Thousands flee Iraq's Mosul as battle edges into Old City -Reuters

Thousands of Iraqis surged out of western Mosul on Saturday during a lull in heavy fighting in districts around the densely populated Old City where Iraqi forces are facing fierce resistance from ISIS terrorists, Reuters news agency reported.

Five months into the battle to take ISIS last bastion in Iraq, government forces have cleared the east and half of western Mosul, and are now focused on controlling the Old City as well as the strategic al-Nuri Mosque.

As fighting has entered into the narrow alleyways and densely populated parts of the west, more residents are fleeing liberated areas where food and water are scarce, security fragile and where homes are often caught in shelling.

"We have been trapped for 25 days. No water, no food, everyone will die and they will have to pull us from the rubble," said one resident of Bab Jdid district, not giving his name because relatives remained inside Mosul.

Image1_3201718205228580640470.png

Families with elderly relatives and children marched through western Mosul's muddy streets, past buildings pock-marked by bullet and bombs. Some said they had hardly eaten in weeks, scrambling for supplies handed out by a local aid agency.

"It is terrible, ISIS have destroyed us. There is no food, no bread. There is absolutely nothing," said another resident.

As many as 600,000 civilians may be caught inside the city with the militants.

Iraqi forces cut off Mosul from the remaining territory that ISIS controls in Iraq and Syria. But even in liberated areas, many prefer to leave the city amid heavy fighting.

Around 255,000 people have been displaced from Mosul and surrounding areas since October, including more than 100,000 since the latest military campaign in western Mosul began on Feb. 19, according to United Nations figures.

The last week has seen the highest level of displacement yet, with 32,000 displaced between March 12 and 15.

Image1_3201718205330367476532.png
Heavy rains and clouds this week restricted air cover and helicopters, slowing the advance of Federal Police and Rapid Response forces who are consolidating positions around the Old City and the al-Nuri Mosque.

"The weather is cloudy and rainy but our forces are advancing toward their targets," Federal Police Major General Haider Dhirgham told reporters at the forward base inside Mosul. "In a few steps and strikes we will reach the Nuri mosque."

As militants retreat into the confined streets of the Old City, ISIS has been resisting with snipers, mortars and the armored suicide car bombs that plow into army positions.

The fall of Mosul would be a significant blow to ISIS, whose leader Abu Bakr al-Baghdadi used the al-Nuri mosque to declare a self-proclaimed caliphate spanning Iraq and Syria in 2014.

U.S. officials have estimated that around 2,000 fighters remain inside the city. But even after the liberation of Mosul, there are risks that militants will return to the kind of guerrilla warfare and bombings they have used in the past.

Shelling on western Mosul

At least 30 civilians were killed and scores of others were injured on Saturday in a random shooting on al-Jawsaq district in western Mosul, the main city of Nineveh governorate, a well-informed source told The Baghdad Post.

The source said Iraqi army tanks fired mortar shells on al-Jawsaq residential district in western the embattled city of Mosul.

The source noted that the shelling claimed the lives of at least 30 civilians along with scores of injuries, adding that the death toll is expected to rise as several houses collapsed on the citizens and they are still trapped under the rubble.

US-led coalition warplanes have bombarded ISIS positions in five districts in Iraq, the Central Command of the coalition said on Saturday.

In a press statement, the coalition announced that the war jets carried out eight strikes on ISIS posts in al-Qaem, Beiji, Kasak, Mosul and Tel Afar districts.

The shelling comes as the Iraqi forces in collaboration with the US-led coalition are waging a fierce battle against the terror group of ISIS in the city of Mosul, the group's last major stronghold in Iraq.

Iraqi Forces Discover a Prison In Central Mosul

MOSUL — Iraqi forces discovered an Islamic State (IS) prison in the area of Bab al-Saray during a search operation in central Mosul, a federal police officer said on Saturday.

Colonel Khodier Saleh said in a statement on Saturday that Iraqi forces have found an underground tunnel leading to a prison, set up and used by the IS militants in the Bab al-Saray area, in central Mosul, Iraqi News reported.

According to Saleh's statement the prison contained a torturing room, a large amount of missiles and light weapons, as well as ten prisoners. The prisoners among whom were three former army officers.

The operation for liberating the northern Iraqi city of Mosul continues as the forces are focused on liberating the western parts of the city, with more than 60% of it being recently liberated.

12 Civilians Injured By IS Chemical Attack In Mosul

MOSUL — Twelve civilians were injured in a chemical attack conducted by the so-called Islamic State (IS) militants in Mosul.

The attack was launched on the liberated areas of Mosul, using highly toxic gases, a police officer in the province of Nineveh said on Saturday. Captain Yunis Mohammed said in a press statement on Saturday that at least twelve civilians, including women and children, suffered severe suffocation, as a result of a chemical attack with toxic gases conducted by the IS militants.

