So everyone that needed to sign and agree to this budget did so? Was it published in the Gazzette ? If not, what are the indications under which and when it will be signed, agreed, and published? What news if any is there about raising the value of the currency ? What appears to be Iraqi double speak, which Leeds to my request for clarification regarding this article, which is the colored lens we Veteran Dinarians look through is the phrases , "the house cooperating with the government to pass a budget since Jan 2003"' ; rules of Kurdish inclusion, taxes and tariffs. I know it says in there about passing a budget since 2003, but my doubting a eyes and ears do not see it flat out being said the budget was passed. Does what is said " pass a budget since 2003 " mean to the GOI what such a phrase use to mean over here in the USA?

I guess what I am saying or asking is, is the article in The Rumor section, which seems to be clearer accurate? If so what say it about a need to go to "rumors" for clarity? 1% of the time it may have something good in it? - WE COULD SEE A MONETARY CHANGE TAKE PLACE ON MONDAY 2/2/2015 !
