal to the President of the Kurdistan region to withdraw from the draft referendum organization in exchange for helping to reach a comprehensive agreement on the future relations between Baghdad and Erbil in a maximum of three years. The French Foreign Minister Jean-Yves Laudrian said Monday that the referendum in the Kurdistan region "will be an initiative is not appropriate," calling for dialogue between Baghdad and the Kurdistan region.

"The Iraqi constitution includes very important elements of self-government, which must be respected, secured and secured in the framework of a dialogue between Baghdad and Kurdistan, and it seems to us that any other initiative would be inappropriate," the French minister said ahead of the UN General Assembly's annual session in New York. "We are in Iraq to prepare for a post-Saddam era. For us, the post-Saddam regime is supposedly inclusive and respects the Iraqi constitution, its federal dimension, the groups it forms, and the territorial integrity of Iraq," he said. The Federal Supreme Court, yesterday, the suspension of the Kurdistan region, scheduled for 25 of this month. The court's decision came in response to a request by the General Secretariat of the Council of Ministers to consider the legality of holding the referendum.

The government letter, which bore the date of the 14th of this September, included the statement of opinion on the extent to which the province or any irregular province of the territory may organize a referendum that includes the opinion of the citizens of the aforementioned parties in independence from the Republic of Iraq in the light of the provisions of the existing Constitution of Iraq For the year 2005 ". The Federal Court, in a brief statement, obtained a copy of it yesterday, "after the deliberation and to provide the formal requirements in the legal applications, issued a mandate to suspend the proceedings of the referendum scheduled for 25 September until the resolution of the cases established unconstitutional decision.

The Information Office of Prime Minister Haider Abadi, the request to the Federal Court. A statement issued by the Prime Minister's Office said that "he applied to the Federal Court on the unconstitutionality of the secession of any territory or province of Iraq, as well as the issuance of a mandate to stop the proceedings of the referendum secession of the Kurdistan region, and accordingly the Federal Court approved the request."

Kirkuk governor speaks to CNN in July: Time is right for Kurds' vote 05:25

(CNN)Iraq's Supreme Court on Monday ordered the suspension of a September 25 referendum on Kurdish independence, but a Kurdish official said the vote will go on as planned.

The court's move came in response to at least two lawsuits challenging the planned vote. One was filed by Iraqi Prime Minister Haider al-Abadi.
Iraqi Prime Minister Haidar al-Abadi visits Mosul in July 2017.

Iraqi Prime Minister Haidar al-Abadi visits Mosul in July 2017.
Another was filed by four members of Iraq's Parliament -- who called for the suspension of the referendum and the designation of the poll as unconstitutional, according to court documents.
But Abdullah Warty, a member of the referendum committee, told CNN that the vote will go on as scheduled despite the court's order. The referendum has been criticized by the United Nations, and US, British and Turkish diplomats.
UN Secretary-General Antonio Guterres said any referendum would take away from the battle against ISIS, and that the issue should be resolved through "structured dialogue and constructive compromise."
"The Secretary-General believes that any unilateral decision to hold a referendum at this time would detract from the need to defeat ISIL, as well as the much-needed reconstruction of the regained territories and the facilitation of a safe, voluntary and dignified return of the more than 3 million refugees and internally displaced people," Guterres said in a statement.
British Defense Secretary Michael Fallon echoed his remarks.
"That is our message to President Barzani, (of Iraqi Kurdistan) this referendum is a mistake, and could detract from the essential campaign of defeating Daesh (ISIS)," Fallon said Monday.
Meanwhile Turkey fears the vote could stoke separatist aspirations among its own sizable Kurdish minority.

White House: Vote 'distracting'

On Friday, the White House called on the Kurdish Regional Government to call off the referendum, saying it was "distracting from efforts to defeat ISIS."
The Kurdish government administers Iraqi Kurdistan, the semi-autonomous Kurdish region in northern Iraq.
Kurdish fighters in northern Iraq, known as Peshmerga, and in northern Syria, known as the People's Protection Units or YPG, have proven effective fighting forces on the ground against ISIS.
Numbering about 30 million, Kurds make up a sizable minority in a number of Middle Eastern nations, comprising about 10% of the population in Syria, 19% in Turkey, 15-20% in Iraq, and nearly 10% in Iran. They have never had a nation state of their own, resulting in Kurdish nationalist movements across the region.

Kirkuk governor: Dreams sometimes become reality

Najmaldin Karim, the governor of Kirkuk province, in a July interview with CNN's Fred Pleitgen, said the Peshmerga forces were the "first to stand up to the aggression of ISIS."
"So I believe for the people of Kurdistan to express their opinion as far as independence is a legitimate right and the history that the Kurds have been through with successive Iraqi governments is a proof that the current arrangements are not working."
He said Kurds had been subjected to discrimination for decades, and that the time was ripe for a referendum and then a serious discussion with the Iraqi government on a peaceful separation.
"Everybody has the right to dream, of course," he said. "Dream sometimes becomes reality."

According to a written statement to the Prime Minister's Office, Abadi met the ambassadors of France and Turkey to Baghdad, Brno Hoter and Fattah Yildiz. The two ambassadors affirmed the position of their two countries rejecting the referendum in the Kurdistan region and supporting the position of the Iraqi government and the territorial integrity of Iraq.

