Baghdad News -

The London-based Al-Arab newspaper published a report entitled "Civil War in Iraq in the Papers of Tehran and Ankara to Prevent the Establishment of a Kurdish State", in which it hinted at the possibility of a scenario for war in a solution that Ankara and Tehran see as a possible option to stop the independence of the Kurdistan region. The newspaper said.

The newspaper said that "with the presence of Iraqi parties and factions are ready to implement all scenarios to serve the agenda of Iran and protect its interests, the scenario of armed clash with the Kurds of the country as the last solution to prevent them in the continuation of the project to establish an independent state for them, is still possible, which was waved by Ankara, which meets with Tehran In the position of the Kurdish state '.

Observers said the independent Kurdish state, if measured, would result directly from the policies of Turkey and Iran in the region.

She added that it is' Turkey, under the leadership of the Justice and Development Party (AKP) and its leader Recep Tayyip Erdoğan, has been negatively involved in the Syrian file and supported radical Islamist movements that have derailed the Syrian revolution and plunged it into bloody violence that has never crossed the border into Iraq. This has directly contributed to the emergence of the Kurds as an effective political and military force. In dealing with a supportive organization and giving them the opportunity to demand an independent state. '

Iraqis fear that 'their open country is using external influences, which are preparing to emerge from a tense war era against a sympathetic organization, a field to settle Iranian-Turkish calculations against the Kurds and a theater to suppress Kurdish independence.'

The newspaper said that 'the leader of the Badr Organization Hadi al-Amiri stressed after receiving a delegation from the Kurdistan region for talks with Baghdad on the referendum, on the' The importance of the unity of Iraq and focus on national cohesion and exclusion of war options between the regions of the country, in addition to making the principle of dialogue is the basis for solving problems.

"There are problems that have not been solved by the center (Baghdad) and the option of secession still exists," the delegation said in a statement.

Turkish Foreign Minister Mouloud Gawishoglu warned Wednesday that a referendum on the independence of Iraq's Kurdistan region scheduled for Sept. 25 could lead to civil war.

He said in response to a question during an interview with the Turkish channel 'TRT' that the referendum in Iraq 'will only aggravate the situation' in this country, which is facing many problems, adding that "this could lead to civil war."

Ankara has long considered the draft referendum a mistake and poses a threat to the territorial integrity of Iraq.

Despite good relations with Iraqi Kurdish leader Massoud Barzani, Turkey itself has been plagued by a conflict with Kurdish separatists that has killed more than 40,000 people since 1984 and is strongly opposed to a Kurdish state on its border.

"After being involved for years in supporting militants on Syrian territory with money, arms and fighters coming from Turkish territory from different parts of the world, the summer of 2016 forced a large-scale military campaign against these militants themselves in northern Syria to prevent the Syrian Kurds from connecting Between the areas they were extracting from the organization is calling and control it '.

ERBIL, Kurdistan Region — The United Nations Assistance Mission to Iraq (UNAMI) stated that Iranian state news misrepresented remarks made by the Special Representative of the United Nations General (SRSG) for Iraq regarding the UN’s stance towards the Kurdistan Region’s independence referendum.

IRNA reported on Wednesday that SRSG Jan Kubis had said the referendum is not legal in an exclusive interview.

“Referendum for statehood in Iraqi Kurdistan region is not legal and has not been included in the Iraq constitution,” IRNA had quoted Kubis as saying.

A Kurdistani independence referendum delegation has been meeting with top Iraqi and foreign officials in Baghdad this week.

UNAMI called the IRNA quote a “misrepresentation” and released the “almost verbatim” responses, as they recorded it.

“First of all, the message from the Security Council and the leadership of the Secretariat is to both Baghdad central government and the government of the Kurdistan Region of Iraq to talk, to negotiate, and to find a solution or solutions that would address all the issues that they have of the agenda through negotiations, including how to deal with the issue of the referendum,” UNAMI stated Kubis had said.

The United Nations has urged dialogue between Erbil and Baghdad to resolve outstanding issues.

“We always say, because that is the way how we operate on any questions, that the point of departure must be to respect fully the Constitution of the country and the laws of country,” the UNAMI statement reported Kubis as saying.

The Kurdistan Region has announced plans to hold a referendum on independence on September 25 and is visiting the Iraqi capital to take meetings.

The delegation visited Baghdad on Monday, and plans to stay there until next Monday. They have met with Iraqi and foreign officials in the Iraqi capital, including with members of the Alliance separately.

Iraqi PM Haider al-Abadi, VP Nouri al-Maliki, and Iraq’s parliament speaker, among others, said that any step taken by the Kurdistan Region, including the referendum, should have constitutional backing

Today a source told Rudaw that there is “a small chance” that the Kurdistan Region would agree to postpone the referendum until after the Iraqi elections if Baghdad gives guarantees to give the go ahead for the referendum at a later date.

The guarantee should come “in writing” and be observed by the United Nations and the United States, the source explained.

The delegation is expected to meet once again this weekend with Maliki’s National Alliance and resume negotiations.

Each side is preparing their stances between now and the meeting later this week, the source said, adding that Baghdad should also agree to implement a number of articles of the Iraqi constitution that the Kurdistan Region say have been violated by Baghdad, chief among them Article 140, and the budget cut.

According to the source, Sistani's office welcomed the delegation, led by Rose Nuri Shaways, leader of the Kurdistan Democratic Party and a member of the referendum council in Kurdistan, but told the delegation members, "Your arrival to the holy city of Najaf is welcome, but the issue of the referendum is not negotiable."

The Office of the Supreme Reference that "such an issue falls on the federal government, and no income of Mr. Sistani in it."

The delegation of the Kurdistan region on the referendum to Najaf after a visit to Baghdad, during which he met with the Prime Minister and political leaders.

Prime Minister Haider al-Abadi discussed with the Kurdish political delegation the activation of the appropriate mechanisms to solve the outstanding problems between Baghdad and Erbil.

The media office of the slaves in a statement received / Mawazin News / a copy, that "the Prime Minister Haider Abadi met the Kurdish political delegation, which was presented to Baghdad."

The office added that "the meeting witnessed the appreciation of the joint efforts between the federal government and the region in the battle to liberate Mosul and the importance of completing the liberation of all Iraqi territory from the gangs of terror."

The coalition of state law announced that it welcomes any convergence of views between the federal government and the Kurdistan Regional Government, stressing that the articles of the Constitution must govern the movement of all political actors in reference to the referendum, which is planned to hold the Kurdistan region on July 25 next.

"The coalition of state law welcomes any convergence of views between the federal government and the Kurdistan Regional Government, in order to develop radical and constitutional solutions to all outstanding problems between them," the coalition said in a statement received by Mawazine News on the outstanding problems between the center and the two regions.

The coalition of state law, led by Nuri al-Maliki, Vice President of the Republic of the delegations participating in the negotiations that "the Iraqi constitution sets a solid foundation for building a national rapprochement that makes Iraq's interest above all considerations."

He added that "the circumstances that Iraq is going through call for all the people of the same nation to make positive dialogue a starting point to give everyone his right away from the policy of my arms or to delete the opinion of the other."

The coalition said according to the statement, "The articles of the Constitution must govern the movement of all political actors, away from selectivity and de facto policies," in reference to the region to go by referendum and what may follow.

He expressed the hope of all partners of different affiliations and orientations that "put the interest of the homeland and the citizen in their eyes."

He also called on them to "have a common interest in providing the requirements for a decent life, preserving wealth and building strong relations between all nationalities."

A member of the Supreme Council for the referendum in the Kurdistan region Hoshyar Zebari stressed that any attempt to postpone the vote on independence means the end of the Kurdish project.

The Kurdistan region insists on holding the referendum on schedule on the 25th of next month, despite calls for Washington and other capitals to postpone it.

"There is no better than this time to conduct the referendum," Zebari said at a seminar organized at the University of Salahaddin in Arbil.

Iraqi officials say the constitution does not grant any national group the right to self-determination, but the Kurds have repeatedly said the Iraqi government has never complied with constitutional provisions.

Zebari says the Iraqi constitution does not oppose holding the referendum.

Washington believes that the time is "not right" to hold the referendum.

"Our answer to those who say that the time is not right is that we will not postpone it because if we did so we have no credibility to our masses and how they will trust us later," Zebari said.

Zebari warned that any attempt to postpone the referendum means his father, "If we missed this opportunity and did not conduct the referendum, it is likely not to be repeated again."

Zebari, who held two ministerial posts in Baghdad for nearly a decade, said he was confident the referendum would succeed and the population would vote for independence.

Despite the Iraqi reservations, there seems to be no indication on the part of the Kurds to stop their internal and external movements in connection with discussions on forming a long-awaited state.

Iraqi Prime Minister Haidar al-Abadi said at a previous news conference that the referendum on independence was "unconstitutional" and Baghdad "will not deal with him."

The delegation of the Supreme Council for the referendum of Kurdistan, began its first official meeting in Baghdad with Iraqi Prime Minister Haider Abadi.

