So far, two years after elections in Iraq, Abadi has proven he is good at talk, talk, talk......then going country to country with his hand out.  How could any other country "loan" Iraq any amount and expect it to go to the right purpose? The poor there are still poor. His first, second, third announced "reforms" have done little, it appears, to help the country. Their parliament is a joke. Vacation after vacation, unproductive votes on camel taxes and regulating farmers who grow dates. An invasion force of ISIS only a fraction the size of the Iraq army, still entrenched in major Iraq cities two years after entering. Guess its easier to travel around in the Prime Ministers jet and give speeches then stay home and take action.

Part of the Marshall plan after WWII was to rebuild the infrastructure bombed out in Germany.  Looks like Germany has an opportunity here to pay it forward.

So NOW that Abadi is aware that the salaries of the Peshmerga and employees of the Kurdish Regional Gov, which he is sending them ???  is not being distributed, is he going to intervene and do what is required for this money to get to its intended beneficiaries. Perhaps open a Ethics Committee Investigation into the corruption of the Kurdish Provincial Gov and jail the guilty. All Abadi hasd to do is follow the money trail and see. Is it the GOI or the Kurdish Gov that is not paying the only effective Iraqi fighters in the country ?
