Six Iraqi unions decided on Tuesday to file a lawsuit to overturn the decision of a referendum in Kurdistan. 
"Bar associations, engineers, journalists, doctors, teachers and workers have decided to file a lawsuit against the Kurdistan Regional Government for its decision to hold the referendum without any legal or constitutional basis," a document issued by six unions in Baghdad said. The 25th of September. "The unions called on Prime Minister Haider al-Abbadi to institute a similar lawsuit to stand against the measures taken by the provincial government, to force it to retreat from the referendum decision. "

Kurdish sources in the province of Sulaymaniyah, on Tuesday, the arrival of the commander of the Iranian Quds Force Qassim Soleimani to the city, noting that his visit happened suddenly while Sulaimani met with the National Union Party led by Mam Jalal Talabani to discuss the file of the referendum in Kurdistan. 

The sources said in a press statement, 'Soleimani arrived late on Monday evening to the province of Sulaymaniyah suddenly, while holding a meeting of the Patriotic Union of Kurdistan to discuss the referendum file'. 

Observers explained Sulaymani's undeclared visit to Sulaymaniyah as a 'blanket threat' to the Kurds to discourage the referendum to spare Iraq a military conflict that could ignite at any moment between those who reject the referendum and those who insist on it.

They said Iran was playing a big role in Kurdish politics because the two sides had historical ties over the past decades, saying the visit was a 'warning' to Barzani to leave Husse with power and establish the Kurdish state, whose referendum is scheduled for Sept. 25.

During his weekly press conference in Baghdad, Abadi reiterated that Erbil’s plan to conduct the independence vote threatens the unity of Iraq, and council of ministers still thinks the move is not legal.

The statement comes after the Iraqi parliament voted to reject the independence referendum, a decision which was immediately ruled out by the Kurdish lawmakers in the parliament.

All to play for as we approach the last few days ahead of the referendum, what has Abadi got to say to convince the Kurds of postponing it, he must know by now that the Kurds are serious that the referendum will go ahead. 

Come to Baghdad for talks about talks will not wash, he must have something on the table worth inviting the Kurds to see him, the pressure is well and truly on.

Well this is not about an agreement with Bagdad to share the wealth with Kurds as  I hoped. I was hoping it would be something shy of a passed HCL. Why ??? 2 maybes here. 1st: Maybe the people will vote to stay in a union with Bagdad and have Bagdad to stick to a y agreement made. Or 2: Maybe  Prez Trump will talk to Bazerani to back off with his referendum tonseparate from.Iraq.

This would be preferred to an outright secession . I read some article included in this thread that secession from t he goi would relieve economic burdens Kurdistan places on the goi. Have they thought about the cost of the loss in income from the sale of Kurdish oil via the goi?  Or the cost of competition between a independent Kurdistan and the GOI?  What do DV financial and economic experts say would be the results if they do split?

Abadi calls Kurdish leaders to come to Baghdad and open the door to dialogue

Prime Minister Haidar al-Abadi on Tuesday called on Kurdish leaders to visit Baghdad to open dialogue and find solutions, while renewing his rejection of the project. 

"The Council of Ministers renewed its assertion on the unconstitutionality of the referendum in Kurdistan," Abadi said during a weekly conference held by his office in Baghdad and attended by the Rawdaw media network. "The imposition of the status quo by force is unacceptable and the referendum is not in the interest of the Kurdish people." 

He added that "the export of Kirkuk oil by the region is contrary to the Constitution."

The Iraqi prime minister said, "We are keen to provide a decent and safe life for all Kurds and all Iraqis. After 2003, the Kurdish people achieved what they did not achieve for hundreds of years, and to tell them that the steps taken to hold the referendum will eliminate everything that has been achieved." 

Abadi said, "We will not allow the division of the country because we are partners in this country, and I call on citizens Kurds to reject the referendum because it is not in their interest."

 The deputy of the coalition of state law, high Nassif, filed a lawsuit against the President of the Kurdistan region Massoud Barzani, the head of the Kirkuk Council Ribwar Talabani and Kirkuk Governor Najmuddin Karim for violating the Constitution and insist on holding the referendum.

According to a document obtained by "Mawazine News", the deputy high Nassif filed a lawsuit against Barzani, Talabani and Najmuddin Karim, for several reasons, first of the Kirkuk province in the referendum of Kurdistan, despite the occurrence outside the borders of the region.

Nassif, the Federal Court in the lawsuit called for "an urgent decision to suspend the referendum procedures in the province of Kirkuk and the ruling unconstitutionality of the referendum of Kurdistan."

It is noteworthy that the Iraqi parliament voted yesterday on a decision to refuse to hold a referendum in the Kurdistan region

US special envoy to the international coalition against the organization of the "Islamic State" arrived on Wednesday in the city of Sulaymaniyah and held a meeting with member of the Political Bureau of the Democratic Union Party, Hero Ahmed Ibrahim. 

The meeting was attended by the Patriotic Union of Kurdistan Pavel Talabani and Lahore Sheikh Janki, accompanied by McGork, US Ambassador to Iraq, Duclas Sulaiman, US Consul General in Erbil, Ken Cross. 

It is noteworthy that the Special Envoy of the US President in the international coalition against the organization of the "Islamic State," urged, Brett McGurk had met with Iraqi Prime Minister, Haider Abadi. 

