World Bank donates to Iraq for 6-trillion budget

One would think the HCL was included in the 2015 budget - I can't see the World Bank giving a loan without a major payback in the future - like the RV.


QUESTON  was the HCL also in the budget or to be passed today Also  ?????

This tells me (unless I'm reading it wrong) that the HCL has been deicided upon - which region is designated, what rate per day, etc. :backflip:
