Boozer, I believe it will go before June 27th. I think 140, HCL and the move to Art 8 will happen in a snap. 1st, look at what parliament is doing now, nothing. The stuff they are meeting on and voting on twice a week is a joke right now for a country about to make this big of a jump. I think they have done all they can right now. 2nd, they are having too many big meetings with IMF and WB happening week after week now. Abadi even said within 2 months. If one looks at a big corporate type move or take over or a big military training operation planned months or years in advance, then you will see the same thing going on here if you read the news. More and more meetings in shorter time as it draws near. Well, that's my :twocents:. I could be wrong though, after all it is Iraq that we are talking about.

Abadi , wandering in Mosul Ayman

Abadi Ayman wandering in Mosul

Twilight News / wandering Prime Minister Haider al - Abadi on Wednesday afternoon in Ayman Mosul , which still revive them grip the organization Daesh.
Abadi arrived on a visit to the city of Mosul today and briefed on the development of military operations.
Ebadi said in a statement , the Office of the Twilight News reported that Prime Minister inspects a number of neighborhoods in the right side of Mosul and meet its people and listen to their problems after liberation from Daesh.
Troops did not advance much during the last period because of the militants barricaded themselves inside the old city densely populated, where large tanks and vehicles of work can not because of the narrow streets, and the interest of the Iraqi forces to make way for more trapped civilians to leave.

Don't get your hopes up Boozer - they like setting dates/deadlines so they can promptly miss them.

Of course Abadi is driving this Bus, so it could be legit. But then there's the mob O slackers known as the GOI To contend with.

Disclaimer: this is just my opinion.

I believe a full movement to Article 8 would be the final piece, as the UN has control of this...not the GOI idiots as 10-years stated above. They can't even remember to show up for work. And if Article 140 and HCL were that important to those fools, they would be at the top of the "to do" list, not the bottom. Report out of GOI last week even stated "important laws are not brought before parliament because they don't have support to vote them through".  So my pecking order goes thusly: Clear Mosul and tackle rest of Iraq, start reconciliation conference (not just talk about it), UN releases all outstanding constraints, CBI announces new value (which I think they are ready to do now, but waiting). After that....none of us will care about 140, HCL, Maliki, GOI. And hopefully it happens before Ramadan late May.

Disclaimer: this is just my opinion.

. The only reason an RV would happen by June 27th is as a gift for the end of Ramadan. No RV will happen in the time period from May 26 to June 25, much less anything else gets done in Iraq of major value to its people. An RV likely to happen this year has as much chance as the cow jumping over a crescent moon.

I feel very confident based on these articles that the entire city of Mosul is liberated to the satisfaction of Iraqi Government standards! What's going on here is formalities with government officials participating in that respect! It's all good! Now, the final formality is April 30th being the date of formal declaration of total liberation of Mosul, and total stabilization security of entire government of Iraq! End of Daash, ISIS in this new democracy forever! That's apparently what's up! Next, is wrapping up the legality through parliament sessions early May of needed laws, most important oil and gas, and open doors for investment, etc, and this should place Iraq in very good position for Article 8! Thus, CBI can proceed with MR! RV should be coming rather quickly and thus promote a lot of speculative investor into a position of feeling more secure in investing in Iraq's golden future!
