not  quite  right   ---  do not flop ---      a bit of  economics will play into this ,  even in other countries ,  where a big company will borrow money  to build its operations ,  and  get  grants  and loans ,  from the  government they reside ,  and all they have to do is show ,  good  faith that  the company  will hire more people , and improve the  employment  figures  in the region .  Iraq  is doing same thing ,  if they are giving money away ,  stick a hand out  and ask ,  worst they can do ?  ----- is  say no !      and so far  no one  has said no ,  over the  last  5 years   and Iraq has borrowed  quite  a lot ......  even put off  paying  Kuwait ,   now  that   is   a  sales  man  , that  can pull that  off !
