The Kurdistan Region has no control over monitoring policies, and independence will bring many economic and financial tools to the Region, said a Kurdish official on Friday.

The Washington Times, in partnership with Kurdistan 24, hosted a conference in Washington DC on Friday titled “The Kurdistan Region: Strategic US Ally in a Tough Neighborhood.”

The event explored and discussed the most important issues related to the upcoming referendum on Kurdish independence scheduled for Sep. 25.

In one of the panels titled “Economic Opportunities and Development,” the Kurdistan Regional Government (KRG) Representative to the US Bayan Sami Abdul Rahman discussed the economic development issues facing Kurdistan.

She mentioned Kurdistan enjoyed a golden decade between 2003 and 2014.

“Our economy and society flourished. Kurdistan opened to the world after decades under the dictatorship [in Iraq],” she stated.

Rahman said accomplishments in the oil, gas, and infrastructure sectors of that decade “should be recognized.”

The Kurdish official explained that after 2014 the Kurdistan Region faced challenges including the Islamic State (IS) war, its federal budget cut from Baghdad, international drop in oil prices, and the flow of 1.8 million displaced people and refugees

She reminded of the UN Humanitarian Coordinator for Iraq Lise Grande’s statement that 80 percent of the humanitarian aid to the displaced people and refugees in Kurdistan fell on the shoulders of the KRG while the remainder was fulfilled by local and international humanitarian organizations.

Rahman highlighted some of the reform measures taken by the KRG to tackle the economic crisis in the region, including the biometric registration of public employees to eliminate duplicate pensions and ghost workers and the privatization of some sectors for better services.

The Kurdish representative said the people of the Kurdistan Region have been under pressure in a hostile Middle East where such reforms are unpopular.

The KRG is implementing improvements in the government structure with the help of the World Bank to diversify the economy of the region and boost the private sector, she said.

“We are very grateful that we have oil,” Rahman said. “Oil has been a curse that has been used against us and other people of Iraq [in the past].”

“For the first time, the oil of the Kurdistan Region has been used to feed the people of Kurdistan,” she continued. “That’s an achievement.”

Rahman added it was important to recognize the KRG does not want to be a rentier state which solely relies on oil revenue.

“We want to diversify our economy when we are independent,” she declared. “Independence will bring a lot of economic and financial tools to us.”

“Now, the monitoring policies are in the hands of Baghdad. Kurdistan has no control over the monitoring policies. We don’t have our Central Bank to carry out quantitative easy,” Rahman continued.

“We don’t have a central bank with billions of dollars of reserves as Baghdad does. Baghdad can draw down on those reserves; we get none of that. When we are independent, we can use these financial tools,” she added.

The Kurdish representative noted the KRG could borrow from international markets, issue bonds, and attract investors more easily when Kurdistan becomes an independent state.

“Right now, there is a political risk to invest in Kurdistan, but I would argue that political risk is anywhere in the Middle East. The difference is Kurdistan has a bright future,” Rahman concluded.

ERBIL— Kurdistan Region Presidency on Wednesday refuted a report which alleged Kurdistan President Masoud Barzani has sent a threatening letter to the Iraqi Prime Minister Haidar al-Abadi.

 The statement was issued to refute the report by the Saudi Arabian Okaz paper which alleged Barzani sent the letter to both Abadi and Iraqi President Fuad Masum.

According to the report, Barzani had warned both senior Iraqi officials that they will be held responsible for any bloodshed in case Baghdad resorted to military options to prevent Kurdistan independence referendum (due on September 25 this year.)

"Hereby we inform everyone that this report is completely unsubstantiated," the statement reads, "The relation between President Masoud Barzani and Iraqi PM is very good and friendly."

The statement added the efforts have always been and will always be directed at solving the issues through dialogue, understanding and negotiations.  

After the announcement of plans to hold the independence referendum, the authorities in Baghdad have repeatedly demanded Kurdistan to respect the territorial integrity of Iraq.

Former Iraqi PM Nouri al-Maliki who is currently Iraqi Vice President went that far to say that Baghdad will prevent the referendum by force.

Kurdistan authorities have not kneeled to Baghdad pressures, insisting that the vote should take place on time.

Yet, a negotiating delegation will be set up soon to visit Baghdad to set the stage before the polls are held in the Kurdistan Region and the disputed areas between the Kurdish and the Iraqi governments.

The US embassy in Baghdad has sent a secret message to the Kurdistan Regional Government (KRG) demanding Erbil to postpone the referendum, Al-Mayadeen reported on Sunday.

The channel, quoting sources, said that "the US Embassy in Baghdad has written to Erbil a confidential letter requesting the postponement of the referendum on independence."

"Irbil did not mind postponing the referendum and is waiting for a formal American request, in the same sense as the secret message," the sources said.

A senior Kurdish delegation heads this week to Baghdad to discuss the referendum file, according to Kifah Sinjari, the media advisor to the president of the Kurdistan region. He explained to Sawa Radio that the regional president Massoud Barzani will be at the head of this delegation.

SULAIMANI — The Kurdistan Region’s High Referendum Council members came to an agreement on Monday (August 7) to form a delegation of Kurdish officials to seek a compromise between Erbil and Baghdad.

The referendum council issued a statement on Monday, saying the council members held talks over internal, regional and international reactions towards Kurdistan’s independence referendum, during a meeting headed by Masoud Barzani.

“It was decided to form a delegation of reconciliation with Baghdad and there was an agreement on the agenda and work of the delegation to go into effect,” the statement read.

Earlier on July 30, the newly-established council directed Kurdish political parties to work toward breaking the stalemate in parliament within the next two weeks as part of the council’s preparations ahead of the planned independence referendum.

The region’s parliament has been in recess since Speaker Yousif Mohammed, a member of the Change Movement (Gorran), was blocked from entering the Kurdistan Region’s capital city Erbil in October 2015.

The Kurdistan Parliament needs to be reactivated and toe operate to resolve issues and support the referendum, according to the council’s statement.

Following a meeting in July, the council said there is a need for a Kurdish delegation to visit Baghdad before August 10 to discuss the referendum set to be held on Sept. 25.

The council’s representatives, following a meeting on July 8, agreed to form a delegation of party officials to visit Baghdad, neighboring countries and countries in Europe for talks over the referendum.

The expected referendum planned to be held this year was announced on June 7 during a meeting between the region’s political parties, not including Gorran and the KIG.

Kurds say the expected "yes" outcome would strengthen their hand in talks on self-determination with Baghdad, and would not automatically mean declaring independence.
