Good that they are formulating budgets in advance. This telescope will allow all to see into the near future for Iraq and gauge their business opportunities appropriately. They should be basing their budget on a PPB of $40 to $45 . Anything above that would be gravy. Market indicators and shaky economies would suggest the GOI take a conservative approach to budget formulas. They can modify it later.

Whatever they do every year--whatever they have to do to keep a budget in place--whatever . . . whatever . . . whatever . . . as long as they are conducting business as usual, they can slip the RV in at any point.
