There is another possibility for this. That being everyone now has some dinar and they understand that Iraq must RV/RI but that Iraq won't or can't do so with the low price of oil. So let's get everyone together to cut production and then after the price of oil goes up Iraq will be granted the right to produce more oil than others so as to show appreciation for the RV/RI which would have happened in the middle of this process.
