the House of Representatives resumes, on Tuesday, held its third meeting of the second legislative term of the second legislative year to read a number of draft laws after the end of his vacation, which lasted 12 days.

This is in your face, that  Iraq is stalling, has stalled ,and will continue to stall, until the New World Currency, is going to be implemented , than the money is going to have same value as the rest of the world, it will be electronic ,cash less society , only way to than, get your money is with a mark on your hand that will be the only way ,I tkink that this has been a ruse all the time, wasting everybodys time, broken dreams,and all that goes with it, and look at the time that can never be replaced , hours spent on this con, thinking we were going to get something for nothing, 11 years for me, what was I thinking? Dream over, wake up. Make up your own minds ,but it looks like its time to cash out? Please reply, thank you.

"Crane" hang in there.  Remember, Its not about us and our dreams....Its about Iraq and their people. You can sell out or not - but If Its been 11 years why not give It a couple more. Things seem to be changing over there. I don't know, Im frustrated also.  Peace out

{Baghdad: Euphrates News} parliamentary legal committee member Hassan Turan said that "approximately the {40} a law exists in the House of Representatives is ready for a vote."
Said Tauran told {Euphrates News} on Sunday, said that "the issue of the legislation of laws is not about number, but the quality that have a basis in the service of citizens, and have a direct impact on the political process." 
He added that "a lot of Off laws; because of the political blocs agreed upon, such laws {amnesty, and oil and gas, the Federal Court, and others}. 
"He stressed the need for the adoption of broken laws, surprising of the meeting of leaders of political blocs, which was held a few days ago, which stressed the need for the adoption of broken laws, and there are present at the meeting the leaders are the same Margulwn of these laws that serve the citizens.

Parliamentary Finance Committee, unveiled Monday, its possession of the final accounts for the financial budgets from 2005 to 2011, showed that while Parliament will vote tomorrow on the 2007 accounts. 

The committee member said in an interview with Masood Haider's Sumerian News, "The Finance Committee has the final accounts for the financial budgets from 2005 to 2011," adding that "the government bears the responsibility not to send the rest of the final accounts of the budgets of the Council of Representatives."

He added that "the Council voted at its meetings over the past two years accounts for 2005 and 2006 because it was one final accounts," stressing that "the Council tomorrow will read the report of the Finance Committee on the 2007 accounts, and then vote on them in the same session." 

The House of Representatives passed during its meeting in (5 October 2015) on the final accounts for 2005 and 2006.

Eight years after the Iraqi parliament succeeded to reveal the final accounts for 2007, which included a reference to the loss of 75 trillion dinars unaccounted details.

 The report also monitor the violation of the Ministry of Finance to grant cash advances totaling 5.522 trillion dinars without the presence of allocating them based on special Council of Ministers decisions.

 The report shows that foreign debt amounted to (50.201) billion dollars, while domestic borrowing reached under the treasury transfers (3.746) trillion dinars.

 A report of the final accounts for 2007, which was obtained (range) a copy of it, to a number of violations and financial irregularities recorded a lot of ministries, government departments, resulting in the loss of money and large sums of money. The report also monitor cash advances multibillion-dollar exchange rate.

 Attention report, which was read by the House of Representatives in session yesterday ,, that, "remarked the first time the separation of current and investment Almoisntin after it was built for previous years as well as to provide some government departments and financial statements for 2007 to the Ministry of Finance, making the final accounts are incomplete."

According to the report, the government departments that failed to submit their data, are: Defense Ministry / Directorate of Military shops. The Ministry of Foreign Affairs / Research Service. Intelligence agency. The Ministry of Finance / Development Fund and bulletin announcements. The Ministry of Higher Education and Scientific Research / Diyala University, and the University of Yarmouk.

 The report notes that "the application of the new government accounting system on the state accounts starting from 01/01/2007 led to the difficulty of making comparisons with the corresponding previous year."

 The report indicates the "continuation of the Ministry of Finance to grant advances without an allocation based on a special Council of Ministers decisions totaling (5.522) trillion dinars."

 The report also pointed out that "the external debt amounted to (50.201) billion dollars, while domestic borrowing totaled, the amounts under the special treasury vouchers, (3.746) trillion dinars."

 The report pointed out that "the size of the total budget revenues amounted to (42.064) trillion dinars, while actual revenues amounted to $ (54.965) trillion dinars." And that "the expenses, certified with the revised, was (53.672) Trliuna while actual spending amounted to the total budget of the year 2007 the amount of (39.308) trillion dinars."

The report notes the existence of a surplus in the 2007 budget amounted to (15.700) trillion dinars, while the accumulated surplus for the years 2003 to 2007 (about 52.060) trillion dinars.

And did the House of Representatives, in its meeting yesterday, read the report and discuss the final accounts of the Republic of Iraq for 2007, submitted by the Finance Committee, which considered that the investigation into some financial issues, including the final accounts, from the jurisdiction of the Integrity Commission.

The Commission emphasized, during the presentation of the report of the final accounts, that "the BSA statement illustrates the wrongfulness of conduct and how healthy behaviors and in particular that have a significant impact on financial transactions." The Commission pointed out that "the departments said in a report that the final accounts for the year 2007 were obligated to submit their final accounts in the year" in 2008.

And the deputy Slevana Sarhan, a member of the Parliamentary Finance Committee, (range), that "approximately 75 trillion dinars missing report as the final accounts and a search was underway indicates by the Audit Bureau and the Finance Committee in the House of Representatives."

  Slevana and pointed out that "the budget surplus for 2007 did not explain the regulators how it was spent by the previous government as well as having cash advances did not know the actors received, and therefore these amounts are no longer to the Treasury in spite of eight years after the grant."

 On the other hand, mheibes Razak MP, a member of the Commission on oil and energy parliamentary, says that "is supposed to provide the final accounts with the federal budget not be sent after eight years."

 He pointed mheibes, (range), to "send the final accounts to parliament for a fee next year's budget," but he also said, "But what is happening now is contrary to the law and the Constitution."

Parliamentary Finance Committee gave the Office of the Parliamentary financial control four months to resolve the final accounts

The head of the Committee Qalh force in the interview for "Economy News", the parliamentary finance committee gave the BSA four months for the purpose of resolving the reservations on some paragraphs of the final accounts.

He stressed that the official closing force from 2005 to 2011 Closed accounts but there are reservations by the BSA on some of the paragraphs of the Finance Committee considered the ratification of the paragraphs in which there are no reservations.

And the effect that citizens say why the Finance Committee late in the resolution of the final accounts to this moment, so we tell them that we ratified the paragraphs in which the reservation does not exist, and in which the reservation by the BSA, we we have given to the Cabinet a time limit of four months for the purpose of resolving the threads that are found where disagreements.

It is scheduled that the House resumes its regular-8 on Tuesday to read and discuss the final accounts of the Republic of Iraq for 2007

M never wanted anyone to know how much money was being misappropriated. So now it is catch up time and they have people in place who are taking care of business. 2007- 2011 are ready for review. Love it! I hope some the reports help hang M and his gang. These guys have been working hard to get all those years ready, and I love it that they waited until they had a Parliament in place that would listen Thanks Yota!

I agree with you.  Once the accounts are part of the official Parliament records (among other places), the investigation for the disbursement of the funds can target the people (Maliki and his gang) for their misappropriations for subsequent support of their indictment and conviction.
