looks like the ball is back in Baghdad court Perhaps this has been the Kurds hold up all along, we will give you 550,000 barrels of oil, but you must pay our salaries.  It makes perfectly good sense if that is the way Baghdad deals with the other Providences.  If Baghdad is taking the other providence is oil and those providences are included in the national budget,  who could blame the Kurds for not demanding the same? It is easy to see there is still a lot of distrust from Baghdad concerning the Kurds actually sending 550,000 barrels of oil to SOMO each month.  Obviously there is a lot going on that is not being reported on in the news. Looks like the ball is back in Baghdad's court. Will they commit to the Kurds the same as the other providences???

From an earlier article, the Kurdistan region is producing nominally 910,000 BPD that is 360,000 BPD over the 550,000 BPD mentioned in the 2017 budget.  At $50/barrel crude oil, that is the equivalent of nominally 5.7 billion USD/year.  That is a huge chuck of cash and would close the current deficit in the 2017 budget by about 25%.  Possibly, the work that Deloitte and Touche completed noted the significantly higher Kurdistan crude oil production rate.  With Ernest and Young there now, a second opinion could be rendered to validate or highlight differences in the Deloitte and Touche Kurdistan crude oil production number(s).  I suspect (behind the scenes) the actual Kurdistan region actual production is key for two (possibly more) reasons.  One, the 2017 budget needs to be in actual numbers for disposition of the revenues to the Iraqi people that aligns with the upcoming HCL.  Two, there has been churn with the OPEC nations on under reporting the OPEC members actual crude oil production.  360,000 BPD under reported by Kurdistan is nominally 25% of the 1.2 million BPD crude oil production cut the OPEC members agreed to.

All in all, the Kurdistan region could be in a pickle with the non reported crude oil production and associated revenues being a significant source of corruption.

I may be wrong but I can not imagine the 2017 budget being passed and the HCL constructed properly without dealing with this corruption and the offending parties being indicted, prosecuted, etc.
