IRAQ BANS CARGO PLANES FROM LANDING DIRECTLY IN KURDISTAN

Iraq, April 27, 2017 

All cargo flights bound for the Kurdistan Region including to airports in Sulaimani and Erbil must first be inspected in Baghdad, a decision Iraqi's Ministry of Transportation announced on Wednesday. The reason for the change wasn't immediately clear.

 

“The Iraqi ministry of transportation and communication has decided to ban landings for all cargo planes at all Iraqi airports including Erbil and Sulaimani’s, expect at Baghdad International Airport. The decision subjects the cargo of all cargo planes to be inspected at Baghdad airport. Only then they are authorized to land at the airport they are bound to,” the Director General of Erbil International Airport, Talar Fayeq, told Rudaw, not specifying the length of the embargo.

Fayeq said that it was unclear as to what has prompted the decision.

“The reason behind this decision is not known yet. This is, however, likely to be a political decision. There is no such thing anywhere in the world. Every airport has its own inspection team who carry out their duties professionally,” she added.

The Iraqi civil aviation division also claims they have no knowledge of what lies behind the decision.

“The decision was made directly by the Iraqi Minister of Transportation and Communication, Kazim Finjan. We don’t know the reason behind the decision either. But our duty is to enforce the decision,” the Director General of the Iraqi Civil Aviation Authority, Hussein Muhsen, told Rudaw.

 

The ban will come into effect from May 1.

SULAIMANI, Kurdistan Region  – The Iraqi government has revoked a decision made earlier this week that banned direct landing for all cargo planes at all Iraqi airports, including that of Sulaimani and Erbil’s, a senior official told Rudaw. 

 

It was revealed on Wednesday that Iraq's Ministry of Transportation had sent a directive to Iraqi airports that all cargo flights bound for all Iraqi provinces, including Kurdistan Region’s, must first be inspected in Baghdad. The reason for the change wasn't immediately clear.

 

The directive was meant to come into effect on May 1.

 

Kurdistan Region has two international airports, Erbil and Sulaimani, with each expressing their discontent over the earlier decision. 

 

“The Iraqi Aviation Authority had decided on [Monday] to have all cargo planes inspected at Baghdad airport before they can land at airports in Erbil, Sulaimani and other Iraqi provinces,” Tahir Abdullah, Sulaimani Airport Director told Rudaw Thursday,  “The Iraqi Aviation Authority rescinded the decision after we along with some other parties intervened in the matter.” 

 

“The Iraqi Aviation Authority has revoked the decision ...From now on, cargo planes can land at any airport, and will be inspected where they wish to land,” Abdullah added.

 

Director of Erbil International Airport, Talar Fayeq,  had earlier told Rudaw that the Iraqi authorities wanted to inspect all cargo planes first in Baghdad airport, and only then they were to be authorized at the airport they were bound to.  

 

Fayeq said that it was unclear as to what had prompted the decision.

[Synopsis]

The main CBI office is in Baghdad. There are three CBI branches in the North - Mosul, Erbil, and Solaimani - and one CBI branch in the South - Basra. Mosul is likely disengaged at this point but the other two may have presented a concern. Basra is in the South so may not have issues like the branches in the North. The article does mention all cargo planes for all provinces although the ban seems to now be lifted in entirety that would have gone into effect May 1.

 

I don't know if the ban had anything to do with hard currency moving around via cargo planes so a centralized inspection was planned to be instituted or maybe what ever they were concerned with is now believed to not come to pass or maybe they have another work around to address the issue.

 

May 1 may tell. We shall see!