According to Mohammed, IS shelled the liberated areas of al-Adala, Bab al-Saray and Shaer Nineveh with missiles containing highly toxic gasses. He added that all casualties were transferred to nearby hospitals and medical centers immediately.

The operation against IS in Mosul continues, as the Iraqi forces backed by the US-led coalition continue advancing deeper into western Mosul, however this has led to several reported chemical attacks conducted by the IS militants, as they put all efforts in keeping the territories they captured more than two years ago.

DAMASCUS, SYRIA (1:05 A.M.) – On Thursday, the Iraqi Armed Forces captured one of the largest underground ammunition storage bases abandoned by ISIS in the desert between Tal Afar and Mosul.

According to a source close to Al-Masdar News, the site was unearthed after bribing local informants on the whereabouts of such facilities in northern Iraq.

The ammunition base was likely hidden by ISIS to deter airstrikes from blowing up it up. On Wednesday, the Iraqi Army and Popular Mobilization Units (PMU) fully liberated the Badush region, cutting off ISIS militants in Mosul from storage bases west of the city.

Iraqi forces in Mosul have said they have captured two key neighbourhoods in its offensive to retake the western part of the city from the Islamic State of Iraq and the Levant (ISIL, also known as ISIS).

Iraq camps overwhelmed with Mosul's displaced

Adel Ahmed, the captain of the federal police, said control of the al-Kur and al-Tawafa will allow for a safe corridor for civilians to leave the city.

“Liberating both districts will allow opening secured corridors for the exit of civilians to safer areas,” he told the DPA news agency.

Ahmed also said Saturday's advance followed intense clashes between Iraqi forces and ISIL fighters.

The Iraqi military launched the most recent offensive on western Mosul, the largest remaining ISIL stronghold in Iraq, on February 19.

On Wednesday, Iraqi forces took control of a main bridge leading to the city and advanced towards the mosque where ISIL's leader declared a "caliphate" in 2014.

Nearly 100,000 Iraqis have fled western Mosul over the past three weeks, the International Organization for Migration (IOM) said on Wednesday

The Iraqi Ministry of Displacement and Migration said that as many as 600,000 civilians remained trapped in neighbourhoods of west Mosul.

The operation in the city officially began in October last year. In January, its eastern half was declared "fully liberated".

Sunni ex-governor: Mosul was 'handed over' to Islamic State

Atheel al-Nujaifi [Anadolu file photo]

Date of publication: 18 March, 2017

In an exclusive interview with The New Arab, Atheel al-Nujaifi, the embattled former governor of Mosul, accuses the Iraqi government of seeking to alter the city's demographics after liberation

Nujaifi was the governor of Nineveh province and its capital, Mosul, when Islamic State fighters captured the city in June 2014. Shortly after this defeat, Nujaifi was stripped of his role by the Iraqi government in Baghdad. Nujaifi has more recently been living in Erbil, the capital of Iraqi Kurdistan. The commander of the Turkish-backed Nineveh Guard Sunni militia was charged in October 2015 with allegedly spying for the Turkish military.

As the battle to capture Mosul back from Islamic State [IS] draws near to a close, many questions remain about the future of the Sunni-majority city. What lies in store for Mosul and the Nineveh governorate? How will the complex interactions between the various often-rival forces involved, from Turkey and Iran, to the Kurds and the central government in Baghdad play out? Nujaifi, a man who has inside knowledge of and deep involvement in the events in Mosul, had a lot to say about these questions. He was interviewed by The New Arab Arabic edition's Othman al-Mukhtar. Text below

OTHMAN AL-MUKHTAR: In previous statements you have expressed fear of 'demographic alterations' after the liberation of Mosul. Can you elaborate?

ATHEEL AL-NUJAIFI: Local forces from Mosul are deliberately being excluded in the operation to retake, secure, stabilise and normalise the city in favour of forces from outside of Mosul who are being given a chance to seize it. Known Shia parties and armed militias now have offices inside Mosul, working to recruit youths using different means, and clearly imposing their will, in the eastern part of the city. In the western part, the city is being deliberately destroyed using excessive fire power, while people are being forced to leave to the eastern part.

All this is one of the causes of demographic alterations. Armed Shabak [an ethnic group in Nineveh] were given support while Christians, Kurds and Muslim Arabs were excluded.
leftQuots.png I was the governor of Mosul and I say Mosul did not fall but was handed over to Daesh [Islamic State] rightQuots.png

'Mosul was surrendered'

MUKHTAR: Why have the fall of Mosul not been investigated further in court, with former prime minister Maliki put on trial?

Twitter Post

NUJAIFI: I was the governor of Mosul and I say Mosul did not fall but was handed over to Daesh [Islamic State]. The Federal Police did not fight and withdrew gradually...without firing a single bullet. Police withdrew from the eastern part, after which the western part fell. For this reason I am not surprised by the destruction visited currently on the city.

