Iraqi government forces paused in their push to recapture western Mosul from Islamic State militants on Saturday because of the high rate of civilian casualties, a security forces spokesman said.

The halt was called as the United Nations expressed its profound concern over reports of an incident during the battle on March 17 that killed or wounded dozens of people in the Islamic State-held al-Jadidah district of Mosul, apparently involving air strikes by Iraqi or U.S.-led coalition forces.

"We are stunned by this terrible loss of life," Lise Grande, the humanitarian coordinator for Iraq, said in a statement.

Civil defense officials and residents have said many people lay buried in collapsed buildings after air strikes against Islamic State insurgents triggered a big explosion.

The exact cause of the collapses was not clear but a local lawmaker and two residents said the air strikes may have detonated an IS truck filled with explosives, destroying buildings in the heavily-populated area.

Reports on the numbers of civilian casualties have varied but Civil Defence chief Brigadier Mohammed Al-Jawari told reporters on Thursday that rescue teams had recovered 40 bodies from collapsed buildings.

The coalition is investigating the reports.

Residents escaping besieged western Mosul have told of Iraqi and U.S.-led coalition air strikes demolishing buildings and killing civilians in several cases.

The insurgents have also used civilians as human shields and opened fire on them as they try to escape Islamic State-held neighborhoods, fleeing residents said.

"The recent high death toll among civilians inside the Old City forced us to halt operations to review our plans," a Federal Police spokesman said on Saturday. "It's a time for weighing new offensive plans and tactics. No combat operations are to go on."

The U.S.-backed offensive to drive Islamic State out of Mosul, now in its sixth month, has recaptured the entire eastern side of Mosul and about half of the west.

But advances have stuttered in the last two weeks as fighting enters the narrow alleys of the Old City, home to the al-Nuri mosque where Islamic State leader Abu Bakr al-Baghdadi declared a caliphate spanning large areas of Iraq and Syria in 2014.

"We need to make sure that taking out Daesh (Islamic State) from the Old City will not cost unwanted high casualties among civilians. We need surgical accurate operations to target terrorists without causing collateral damage among residents," the Federal Police spokesman said.

An army statement published in the al-Sabah state newspaper said that future operations would be carried out by ground troops highly trained for urban combat.

"Our heroic forces are committed to the rules of engagement which ensure protection of civilians" the statement said.

A U.S. deputy commanding general for the coalition told Reuters on Friday that the solution could lie in a change of tactics. The Iraqi military is assessing opening up another front and isolating the Old City, where the militants have put up fierce resistance, U.S. Army Brigadier General John Richardson said.

Fleeing residents have described grim living conditions inside the city, saying there was no running water or electricity and no food coming in. Aid agencies say as many as 600,000 civilians remain in the western half of Mosul.

But families are streaming out of the northern city, Iraq's second largest, in their thousands each day, headed for cold, crowded camps or to stay with relatives. Hunger and fighting are making life unbearable inside.

The Iraqi Observatory for Human Rights said that since the campaign on western Mosul began on Feb. 19, unconfirmed reports said nearly 700 civilians had been killed by government and coalition air strikes or Islamic State actions.

The militants have used car bombs, snipers and mortar fire to counter the offensive. They have also stationed themselves in homes belonging to Mosul residents to fire at Iraqi troops, often drawing air or artillery strikes that have killed civilians.

The United Nations’ Grande said civilians were at extreme risk as the fighting in Mosul intensified and all sides must to do their utmost to avoid such casualties.

"International humanitarian law is clear. Parties to the conflict — all parties – are obliged to do everything possible to protect civilians. This means that combatants cannot use people as human shields and cannot imperil lives through indiscriminate use of fire-power," she said.

The local media and government sources said that dozens of civilians were killed in the western side of the conductor after the air strikes carried out during the past few days as part of the restoration of the city of Daesh operations. 
The head of the Nineveh provincial council, Bashar Alkika, " The exhumation from under the rubble ongoing efforts", while stressed the governor of Mosul, Novell Hammadi, that the bombing resulted in dozens of deaths.

If al-Baghdadi and any of his cohorts, commanders, and weapons suppliers are captured, how about placing them on trial for crimes against humanity for the deaths of these innocent people. At least for those amongst the dead that are actually innocent, and not ISIS cowards that were to scared to wear clothing that distinguishes them from the real civilian population.  

