A key aspect of this effort relates to monitoring members’ compliance with their Article VIII obligations and pressing for the removal of unapproved exchange measures. In the context of the Fund’s regular (PARTIAL DESCRIPTION OF ARTICLE IV) Article IV consultations with members, staff will continue to monitor the introduction of exchange measures subject to Fund jurisdiction, regardless of whether they have been introduced for balance of payments, security, or other reasons. On the basis of the most recently issued Article IV staff reports, there are 29 members that presently impose exchange measures without Fund approval in a manner that is inconsistent with their Article VIII obligations. 26 Hence, the Fund must continue to press for compliance by all members with their obligations under the Articles. Moreover, it is important to ensure that any changes which members make to their exchange control regimes are consistent with Article VIII.
