and that "if the cabinet approval of this request, the Board will determine the vital projects and the task in different sectors to implement, according to the Ministry of Planning and indicators in the priority projects," noting that there are solid companies expressed their willingness to work under this system and installment payments over 10 years. 

According Sultan that the budget deficit is a big effect in the service side of the capital, noting that the size of the contract on the ongoing projects in the province, which date back to several years worth trillion and 700 billion dinars, as well as ongoing projects worth 900 billion dinars, with the secretariat of the capital. 

He pointed out that "the financial allocations for the development of the regions of the current 2015 will not exceed 800 billion dinars, including the amounts of petrodollars by about 250 billion to the secretariat of the capital distributed among the vital projects of water and sewage, as well as the allocation of about 515 billion dinars to projects Baghdad province. " 

He said the Sultan that the issue of the continuing lagging the rest of the priorities of local Baghdad government being of legal clashes and administrative and technical projects, pointing out that the problem of sewage water stand in Baghdad class basis which put pressure on other projects such as Siding being dependent on the completion of the sewer networks Besides the need for a new and important projects pertain to all sectors can not be done through Order-term funding.