Systematic rape, forced sham marriages, brutal torture (with drills included), barbaric mass killings, and being to coward like that they cannot have A.O.'s outside of civilian population areas. For being dain bramaged enough to think that using civilians as human shields in their A.O.'s, around their weapons caches, command centers is an acceptable form of protection/security.. Not under any circumstances, under any religious unjustification is such a thing acceptable. They just use such civilian deaths as propaganda. So the wusses can claim "We didn't kill them the U.S. or Iraqi Military , or Russians did." Stupid tweakers may they all drown in female pigs blood.

The commander of US forces in the Middle East, Gen. Joseph Fotel, on Sunday described the killing of a large number of civilians in western Mosul as a "terrible tragedy" without formally acknowledging that the international coalition against the launching of these raids.

"We are investigating this incident to determine exactly what happened, and we continue to take exceptional measures to avoid hitting civilians," he said in a statement.

Coalition forces confirmed Saturday that they had struck a region where a large number of civilians had fallen.

The US general noted that "the battle in Mosul is difficult" because of the mixing of jihadists with civilians.

BAGHDAD (Reuters) - Iraq's Joint Operations Command said on Sunday it had recovered 61 bodies from the rubble of a completely destroyed building in western Mosul, accusing it of organizing a bombing, and noting that there was no sign of an air strike by the US-led coalition.

And denied the presence of any pit or evidence of the building was hit by an air strike from coalition forces, pointing to the continued investigation into this incident.

In the statement, a large explosive device was found next to the building.

The statement quoted eyewitnesses from the area as saying that the houses were being chased and the families were forced to descend into the basements. The suicide bombers used these houses to fire at Iraqi forces.

In an interview with "Radio Sawa," spokesman for the Joint Operations Command, Brigadier General Yahya al-Zubaidi said that Dahesh is trying to "incite public opinion against the Iraqi army" using civilians as human shields:

 

Media and news agencies reported more than 200 deaths in a coalition raid on March 17.

The coalition said on Saturday it had carried out a strike on fighters and equipment in the area where deaths had been reported but was still being investigated.

Ghazwan al-Daoudi, head of the local human rights council in Nineveh province, said his team had paid a field visit and said 173 people had been killed after militants forced them into a trench and opened fire on combat helicopters until an air strike was carried out.

(Reuters) - The Pentagon on Monday, facing charges that a coalition air strike may have killed scores of civilians in the Iraqi city of Mosul, said it had not eased rules of engagement in fighting against a militant organization, but the resources needed to investigate the allegations were limited. 

Witnesses from Mosul and Iraqi officials said the attack last week on the targets of an al-Qaeda organization may have led to the demolition of homes that rescue officials say "some 200 people have been buried under the rubble." 

"The US military does not intend to change the way the attacks are carried out, even when the fighting in Mosul is entering densely populated areas," Colonel John Thomas, a spokesman for the US Central Command, told reporters on Monday. 

"General Futeel is not discussing changing the way we do more than saying that our operations are going well and we want to make sure we are committed to these operations," he said. 

General Joseph Fotill heads the central command. 

"There are only a large number of people dedicated to this and who really have the experience to make us where we want to be," Thomas said. 

If the Mosul attack is confirmed, it will be one of the bloodiest incidents of modern memory for civilians in any conflict involving the US military, which boasts of its efforts to reduce the consequences of the war on civilians. 

Rescuers are still searching the scene of the March 17 explosion in western Mosul, where a health official said 160 bodies had been recovered. 

The Iraqi army says: "The 61 bodies have been recovered so far." 

Civilian deaths in densely populated areas of western Mosul have increased as militants used homes as cover and death for residents in air raids targeting militants. 

Iraqi forces searched for new methods, a US military official said, which could include opening a second front and trying to isolate the old city. 

US Defense Secretary Jim Matisse apparently supported earlier Monday the way the United States launches attacks. 

"We are doing our best to always do everything humanly possible to reduce the loss of life or injury among innocents," Matisse said before meeting with his Qatari counterpart: "We can not say the same thing to our adversaries." 

The US-led coalition, which is fighting al-Daqash, said the investigation into the allegations in Mosul was a priority and it assessed the credibility of the conflicting reports. 

The army also opened an investigation into an attack in northern Syria this month and is investigating allegations that another air strike hit a school near Raqqa.

So are they trying to tell me that during this whole war that civilians haven't been bombed before now? I don't think so, but I do think that when Isis is most cornered they would gather up as many as possible to try to keep the area from being bombed and we would have to fight face to face where they are most capable.