He added that "rejecters of the referendum in the provinces of the region are afraid to come out and express their views in the street for fear of the suppression of security institutions, adding that there is no freedom of expression and peaceful demonstration in light of this deteriorating situation.

Sovereignty and unity of Iraq
At the international level, UN Secretary-General Antonio Guterich said the referendum planned by the Kurdistan region "will divert attention from the need to defeat" calls for the reconstruction of liberated areas.
"The Secretary-General respects the sovereignty, integrity and unity of his territory and sees the need to resolve all outstanding issues between the federal government and the KRG through an organized dialogue and a constructive settlement," UN spokesman Stephane Dujarric said in a statement.
"The Secretary-General calls on all leaders in Iraq to address this issue patiently and with restraint."

"
Al-Saadi said that "Barzani claims that there is injustice to the Kurds from the federal government and there are violations and transgressions on the Constitution, and at the same time, the federal government believes in reality and not hidden to everyone that the violation of the Constitution is Barzani, who exceeded his partners in the political process, Outside the law and fled and drove out the head of the province of parliament and fought his partners. "
While MP Abbas al-Bayati stressed the need to resort to the Constitution in solving the problems, and called, in an interview for the "morning", the Kurds to reconsider their positions and calculations and to engage in constructive dialogue with the federal government in "insistence on the referendum means to go to the unknown."
Al-Bayati added that "the collection of signatures to remove the Kirkuk Provincial Council and the declaration of an emergency government in which the personal views of the parliament can not dismiss the existing Council as the situation can not tolerate further escalation steps," noting that "talk about the declaration of martial law or the appointment of a military governor in Kirkuk unfounded And does not have legal support. "
"The Kurds are discussing international and regional initiatives and mediation and can not ignore them because there are great countries that helped and supported the establishment of the Kurdish entity since 1991 and it is in the interest of the Kurds to listen to and respond to them," al-Bayati said.

(Israel) and the dream of the Kurdish state

Author: Hamza Mustafa

19/09/2017 0:00

This is the half century in which Barzani's political experience matured as well as the struggle was and is still largely a century of Arab-Islamic conflict with Israel. True, there are relations with Israel with some Arab countries, and there is a connection between the Israelis and the Palestinians, but this is something and I want to say something else. Relations between States are often imposed by certain contexts, many of which may be imposed by the fait accompli. But more importantly, these relations come within the context of a certain historical and is not a jump on all wills and conflicts and the problems and problems that can result.
To get closer to what we want to say, Israel's stand alone with the right of the Kurds to establish their own state with the rejection of the whole world is surprising. To ask first: Does the whole world reject the Kurdish dream except Israel, of course? If the answer is yes, this is in itself a disaster. It can simply be said that this right is illegal. But the issue is not here. We must distinguish between the right or dream Kurdish or Arab or Turkish or Persian or Indian in the establishment of a state, and separation from the country of its constitution does not allow it.
This equation is understood by the whole world, who agreed to reject the referendum because it is not an expression of a legitimate dream insofar as it is a separation attempt that is not legitimate. The only party that did not understand this equation or rather does not want to understand it is Israel. what does that mean? Means that Israel has its own goals that have nothing to do with the Kurdish dream. Because we are all with this dream. Did not the Kurdish brothers say that the Sykes-Picot agreement was wrong by dividing them among four countries. Yes this is not bad. But when historical, political and geographical conditions mature, so that this right or dream can be achieved through a Kurdish state within the map of Greater Kurdistan, which includes about 50 million Kurds, then no one can confiscate this right. However, resorting to a referendum that is not approved by the constitution under the pretext of a national right that is not supported by Israel only involves real risks to the Kurds before others.
Their disobedience.

The arch-rivals of the United States and Iran have agreed for the first time against a referendum in Kurdistan, the British newspaper The Times reported on Tuesday.

The paper published an analysis of Richard Spencer entitled "Enemies challenging a separatist movement", that "the plan of Iraqi Kurdistan to hold a referendum on independence led to the union of bitter rivals, the United States and Iran."

Spencer said, "The United States and Iran are fully opposed, and the envoys of the two countries are trying independently to walk all the doors in Iraqi Kurdistan, to please officials there to postpone the referendum at least."

The newspaper pointed out that "the irony is that both sides oppose the referendum because he thinks it will be in the interest of the other party."

Spencer said that "for Washington, the referendum will increase the destabilization of Iraq, which invested a lot of time, Washington extracted itself from the Iraqi quagmire and established the rules of an Iraqi state can continue, but this threatens the rise of a populist three years ago, and now threatened by the referendum planned on The independence of Iraqi Kurdistan, and for Iran, the Kurds allies have proved to be unreliable. "

He explained that "during the Iran-Iraq war, Iran supported the Kurds against their common enemy, which led to the chemical attack launched by former Iraqi President Saddam Hussein on Halabja in 1988, but after the Kurdish autonomy, became the closest allies of Washington and London in the region, rather From the alliance with Tehran. The Independent High Elections and Referendum Commission (IHERC) has removed the Food Ration Card from the required list for diaspora Kurdistanis seeking to vote in Kurdistan's upcoming referendum on independence......Maybe this means something. Maybe not but it seems they had to turn in ration cards in order to be able to vote. No more subsidizing of food ? Could that be an IMF requirement in some situations???
