Economic reform in Iraq

He suggested imposing a tax on oil income base rate (70 percent). 

The rest is deposited in the bank accounts of citizens. Apparently there is something that IS preventing states from enacting an oil and gas law.  Its called PARLIAMENT!!  Get rid of that, let Abadi's cabinet do its thing, then you will see things move.  He suggested this in 2011 and nothing has happened yet.  Its time to step in with the cattle prod and perform some homemade colonoscopies.

I agree that things are moving in the right direction. I want it to RV as much as anyone at 1:1  . However from a Nurses perspective,  I can't imagine what might happen as you rectally insert the cattle prod in relation to the colonoscopy.
