Kurdish lawmaker said on Saturday, a new oil deal between the federal government and the Kurdistan region, and denied non-delivery of the provincial government of Baghdad and imports nearly two million barrels of oil as one under media.
The MP said the coalition of Kurdish blocs Masood Haider SMC / scales News: "The lack of the federal government is unable to repay 17% of the region's share of the budget and the inability of the province on the export of 550 000 barrels of oil a day under the last oil deal, a new agreement was between Baghdad Arbil and that the federal government pay amounts to the region in the light of the amount of oil that her breast during this year. "
He added that Haider "the oil agreement between the federal government and the Kurdistan region became law and published in the Iraqi Gazette on according to the Iraqi constitution," denying non-delivery of the provincial government of Baghdad and imports nearly two million barrels of oil exported during the past months. "

So now we just have to wait and see if they really do publish it in the gazette.     Has anyone seen it yet?

IMO this is simply referring to the oil agreement that is in the budget.  The main points of contention between the kurds and the central gov are law by way of the budget.  They will still eventually pass an hcl law which will encompass more details of their oil industry and not need to be redone every year.  Their is currently a law that should be being enforced betweeen the kurds and baghdad requiring a certain amount of oil to be pumped and a certain amount of payment to be made.  Its called the budget law of 2015.

Nope this is saying there is a new agreement that will pay the Kurds a % based on their percentage of there commitment on oil volume and that the new agreement was published. This is very promising by the wording here. Problem is many who speak are clueless about which they speak in reality

BAGHDAD / newspaper integrity - said the decision of the Commission on oil and energy parliamentary Kawa Mohammed, the Commission and by the Presidency of the Council of Representatives sent a formal request to the government on sending oil and gas law for the legislation in the current legislative term.

He Mohammed said in a statement seen by the (newspaper integrity) that "the Commission addressed a formal letter from the prime minister during the presidency of the Council of Representatives to expedite sending the oil and gas law to move legitimizes during the current legislative, and develop solutions to the problems of oil in the country."

He explained that "a committee of the Council of Ministers would consider a draft oil and gas law and agreed upon to be sent to the House of Representatives and the completion of legal proceedings for the legislation," pointing out that "what is published in some of the media, that the House of Representatives laggard in the legislation of the oil and gas law is incorrect, It is awaiting the arrival of the official version of the government. "

And provided a close political agreement between participating in the government blocks on the government's commitment to political blocs within the established limits, to consolidate the foundations of national unity and transmit the spirit of civil peace to move forward with a project of national reconciliation, and complete the requirements for a law of amnesty, and the referral of the law of accountability and justice to the judiciary, as well as the oil law Gas Act parties .anthy 4

So what does this means? Do we have the HCL or not? Or is this just another agreement of a law for 2015? This whole thing doesn't make sense.
