The Independent High Electoral Commission (IHEC) in the Kurdistan region has printed its card for the vote on the referendum to be held on September 25.

The voting card for the referendum was written in four languages (Kurdish, Arabic, Turkmen and Syriac) and two ballot boxes were printed yes or no, the commission said.

The card also included the words (Do you want to become the Kurdistan region and Kurdistan areas outside the region independent state?).

The Commission had earlier called on the media and civil society organizations whether they wish to participate in monitoring the referendum process to register their names.

Zarar said in a press statement that eight international organizations have so far registered to monitor the referendum in the Kurdistan Region, adding that after the completion of the special procedures will be ratified the names of those organizations and can monitor the referendum.

The Kurdish parties have announced during a meeting under the supervision of the President of the Kurdistan Region Massoud Barzani on the seventh of June, the definition of the day of 25 September is a date for the referendum of the Kurdistan Region to choose the citizens either to stay within Iraq or to separate from him.

The Independent High Commission for Elections and Referendum in the Region has set the fifth of September as the beginning of the media campaign for the referendum until the 22nd of the same month. The President of the Kurdistan Region Massoud Barzani on the referendum on the independence of the Kurdistan Region on Iraq, scheduled for September 25, and expected results of him and said, "We have been delayed a lot and made great efforts so as not to reach the decision of the referendum."

He stressed in an interview with the program "with Turki Dakhil" on Al Arabiya, which broadcast on Thursday evening, and his (Basneoz), that the referendum is the right decision and appropriate and legitimate right of the people of Kurdistan.

He explained in his dialogue, "We failed to build partnership with Baghdad, so we had to this step, even if we succeeded in building a partnership with Baghdad was not the decision of the referendum."

President Barzani stressed that international parties do not oppose the referendum, but sees the time is not appropriate.

He said: "International parties advise us to postpone the referendum and not to cancel."

"For those who ask us to postpone, we say we were given the alternative," he said. "Turkey has repeatedly told us that it wants to postpone or cancel the referendum."

This and demanded the President of the Kurdistan Region Massoud Barzani, international guarantees to sign any agreement with Baghdad.

If the international parties did not come up with a better solution than the referendum, we would proceed.

President Barzani spoke about the Kurds and said that after the First World War the Kurds voted for joining Iraq, and they were the biggest loser of the partnership for decades, there was no presence of Kurds in the Iraqi army.

"In 1991, hundreds surrendered from the Iraqi army, but we did not avenge anyone. After the fall of Saddam's regime, we helped draft a new constitution but we were frustrated," he said.

He explained that the people of Kurdistan has proved highly efficient in the management of the region since 1991.

Baghdad did not commit

On the Iraqi constitution, President Barzani said that 55 constitutional articles were violated in the Iraqi constitution by Baghdad, and that the basis of the Iraqi constitution partnership and Baghdad did not adhere to this principle.

"Article 140 of the constitution was supposed to be implemented by the end of 2007," he said.

And Barzani that the Peshmerga according to the Constitution are part of the Iraqi defense system and this has not been achieved.

He also said, "Baghdad cut the budget for the province is a cut for the livelihood of the people in Kurdistan, so we started to sell oil after cutting the budget and not before."

"We have agreed to form a democratic civilian state, but today we have a sectarian religious state," he said. "We do not want to repeat failed experiences in the relationship with Baghdad."

He said in 1991 we had one university in Kurdistan, and today we have 15 government universities and 14 eligibility.

ERBIL— Lawmakers from the ruling party of Finland will defend holding the independence referendum of the Kurdistan Region in the meeting of their party, the Center Party, said a lawmaker from the Kurdistan Parliament.

 Kurdistan Democratic Party (KDP) official page reported on Friday that a delegation from Kurdistan Parliament, headed by the deputy for parliament speaker, Jaafar Eminki, is currently in Finland upon a call from Finnish parliament.

A member of the delegation, Tahsin Dolamari, said since their arrival in Helsinki on Tuesday they have been meeting with official and MPs from different parties in the country.

