Hakim bloc fears "settlement" in case of no extension of the head of the coalition

 Baghdad / Wael Ne'ma

According to political parties within the coalition of citizens, led by Ammar al-Hakim, the National Alliance will lose a personality of "great admissibility" in the event of the change of the presidency of the Shiite house in July next.
It requires a political agreement between the components of the National Alliance, with the presidency of the coalition periodically among its key members each year.
The "political settlement", calculated by the Hakim community as one of the latter's achievements since he headed the alliance last year, stands out as one of the issues that may be affected by the expected change.
These parties fear that the project will falter or weaken the enthusiasm of its implementation, after playing the wise role of the most prominent, and conducted internal and regional tours to market.
But the coalition, which is expected to take over its leader, Nuri al-Maliki, the presidency of the coalition, confirms the move to settle on the condition that it does not contain secret clauses.
The "political settlement" has faced many obstacles since the disclosure of some of its items, the end of last October, especially with the rejection of the leader of the Sadrist movement Moqtada al-Sadr, and reserved the highest authority to intervene in support
When Sunni forces began writing their own paper, disagreements arose between the wings of parliament speaker Salim al-Jubouri and Osama bin Nujaifi.

The acceptability of the wise
and the center of these complications, Amer Al - Fayez, head of the pool (Justice and Unity) within a coalition of citizen, to say (term) that " the political settlement project Metbinat National Alliance." But he asserts that the figure of Ammar al-Hakim was giving greater impetus to the project because of its "acceptance of the most political parties."
In recent months, al-Hakim went to Jordan and Iran for the purpose of presenting a political settlement. He also visited Kurdistan and held meetings in most of the provinces.
Al-Hakim intends to visit Egypt and a number of Gulf countries in an effort to present his project to the influential decision-making circles in Iraq.
Fayez believes that the change of Ammar al-Hakim "will lose the National Alliance many of the achievements that occurred during his reign." "In the time of the wise, the alliance became stronger and more cohesive because of the personality of its president," he says.
Until recently, leaders of the Supreme Council admitted that the coalition leader had failed to persuade Sadr to return to the Shiite home.
The leader of the movement boycotts the coalition for more than a year and refuses to attend the coalition meetings. Sadr has described the Shiite alliance as "contrary," on more than one
occasion.
Recently, parties in the Supreme Council said they did not understand Sadr's political positions. These positions came after the Amir of Kanani, a leader of the current, that the bloc of Hakim stands against the reforms of Abbadi.
The Hakim bloc has long negotiations for a year with the Dawa Party led by Nuri al-Maliki to resolve the issue of the presidency of the National Alliance.
He announced at a meeting of the coalition, held last September and did not run for much, that the National Alliance chose Hakim president for a year.
But al-Fayez, a member of the coalition's political body, said the choice was made in July last year, and that "Hakim held the first meeting in September."
According to the agreement of the six leaders of the National Alliance, with the exception of the Sadrist movement, the next presidency will turn to someone else. Maliki stands out as one of the most fortunate figures.
"The choice of Khalifa al-Hakim is by agreement, or by voting if the agreement fails," Fayez said. He adds that "Maliki is the head of the largest bloc within the coalition, and may be the next president."
The National Alliance includes 183 deputies, and the bloc of the rule of law, led by al-Maliki, with 105 deputies, followed by the Liberal bloc Sadrist 34 deputies, followed by the mass of the citizen, led by Hakim, 29 deputies, and then the reform movement led by Ibrahim Jaafari and Islamic virtue, As well as other members.

A second term
In contrast, a member of the political body in the coalition, that "it is better to remain Hakim for a second session, because the time is critical and does not allow change."
Fayez reveals claims from political parties - not named by name - to extend Hakim's term for another year.
These data, as started parties in the rule of law, talk about the possibility of giving Maliki the presidency of the coalition to someone else.
Political parties believe that there is a political deal, will ensure the owners of the presidency of the next government in exchange for abandoning the presidency of the coalition.
According to agreements within the National Alliance, the "party" of the Prime Minister has no right to run for the presidency of the coalition.
The word - a party - was controversial, and was replaced last October, when Sadr presented his 14 conditions to return to the alliance, the word "hand".
The mechanism of selecting the president of the coalition was postponed until the internal rules were written.
Earlier, the Sadrist movement, which is no longer part of the National Alliance, considered Maliki's presidency of the Shiite house, as "a return to dictatorship."
These developments coincide with the Shiite alliance with the retreat of escalation between the Supreme Council and the Maliki Party, especially with the continuation of the Sadrists to boycott the coalition meetings.
The convergence appeared clear in a speech the two sides on the adoption of the national majority or the political stage
next.
Although Hakim's bloc denies the similarity of its project to the idea of a "state of law", the details of the two projects are similar to the extent of conformity.
The head of the National Alliance Ammar al-Hakim, on Saturday, his support for the formation of a national majority government in the coming period.
Hakim, in a speech on the occasion of the assassination of his founder Muhammad Baqir al-Hakim, said on March 31 that the majority and the national minority is the democracy that "we are consolidating in Iraq."
The head of a coalition of state law called, early last February, to form a government of a political majority, referring to "face the challenges" that threaten the stability and security of Iraq.
In turn, Fardous al-Awadi, MP from the coalition of the rule of law, comment on the fate of the "political settlement", after the change of the presidency of the National Alliance, that "the project is an agreement between all parties to the coalition and not to a certain point."
"Everyone wants the Iraqis to live in harmony and peace and to get rid of the mistakes of the past," al-Awadi said.
Al-Awadi was one of the most vocal critics of the political settlement in the past period, and considered it a "time bomb".
But now she says, "As long as the settlement does not return the Baathists or those involved with the blood of Iraqis, the rule of law will proceed with the project."

