Questions about the Tariffs

I was thinking . Why did they begin the start of Tariffs and then End them . Which would have needed more purchasing power to the citizen in time to come  . And yet we read today that they just delivered 400,000 smart Cards and who knows how many more still need to be sent out ?  I feel as if The beginning of the Tariff application was known to be a temporary failure or some sort of test . While knowing they would still be in the uncompleted process of doing the things needing to be done (among them . smart card delivery ) .

Why raise Tariffs if you have not given out all the smart cards to the citizen ?

New Topic I herd today 21/ 10/2015 that Iraq had asked the IMF for $500 million to help fight the war..If this is so and all debts are to be paid before a RV then we will be waiting years yet for the RV .Could someone tell me if this is true . After reading Adams news today i was starting to get excited again as in after nearly giving up.but now after that i herd the bad news from a Iraq Trader. In Australia he said he just herd today. So I'm am just asking had anyone else herd this and is this possible which it seems like it may be..as the war is slow and needs to push them out of Iraq.and get the country back to world trading after a RV ..
