Under article II, that Basra is the administrative capital of the economic borders of Iraq.

To draw up planning policies for commercial areas and presented to the Secretariat for approval.

(B) regulating the investment environment in free trade zones in coordination with the investment and the relevant departments body.

(C) provide recommendations on the development of free trade zones for Drjha within the Secretariat.

(D) any tasks assigned to it by the Secretariat for the implementation of this law.

In my opinion this is an end run around Kurdistan with the HCL. Parliament  figured out that the Kurds are never going to agree with the HCL law and now they are going to implement it piecemeal, one province at a time. Eventually the people in the Kurdish areas will figure out that the Barzani's are nothing but Iranian puppets and elect a real leader that will work with Iraq. Meanwhile, the rest of Iraq will be reaping the benefits of the HCL law.

A few things here. First we all can agree that this has been a LONG-LONG-AWAITED endeavor. 

Second, What can a Central Bank do that will make a, "Quantum Leap", for a nation? Hint, the last time one did that was 2007 when the Fed printed trillions of dollars to save the dollar. Are we not hoping for Iraq to create Trillions of dollars out of nowhere?

Third, They speak of,"keeping pace", with the region and, "Providing employment", from multiple sources of NATIONAL INCOME. Their not talking about the dollar. And there seems to me only one way for Iraq to keep pace with the Arab world. 

And Fourth, is what I think is the biggest. "BUT WE MUST NOT STAND BY WHEN LEGISLATION". Is the CBI saying now that they are as fed up waiting on Parliament as we all are? Is the CBI now stating that we're moving ahead without LEGISLATION? Sure sounds like that to me.