Dolamari described the meetings as important to reassure Finland that the timing for the independence referendum of Kurdistan is appropriate.

"Though they were not against the referendum, we were able to convince them that the timing of the vote is appropriate," Kurdish MP said, " They said they respect the will of the people of Kurdistan and even the ruling party MPs said they will take our message to the meeting of their party and defend it."

"Our visit was important because we could change the position of this country which is an influential state."

The delegation also demanded Finland to send its observers to oversee the process of referendum on September 25.

Finland has deployed more than 100 military trainers to help Kurdistan Peshmerga forces.

Dolmari stated they thanked the Finnish government for their military assistance and demanded that the country also helps in rehabilitation of the Yezidi women and children who were liberated from Islamic State (IS) captivity.

ERBIL — Hundreds of Kurds living in the UK are set to gather in front of the 10 Downing Street to show their support for a planned independence referendum in the Kurdistan Region.

The event has been organised for 12:00 GMT next Sunday.

The rally comes after several similar events organised by Kurds living across EU, the US and elsewhere.

Kurdistan Region is holding a referendum on 25th September on its independence from Iraq.

Turkey did not reject Kurdistan independence referendum except it has a reservation on the time of conducting the referendum, Muhammed Elkhani, leader of the Turkmen Development Party, said Friday.

He added that Iraqi prime minister Hadier Al-Abadi made great efforts to convince the officials in Turkey to prevent conducting the referendum.  

Turkey's policy, concerning Kurdistan Region, is clear and it is aware of who is giving orders to the government in Baghdad, meaning Iran.

 

Elkhani confirmed that Turkey prefers to deal with the government Erbil more than the government in Baghdad.

Earlier, Turkish media outlets published the posts of referendum ballot papers.

The international community does not object to holding Kurdistan Region’s independence referendum, but it believes that time is not suitable for conducting it, Kurdistan’s President Masoud Barzani revealed Friday.

Press reports quoted Barzani as saying that following the failure in forming a partnership with Baghdad, we took the decision of holding a referendum on independence.

He noted if the partnership with Baghdad has proved a success, the decision to conduct the referendum would not have been taken.  

Under the constitution, Peshmerga forces shall be a part of the Iraqi defense system, but this did not materialize, Barzani further stated. 

He added that the purpose of the referendum is to build up a new and good relationship with Baghdad. 

Barzani also said that after the referendum, we will enter into serious negotiations with Baghdad to discuss all issues concerning Kurdistan people.  

International guarantees are needed when agreements are signed between the central government and an independent Kurdistan, he pointed out. 

If the international community did not come up with a better alternative to the referendum, we will proceed with conducting the referendum, he further stated.  

Moreover, Barzani expressed his rejection to Iran’s interference in Kurdistan Region’s affairs. 
Iran has recurrently objected to holding the region’s referendum. 

Kurdistan Regional Government announced on June 7 that it would vote on September 25 on secession from Iraq.

The media office of Prime Minister Haider al-Abadi said on Friday that the federal government will not abide by the results of the referendum on the independence of the Kurdistan slated for 25th September.


"Baghdad does not want to engage an internal strife," Abadi said in a statement obtained by The Baghdad Post. "There is no desire to accept the idea of independence in the country."


The spokesman for the Iraqi government, Saad al-Hadithi, commenting on the tense statements between Iraqi Prime Minister Haider Abadi, and Kurdistan Region President Massoud Barzani, said that the Iraqi government seeks to maintain the integrity of Iraq by barring this referendum.


He added that the region enjoys several advantages enshrined in the constitution, noting that no party has the right to unilaterally change the future of Iraq.


The spokesman denied that there are links between the ongoing military operations and the Kurdish referendum.

I hope GOI realize that only implementation of Article 140 following with HCL compliant with Article 140 will save the country from splitting due to KRG accuse GOI that not giving their budget and there is no HCL that prevent KRG from selling their oil..... They need to act quickly. Time is running out. 

 

I also hope that GOI realize that after Article 140 and HCL, RV the IQD will help unite the Iraqis and give a major relief to Iraqi from poverty and building Iraq back from brink...
