Talabani: raising the flag of Kurdistan continues until the application of "140" in Kirkuk
A press conference for members of Kirkuk Governorate Council

Erbil (Kurdistan 24) - The head of the Kirkuk Provincial Council Agency Reboar Talabani that the decision to raise the flag of Kurdistan on government installations in Kirkuk will continue until the application of Article 140 of the Iraqi Constitution and resolve all outstanding issues on the constitutional maintenance.

The Kirkuk Provincial Council approved on Tuesday a majority to approve the lifting of the flag of the Kurdistan region beside the Iraqi flag on government facilities and missed the meeting of 7 members.

Talabani said in a press conference after the meeting that "raising the flag of Kurdistan does not contradict the Iraqi constitution and the Kurdistan Science, like the Iraqi reflects all components of the province."

The session was held in the presence of a number of members of the Arab and Turkmen blocs and the absence of others.

"A large number of representatives of the Arab tribes have expressed their joy at the decision to raise the flag of Kurdistan in Kirkuk and congratulated us by the vote of the Council in favor of the resolution," Kirkuk Governor Najmuddin Karim told a news conference.

Karim expressed his sadness to boycott a number of members of Kirkuk Provincial Council for the session.

He called Karim residents of Kirkuk not to raise the flag of the Kurdistan region arbitrarily pointing out that the provincial council is to do it in an orderly manner.

Talabani said on raising the flag of Kurdistan in Kirkuk, a national historic day pointing out that it is an application of Article 140 of the Constitution and thanked the governor of Kirkuk for his proposal to raise the banner of Kurdistan in Kirkuk earlier.

And asked the governor Karim Necmettin Karim in the past few days of the Kirkuk Provincial Council to approve the lifting of the flag of Kurdistan next to the Iraqi government institutions in the city, especially on occasions.

The Turkmen forces objected to raising the flag of Kurdistan, and said that this step could trigger "strife" among the population of the city, diverse national, ethnic and religious.

Turkey expressed concern about the claim of the governor of Kirkuk, Najmuddin Karim, raising the flag of the Kurdistan Region over the government institutions in the city, saying that this may expose reconciliation efforts and stability to the "danger".

Kirkuk, home to a mix of Kurds, Turkmen, Arabs and Christians, is one of the most disputed areas between Baghdad and Erbil.

According to Article 140 of the constitution adopted in 2005, the future of Kirkuk was to be decided in three stages, beginning with normalization and then counting on a local referendum on its return, but this was not implemented due to political differences.

After the fall of Mosul and the withdrawal of the army from Kirkuk in mid-2014, the Peshmerga forces kept the city away from the danger of the organization of Daqash, who occupied parts of the province, especially Hawija and surrounding areas, which are vast Arab lands.

The President of the Kurdistan Region Massoud Barzani had announced about two years ago on the absence of the need for Article 140 on the resolution of the family agreed consensual after the withdrawal of the army and the spread of the Peshmerga and said that the Kurds will not talk on this subject again.

ERBIL, Kurdistan Region (Kurdistan24) – Two members of the Kurdistan Region Parliament suggested the Assembly hold a meeting in Kirkuk after the province’s council approved the raising of the Kurdistan flag on all state buildings in the region.

Salar Mahmoud and Goran Azad, two Kurdish MPs from the Kurdistan Region Parliament, published a joint statement on their social media accounts regarding the recent events in Kirkuk.

Both MPs suggested Kurdish factions hold a parliament session in Kirkuk as support for the recent decision of the Kirkuk Provincial Council regarding raising the Kurdish flag on all government buildings in the province.

“From there, we can start addressing our political issues and disagreements,” the MPs stated.

They also called on Kurdish parties to discuss the case and take necessary measures to hold the session in the province, similar to the parliament session held in Halabja Province.

The Kurdistan Region Parliament has not held any sessions since October 2015 due to the political disagreement and tensions between Kurdish parties.

“We can make Kirkuk the place of rebuilding trust between the parties and protect the rights, freedom, and coexistence of ethnic and religious groups,” the joint report read.

“With this step, [we can] manifest peace and ultimately bring Kirkuk back to the Kurdistan Region forever,” the statement added.

On Tuesday, the Kirkuk Provincial Council, at the request of Kirkuk Governor Najmaldin Karim, held a session to vote on raising the Kurdistan flag on all governmental buildings along with the Iraqi one.

The resolution was approved by majority votes from the council members.

However, the meeting was boycotted by some Turkmen and Arab members of the Council.

Kirkuk is an oil-rich province located in the south of the Region and north of Iraq.

Although Kurds make up a majority of the population, the province is a diverse area with different ethnic and religious backgrounds including Turkmen, Arabs, and Christians.

Additionally, Kirkuk is one of the disputed territories between the federal government of Iraq and the Kurdistan Regional Government (KRG).

KRP: Hoisting Kurdistan Flag in Kirkuk a "Normal and Legal" Issue

ERBIL — Kurdistan Region Presidency (KRP) stated that raising the Kurdistan flag in Kirkuk is a normal and lawful move.

In a statement released on Wednesday, KRP says raising the Kurdistan flag in Kirkuk province is a legal and normal issue, arguing that it is similar to raising the Iraqi flag across the city.

Kirkuk provincial council voted on Tuesday in favour of the decision by governor Najmaddin Karim to install the Kurdistan flag alongside the Iraqi flag on the government buildings in the city.

"Kurdistan flag has existed in Kirkuk since the fall of Baath regime in 2003, particularly after the Islamic State's (IS) emergence [in Iraq] and it was this flag which protected the city from the threats of terrorists," the KRP statement reads.

The issue of raising the Kurdistan flag should not be enlarged and led into conflicts among the entities and factions of the city, the statement continues, urging all sides to avoid using the issue for political interests.

The culture of coexistence, brotherhood and tolerance needs to be further promoted among the components of Kirkuk as "Peshmerga and Kurdistan flag" equally protected all the city's population regardless of their ethnicities.
