We were never supposed to be involved in this investment...no  one should ever question why all the smoke, and cloak and dagger articles.  Its actually amazing the amount of information they do put out.  Whatever they say, its our job to look thru the BS--no different than what Wall Street firms do to dissect the real intentions of fortune 500 public statements and earning numbers.

In past years Iraq was under the UN's thumb . Budget usually was approved in late February and then after CH 7 removal they could not agree on a budget for 2014.

Here is some UN  docs on previous Budgets if anyone is interested.  Its, 11 pages so its easier to just go to the link

IRAQI BUDGET EXECUTION
This paper examines the Iraqi federal budget for the
last four years (2009-2012), identifying: growth in
expenditure, operating and investment expenditures,
investment priorities, revenue sources, budget deficit,
and budget allocations by sectors. This paper makes a
significant contribution by providing in-depth analysis of
the Iraqi Government budget for the fiscal years from
2009-2012, addresses issues facing Iraqi government
and discussing issues that need to improve the budget
execution rate.
The paper proposes a number of concrete, evidence-
based
recommendations, which if successfully implemented
will go a long way to enhance the efficiency of the GOI’s
budget planning and provide valuable guidance to policy
makers interested in improving the government’s budget
execution rate.
