Baghdad, June 2 (AKnews) - A member in the Iraqi National Alliance (INA), led by Ammar Al-Hakim has confirmed on Wednesday that the negotiations between his list and the State of Law coalition, led by the outgoing Prime Minister Nuri Al-Maliki, were hindered because of disagreements about the next prime minister.

"The Iraqi National Alliance will not accept the next prime minister to be a dictator. The previous period witnessed mistakes and they should be corrected,” INA Member, Mohammed Mahdi Al Bayati said.

"During the previous period we couldn’t control the government in many issues. Prime Minister Nouri Al-Maliki appointed a number of military leaders and general managers without telling the Parliament,” Al-Bayati added.

"The National Coalition wants to discuss all files before going to the Dome of Parliament starting from naming a prime minister, the government program and the relationship of the Prime Minister with the bloc he belongs to, the state of law says that we will ally and form the largest bloc so that the prime minister post would be of our share, then we will discuss the files,"he said.

The state of law coalition and INA have announced their official alliance on the 4th of last May; and formed the next largest bloc in the new Parliament, in order to form the Iraqi government but both parties didn’t agree on who will be the next prime minister.

While the State of law insists that its only candidate for Prime Minister Post is Nuri Al-Maliki, who is not approved by INA, most notably is the Sadrist movement who has 40 seats in the National Coalition.

On its part, State of Law list confirmed that any effort to make changes on the Prime Minister's authorities should be subjected to the Constitution and Iraqi law.

"Any identifications to the prime minister's authorities should be subjected to the Iraqi Constitution, not to the personal interests of some political blocs," the leading member in State of Law, Abdul Hadi Al-Hassani said.

"The Iraqi Constitution has specified the authorities of the Prime Minister, security, foreign policy, wealth, managing services in the country, and sovereignty; all these goals are the Prime Minister's responsibility and no one can interfere, unless the constitutional articles are modified,” Al-Hasani added.

The Federal Court has ratified the election results in 2010 with the exception of two candidates, Furat Al-Shara from the Iraqi National Alliance and Omar Al-Karbouli from Al-Iraqiya list. The Commission was obliged to accept the nomination of Al-Iraqiya winner, Ibrahim Al-Mutlaq.

According to the Iraqi Constitution, Iraqi President Jalal Talabani has to call the new parliament to convene within 15 days from the ratification date of the Supreme Court on the results and then the members will have 15 days to elect the President of the Parliament and 30 days to elect a new President.

The new President will have 15 days to require one of the largest parliamentary blocs to form the government and assign a prime minister. According to the results of the elections, Al-Iraqiya List is still so far the biggest bloc after gaining 91 seats in the elections out of the new parliament's 325 seats.

Although the Federal Court had approved the final results of the parliamentary elections that took place on the 7th of March last, the Iraqi political arena has not witnessed final alliances in order to reach the largest parliamentary bloc which would form the anticipated government.

The results of the elections showed the progress of Al-Iraqiya list by gaining 91 seats, followed by the State of Law coalition list by 89 seats, the Iraqi National Alliance (INA) by 70 seats and the Kurdistan Alliance by 43 seats.