The delegation said that "the delegation of the Supreme Council for the referendum of Kurdistan held a meeting, Monday evening, with Iraqi Prime Minister Haider Abadi."

The newspaper "The Arabs of London" on Saturday, a report revealed Washington resort to the paper cut off its assistance to the Kurdistan region to pressure the region and pushed him to retreat from the referendum, while pointing to the risks that may result from the US option in the event of taking effect.

The newspaper said, quoting unnamed Kurdish sources, that "the President of the Kurdistan region of Iraq, Massoud Barzani is moving to postpone the referendum without the guarantees he was asking the United States."

"The United States is moving towards suspending its financial and military assistance to the Peshmerga against the backdrop of the upcoming referendum on the independence of the Kurdistan region," a senior Pentagon official said.

The official added that "the last financial payment of aid will be delivered to the region during August," pointing out that "the ball is now in the stadium of the leaders of the region who have to decide what to do."

Kurdish forces rely on US aid to support their deployment along the borders of the Kurdistan region with neighboring Arab regions, most of which witness strong activity for a sympathetic organization.

According to military sources in Baghdad, the cutting of US supplies for the Peshmerga will endanger the security of the Kurdistan region, especially that the organization Daadish still has a large force in the province of Kirkuk, adjacent to Arbil, the capital of the Kurdish region.

US military aid has been used to promote the deployment of Peshmerga forces in areas under the control of the Iraqi army, before sweeping into an organization calling for large parts of northern Iraq.

Political sources in Baghdad suggested that the survival of the Peshmerga in the wealthy Kirkuk, which was seized after the withdrawal of Iraqi troops from them in 2014, depends on US supplies to Kurdish forces.

"The Kurdish region has acquired the oil produced by Kirkuk, and issued it for him, but the leadership of the Peshmerga ruled out that the United States to cut off military aid from them."

"There is no indication that the United States is going to cut its aid to the Peshmerga forces and we will rule out that," said Jabbar Yawar, a senior security official in Iraqi Kurdistan. "The US administration continues to support the Peshmerga with weapons, experts and trainers and help the Kurdish military leaders in their fight against terrorism "He said.

The US Defense Department said on Thursday that it had handed over to the Kurdish Peshmerga forces since the start of operations against the organization in 2014 and hundreds of millions of dollars, as well as providing military support, ammunition and equipment, with the approval of the Baghdad government.

Jabbar Yawar: There is no sign of cutting off US aid to Peshmerga forces

"In June 2016, the Pentagon signed a memorandum of understanding with the Peshmerga to facilitate the financial payments of the forces involved in the battle to liberate Mosul," ministry spokesman Eric Bahon said, adding that "the payments are now over."

In a confirmation of Washington's position, the commander of the US Central Command General Joseph Fotil, Barzani, on Thursday, "his country's emphasis on the need to postpone the referendum in the Kurdistan region."

Asked whether Baghdad had asked the United States to pressure Barzani, an official at Abbadi's office said "this is possible" but declined to give details.

The risks posed by the Kurdish referendum do not stand at the limits of cutting off US military supplies from the Peshmerga, but rather go beyond the possibility of the Kurdish region inside Iraq being besieged by neighboring Turkey and Iran.

Over the past few weeks, officials in Ankara and Tehran have expressed identical positions on rejecting the Kurdish move toward independence from Iraq, which is feared to feed similar ambitions among the Kurds of Turkey and Iran.

Officials in both countries have said that "closing the border with the Kurdish region is possible" if Barzani insists on holding the referendum.

The newspaper said, quoting local sources in Erbil, that "a lot of local people are storing food in anticipation of a Turkish-Iranian blockade is expected, if the Kurdish referendum was conducted."

She added that "the office of Sistani asked the Kurdish delegation to avoid raising the file of the referendum during the meeting, because this file of the jurisdiction of the Iraqi government in Baghdad."

Political sources in Baghdad told the newspaper that "the United States is trying to play the role of mediator between Barzani and the political leadership in Baghdad, to obtain guarantees that push the Kurds to postpone the referendum."

According to the same sources in, "Washington is trying to persuade Baghdad to provide adequate guarantees to Erbil to postpone the referendum."

The United States believes that "ensuring a fair share of Iraq's annual budget for the Kurds, may push Barzani to consider postponing the referendum."

Barzani wants assurances on the future of the disputed oil-rich Kirkuk region, which is described as "holy of Kurdistan", for its importance to the Kurds of Iraq. Barzani also wants to restore Kurdish influence in Baghdad, which has fallen a lot as Hoshyar Zebari was dismissed as finance minister.