I'm convinced now more than ever that President Donald Trump owns millions of dollars in dinar. Glenn Beck was saying just yesterday how that he didn't understand why President Trump seems to be backing down on his stance with respect to Obama's Iranian deal. But when you consider the quoted article it is possible that President Trump only did so in order to get Iran to stop interfering with Iraq and this event. What that freak Kocomo maniac doesn't understand is that with President Trump, his deals are only in force as long as he thinks you're keeping you're end of the deal. When he thinks otherwise you're gonna be in big big trouble.

Differences call wings enhance the chances of the wise to stay in the presidency of the National Alliance

 Baghdad / Mohammad Sabah

Invest head of the National Alliance , Ammar al - Hakim , the Dawa party differences, and called on the Shiite parties to search for an alternative leadership of the alliance, months before the end of his term.
The fear of the Dawa Party, who leads the largest parliamentary bloc, the search for a successor to the wise in light of these differences plaguing him, which resulted in three streams of leadership dispute.
Affirming informed sources entering Prime Minister Haider al - Abadi, Ali al - Adeeb on the line of competition for the presidency of the alliance as well as the Secretary General of the Dawa Party , Nuri al - Maliki, who is expected to be the strongest candidates for the leadership of the Shiite alliance.
These data prompted the leadership of the Dawa Party to postpone discussion of the presidency of the National Alliance, and the postponement of general caucus, in order to gain time and to end the split stock in and contain aftershocks.
He described a senior source within the Dawa Party , Maliki relationship Balebadi the "complex and in crisis," and likened it as "fire under the ashes escalating the closer the election dates."
The high - source, who spoke (range) , speaking on condition of anonymity because of the sensitivity of information, said : "What worries Abadi and bothered often moves carried out by al - Maliki in the central and southern governorates after opening 6 electoral offices without reference to the Dawa Party , " adding that "this moves part of the electoral competition between the two men. "
He said the source familiar with that "Abadi took the initiative to respond to the actions of al - Maliki to hold duplicate his meetings with senior advocates of the Dawa Party within the Council of Ministers building to discuss the differences that struck their party and its participation in the upcoming elections."
Differences within the Dawa Party , Maliki and Abadi , but not limited to income on the front line third stream led by Ali al - Adeeb, the head of state law in parliament, which pays strongly to have a role senior leader in the periods
ahead.
According to the source in the Dawa Party, the "differences forced the call to postpone the party congress for more than two years after it was planned in 2015 , " revealing " a great fear among party leaders that theholding of the electoral conference will lead to multiple splits because of disagreements Maliki, Abadi and writer."
It seems that the differences wings of the call reinforced the status of the President of the National Alliance , Ammar al - Hakim, who is approaching to renew his mandate for another year.
The source explains the call wise to choose a new presidency of the alliance as " an attempt to take advantage of the purpose of the differences in the ranks of the call."
Hakim was recently called, the Shiite parties to search for a new consensus figure served as president of the National Alliance.
He was named al - Hakim, the beginning of last September, President of the Alliance for a single session for one year, replacing Ibrahim al - Jaafari , who took office since 2010.
Since the 2014 elections , tried a coalition of state law , Ali al - Adeeb to head the National Alliance, but this endeavor ran into rejecting the Sadrists and the Supreme Council , which saw their relations, then , great convergence after the overthrow of Maliki.
The source asserts that " the Dawa Party , afraid of the search for an alternative to the wise in light of the sharp differences between its leaders," adding that " the advocates of the party does not respond to engage in this problem that will lead to the fragmentation of the party to multiple teams."
And sees close to the Dawa Party leaders , the source said , "Hakim tried to take advantage of these differences in order to obtain the extension for another year because the alternative must be a leader and a great leader", ruling out the head of the Badr Organization took Hadi al - Amiri presidency of the National Alliance.
Leaders of the Dawa Party does not want to assume the presidency of the National Alliance in the current circumstances and confirms the source , who predicted the start of bilateral negotiations between the Dawa and the Supreme Council early next August to find an alternative to the wise or the
 extension.
It notes the high source that " the resolution of the presidency of the National Alliance is linked to determine election dates and a list of participating Shiite unified or individual lists." The source did not rule out reaching an agreement to extend the wise mandate for another year in the event of a call for the presidency of the electoral list , which will participate in the upcoming elections in the event of entry in the list of one party.
Commenting on this, Raad al - Haidari said, a leader of a coalition of citizen that " the presidency of the National Alliance , proposed in one of the meetings of the leadership of the alliance and expressed his audience surprise call wise to start by selecting an alternative leadership of the alliance , " denying entry of the Shiite blocs in negotiations to determine the presidency of the alliance. He was a member of the coalition of Mohammed al- Mayahi revealed, in an earlier statement (range), the desire of most of the National Alliance forces to extend the mandate of the al - Hakim , another year, stressing that "these desires came even from the wings of the Dawa Party , represented by my side Haider al - Abadi and al - Maliki."
Haidari said, in a statement (term) yesterday, "We expect a coalition of state law and the blocks of the National Alliance in order to enter into direct negotiations to resolve the issue of the presidency of the National Alliance."
