2 Bn USD offered in 25k - 1M blocks. Sort of like a futures contract. Buying future dollars at 1095 /USD. IF the rate doesnt change make 9% over 17 months. Has to be an attempt to get more dinar in circulation. 

One interesting thing is they mature 12/31/16 ???? Not just the usual 6, 12 month terms'..?

If they buy these bonds It means that the iraqi investor believes that the dinar will not do any better in that time period!

Hope the sale is important enough to make news.