This is scheduled to visit MacGorek today Arbil and meet with government officials to discuss the issue of postponement of the referendum of the Kurdistan Region scheduled to be held on the twenty-fifth.

Iraq's parliament has rejected Kurdish plans to hold an independence referendum aimed at creating a Kurdish state in Iraq's northern territory, a legislator announced on Tuesday.

The resolution, which labelled the ballot due to take place on September 25 a "threat to … the civil peace and regional security", authorises Haider al-Abadi, Iraq's prime minister, to take any measures necessary to preserve Iraq's existing borders.

A breakdown of the vote was not immediately available.

"Kurdish lawmakers walked out of the session, but the decision to reject the referendum was passed by a majority," Mohammed al-Karbouli, an Iraqi MP, said.

Can Iraq's Kurdish region gain independence?

 

Prime Minister Haider al-Abadi and other top officials have repeatedly said the referendum would violate Iraq's constitution.

On Tuesday Abadi reiterated his position, adding "imposing a fait accompli will not work. We will not allow the partition of Iraq".

"I call upon the Kurdish leadership to come to Baghdad and conclude a dialogue," Abadi said at a news conference.

The Iraqi Kurdish parliament is expected to meet on Thursday for the first time since October 2015 in response to the decision, according to officials.

Majid Shingali, a Kurdish legislator, said the vote was not binding and will not be accepted by the 111-member regional legislature.

"This decision has no value, and we will not implement it," he said.

Authorities in Iraq's Kurdish region announced in June this year the decision to hold an election on independence.

The referendum on whether to secede from Iraq was due to be held in the three governorates – Erbil, Dohuk and Sulaymaniyah - that constitute the nation's Kurdish region, and in areas of disputed territory currently under Kurdish military control, including the oil-rich province of Kirkuk.

World powers fear the vote could spark a new conflict between Iraq's minority Kurdish population and Baghdad, diverting attention away from efforts aimed at combating the Islamic State of Iraq and the Levant (ISIL, also knows as ISIS) group operating in the country, and neighbouring Syria.

The move for independence has also generated concern in Turkey, Iran and Syria, who fear the spread of separatism among their own Kurdish populations.

Kurds have pushed for their own state since the conclusion of WWI when Kurdish-populated areas were split between modern-day Iraq, Iran, Turkey and Syria as boundaries across the Middle East were redrawn.

The political bureau of the Patriotic Union of Kurdistan (PUK) on Wednesday received Brett McGurk, the special envoy of the US president in the international coalition against the organization and the accompanying delegation in the city of Sulaymaniyah .

The official website of the National Union said that "McGowrk met with Hiro Ibrahim Ahmed, member of the Political Bureau of the National Union and each of the Taliban's chief of staff, Pavel Talabani, and Lahore Sheikh Janki, head of the Protection and Information Agency in the Kurdistan region, and the US ambassador to Iraq, Duklas Seleman, the US consul general in the Kurdistan region Ken Cross, to discuss the latest developments in the region, Iraq and the region .

Brett McGurk, US envoy to the International Alliance, is visiting the headquarters of the Change Movement in Sulaymaniyah on Wednesday to meet with movement officials. 

Hoshyar Omar Ali, a member of the Chamber of Diplomatic Relations of the Change Movement, told Al-Khobar for "Khandan" and said they would hold a meeting with Brit McGregor this afternoon, without giving details of the agenda of the meeting.  

The US envoy arrived in Sulaymaniyah on Wednesday and met with Hiro Ibrahim Ahmed, a member of the political bureau of the Patriotic Union of Kurdistan (PUK).

British MP highlighted on Monday the Kurds’ right to self-determination and congratulated on generating a debate on the future stability and security of the region, Kurdistan 24 reported Tuesday. 

During an event titled “The Kurdistan Region: A Strategic Ally in a Tough Neighborhood”,  British MP Jack Lopresti said: “I admire the people of Kurdistan for their courage to have the discussion, the debate, and ask the question,” referring to the Sep. 25 vote on whether to remain a part of Iraq or secede to form a newly-independent state.

The British MP noted that, while he hoped the referendum would lead to an independent Kurdish state, either result would bring about change. The result of the referendum would put pressure on the international community to at least “lead to a reset of relations between Baghdad and Erbil.”

Nadhim Zahawi, the first British MP of Kurdish descent, echoed that point. “Regardless of the result, the future of Kurdish autonomy is optimistic,” he said.

“The ‘Yes’ vote would create momentum toward a fully independent Kurdish state.” A ‘No’ vote result would lead to “substantial devolution, compromises from Baghdad,” to calm those who would still want to fight for independence.

Still, Zahawi argued, greater autonomy should be “welcomed as a means to [generate] more stability, security and prosperity for the region.”

“The Kurdistan Region is a stronghold of liberal democracy. Yes it has challenges, but nevertheless, it is democratic in one of the most precarious regions in the world.”

The British-Kurdish MP attributed the Kurdistan Region’s success, not only in successfully fighting back the threat of ISIS but also in weathering an economic crisis.

This crisis was compounded by the influx of displaced persons, low oil prices, and a drastic cut in its share of the Iraqi federal budget – to the autonomy from Baghdad it secured over the years.

Both MPs called on the international community to respect the people of the Kurdistan Region’s right to self-determination.

“It is morally the right thing to do to support the Kurdish self-determination move,” stated Lopresti.
