Adam, I know you have pointed out that there has been encouraging signs of the HCL being close to completion.  And I know you feel that is the last hurdle to an RV.  I'm sure this has been asked in some previous weekly chat, but here goes.  Will we see the vote for the HCL come up at a scheduled Parliament meeting, or is it possible it will be passed behind closed doors?

Along with Shedagal's highly astute question, could it be with various US entourages visiting Iraq of late that there have been strongly kicked Iraqi behinds behind closed doors? :o   :o   :o

Just asking since Iraq seems to be exercising fresh earnestness on various Security and Stability requirements while Iran appears to rapidly be dropping out of favor in the region due to the Iranian presence in Iraq. Also appears Turkey's walkin' talkin' Turkey in Iraq days are quickly approaching an end. If I could ask a second question, would the removal of most of non coalition troops/militias (i.e. ISIS, Iran and Turkey) from Iraq provide a basis for a major credit agencyto provide at least a nominal international investment worthy credit rating and trigger foreign investment in Iraq for reconstruction and infrastructure in Iraq? Looks like the corruption eruption is quickly diminishing with the comprehensive moves to electronic processes while those culpable of corruption are being chased down/disabled and should also support a major credit agency's announcement of a foreign investment worthy credit rating.

The reason I am asking is these issues along with significant progress on the implementation of Article 140 and possible imminent approval of the HCL could necessitate the flux of reconstruction and infrastructure aid to Iraq and may put extreme pressure on a revalued and internationally traded IQD. Do your contacts have any perspectives they have shared on these issues (whoops, a third question)?
