The head of the Commission on oil and energy parliamentary Ares Abdullah, Wednesday, that the enactment of the oil and gas law needs a political agreement before any other agreements between the governments of the center and the province.

Abdullah said L / balance News /, that "there are unresolved problems between the federal government and the Kurdistan Regional Government," adding that "the signs of solving these problems exist on the ground, and if the two parties agreed to pass the oil and gas law for legislation in the parliament."

Abdullah said that "any agreement will be for the benefit of the people, and without solving the political and private oil problems can not be enactment of the oil and gas law," noting that "the solution to all the problems pending between the province and the center will facilitate the enactment of the law."

He continued, "The law will be initiated during the current session of the House of Representatives will be the law in the interest of the Iraqi people in general, especially the oil areas, where this law Cedar money through the revenue it gets from its production and extraction of oil from those areas, whether in the south, center, or North and Kurdistan ".

Still oil and gas law to hang inside the parliament was not initiated due to sharp differences between the Kurdistan region and the government Alathadah.anthy 29

Thanks Yota, timing is everything, now that OPEC has agreed to cut oil production as of a short time ago now we see Baghdad and the Kurds getting down to business again and opening talks to perhaps finalize HCA to HCL. I'm pretty sure we will see HCL come together and major events begin to fall into place that will benefit all of Iraq and yes of coarse all of us as well. Hang tight DV, it's getting goooooood :twothumbs:

Yota Thanks,  DV,  Yup Yup the "HCL" is coming to life before our eyes in the very near term so keep the pressure on National Alliance & others to get Parliament to do their freaking job and approve / vote immediately.   Loving all of these positive articles so close to 1 Dec 2016.

Iraqi Kurdistan signs agreement with Ernst & Young to audit oil and gas

HEWLÊR-Erbil, Iraq’s Kurdistan region,— Iraq’s Kurdistan Regional Government (KRG) signed Wednesday an agreement with the multinational professional services firm, Ernst & Young, to audit oil and gas processes in the Kurdistan Region, KRG official website reported.

During the signing ceremony, Kurdistan PM Nechirvan Barzani stated that the agreement is an important step by KRG to be more transparent in the oil and gas revenues and expenditures.

He said that the agreement will further strengthen the transparent and independent auditing process for oil and gas sector. He added that “transparency in the sector is his government’s top priority.”

Senior government officials and the Head of British Consulate-General in the Kurdistan Region participated in the signing ceremony, which took place at the Council of Ministers in Erbil.

This is the second oil-audit agreement that the KRG has signed with major international auditing firms.

On October 5, 2016 Nechirvan Barzani has signed a contract with the Deloitte company, an international audit firm, to assess revenues generated by the sale of oil from the Kurdistan Region

Deloitte company accused for sign off accounts of bank that funded drug barons, terrorists.

Kurdistan considered as the most corrupted part of Iraq. According to Kurdish politicians and observers billions of dollars are missing from Iraqi Kurdistan’s oil revenues.

Iraqi Kurdistan government lead by Kurdistan Democratic Party KDP is not allowing Kurdish opposition parties to control the flow of oil from Kurdistan and there is no control mechanism in Kurdistan for years as the parliament is in recess since October 2015 and KDP leader Massoud Barzani’s term as President of the Kurdistan Region ended on August 20, 2015, but refused to step down and remains unofficially in office.

Massoud Barzani has been accused by critics of amassing huge wealth for his family instead of serving the population. Barzani’s son is the Kurdistan region’s intelligence chief and his nephew Nechirvan Barzani is the prime minister.

Observers believe that many of the oil industry projects in Iraqi Kurdistan are conducted in a secretive way.

Kurdish opposition lawmakers said earlier in November that they have evidence regional officials took billions of dollars from the people of Iraq’s Kurdistan Region.

ERBIL, Kurdistan Region – The Kurdistan Regional Government (KRG) has signed an agreement with the UK-based Ernst and Young, one of the largest professional and financial firms in the world, to audit the region’s oil and gas processes. 
 
Prime Minister Nechirvan Barzani said the agreement will help increase transparency.
 
“The agreement will further strengthen the transparent and independent auditing process for oil and gas sector,” Barzani said, according to a statement from his office on Wednesday, adding that “transparency in the sector is his government’s top priority.”
 
Senior government officials and the Head of British Consulate-General in the Kurdistan Region participated in the signing ceremony, which took place at the Council of Ministers in Erbil.
 
It is the second agreement in less than two months after the KRG signed a similar agreement with Deloitte in early October.
 
Deloitte is the largest professional and financial services company in the world. As part of the October agreement it will conduct an audit of the Kurdistan Region’s oil production, exportation, and revenues.
 
Deloitte will audit all aspects of the oil and gas industry in the Kurdistan Region, including production, exports, sales, internal use, refineries, and bonuses, the statement detailed. 
 
According to the agreement with Deloitt no Ministry of Natural Resources (MNR) report will be published without first being reviewed by the firm.
