voting in principle a draft law to determine producing provinces and non-oil producing share.

Supporting laws for the upcoming hcl, and also for the budget distribution, which also ties into law 21 amended for the provinces and the regions. They are getting things in line for the federation council, also the provincial elections that take place hopefully in april of this year. It's kind of like building the states in our country, but only they are provinces in iraq. They have to have laws and supporting laws to make this a go. Get these things completed so that when the elections occur, the new provincial governments have the laws and powers they need.