This has been my feeling since the first day afrer Daesh came. I remember saying to those who were with me in the car: I expect the Revolutionary Guards will take over after. As for the judiciary, it has not moved yet in this regard. There was an investigation committee in parliament but it was a ploy by entities that know nothing about investigations [...].

MUKHTAR: You have been accused of promoting a project for a Mosul autonomous region.

NUJAIFI: This is not accurate. When I spoke about a Nineveh region, I meant a legal constitutional entity. Those who claim this is a kind of partition or secession are misconstruing the facts [...]. We believe the direct central administration out of Baghdad has failed and caused problems outside the capital.

If regional administrations in Nineveh are not re-organised, we may face major problems and conflicts in the region, specially in hot spots like Sinjar, Tel Afar, Mosul and the Nineveh plaine.

leftQuots.png Daesh's administration was very strict, governing with an iron fist, and I believe the consequences will be dire and it would be hard for the city and the province to breathe again without a civilian administration rightQuots.png

After IS

MUKHTAR: What can you tell us about the Nineveh Guard?

NUJAIFI: The Nineveh Guard consist of Nineveh locals and tribes who volunteered to fight Daesh and restore security to cities in the province.

Twitter Post

We currently have a full brigade taking part in holding territory in eastern Mosul but not inside the city, and two brigades in    eir bases. These troops can enter Mosul and handle security there, but we are keen for this not to be part of political conflicts. I believe that if there is no political agreement on the entry of the Nineveh Guard into the city to deploy and keep the order in a different way from the approach of the current forces like the army, police and militias, which continue their practices from the time before the fall of Mosul, then we will face a real problem.

We believe that if the Nineveh Guard enter things would be different. They would rely on citizens as part of their security plan, empowering and protecting them against terrorism. In this case, terrorism will be weakened.

MUKHTAR: What is your view on appointing a military governor of Mosul after liberation?

NUJAIFI: I do not understand what powers would a military governor have to manage the province. Before talking about a military governor, we must talk about the army and security structure. I believe there is a need for the international coalition to deploy close to the province and close to any person or entity governing Mosul, to give them confidence and support to implement their plan for the city and its people.

There is no civilian administration in Nineveh whatsoever. People do not feel there is any entity responsible for managing their public affairs. Daesh's administration was very strict, governing with an iron fist, and I believe the consequences will be dire and it would be hard for the city and the province to breathe again without a civilian administration.

leftQuots.png The Turkish presence is certainly positive. It provides logistical support and training for the Nineveh Guard and Kurdish forces as part of the effort to defeat Daesh. rightQuots.png

The 'positive role' of Gulf countries and Turkey

MUKHTAR: Are you doing anything to address the devastation in Mosul?

Twitter Post

NUJAIFI: We have been working for some time to hold meetings with some Arab governments, especially in the Gulf, to get support for all liberated regions, not just Mosul. There has been some good response from these countries but they have asked for clear mechanisms to take part in reconstruction. We are keen on developing these mechanisms.

I believe a role for these countries could create real balance in Iraq, and help rehabilitate the community that was under Daesh, with its relationship with the government strained.

MUKHTAR: What do you have to say about Turkish military presence in Bashiqa?

NUJAIFI: The Turkish presence is certainly positive. It provides logistical support and training for the Nineveh Guard and Kurdish forces as part of the effort to defeat Daesh. There is no armed [Turkish] force in the area contrary to all allegations. Turkey stands to gain from stability in Mosul...and its cooperation with Arab countries pleases us, in that there would be a regional structure to support security in Iraq unlike Iran's intervention. Iran is pursuing a devastating sectarian project in Iraq and
the entire region.

MUKHTAR: Is it true that Baghdad supports the Kurdistan Workers Party (PKK)?

NUJAIFI: The PKK used to receive support in the past from the Iraqi government, but that stopped under international pressure. It is now supported by some armed factions backed by Iran. PKK militants occupy Iraqi territories in Nineveh, which portend to cause armed conflict not with the local communities, but with the Peshmerga forces. It is Iran that is behind this.

ISIS terrorists confiscate shops, terrorize civilians in Mosul's right bank

ISIS terrorist group confiscated all shops in al-Zanagily, al-Refay and al-Oriby districts in the right bank of Mosul city and turned them into arms warehouses, eyewitnesses told The Baghdad Post on Saturday.

A large number of ISIS terrorists are now positioned in Tamouz area, the sources added.

ISIS vehicles were seen on Friday while getting out of al-Zanagily area laden with food items that were stored inside houses and carried to Tamouz area in Mosul's right bank.

ISIS terrorists  forced the civilians  to leave their homes and deployed snipers on the houses rooftops.

On February 19, Iraqi Prime Minister Haider al-Abadi announced the start of the operation on state TV, saying government forces were moving to "liberate the people of Mosul from ISIS oppression and terrorism forever", using the Arabic acronym for ISIS.
