ReVbo
Yota, I think the "It's Over," at the end if your first article refers to the article, itself, not the negotiations. You know how, sometimes, at the end of an article, you'll get something that says, "End," meaning the article is finished? I think this is just another translation if that. I've seen several pieces, today, that indicate tomorrow is the third day of three days of negotiations. The gist I'm getting is they will have final agreements on the budget, oil contributions of each side, and 17% for the Kurds, and that they will table Peshmerga pay and Article 140, which should mean we will have a budget and HCL able to be voted on soon.
dontlop
Here's the old agreement Article 13 Kurdistan’s share is determined by 17% of the total expenditure which makes 1849548000 Thousand Dinars. Determining 17% of the total installation expenditure and the capitalized projects to the federal budget of the Republic of Iraq except the expenditure of Kurdistan the sovereignty expenses. If there is an increase in the federal budget of the Republic of Iraq for the year 2006 then a rate of 17% would be added to the budget of Kurdistan. Kurdistan authority must make assessment of its incomes during year 2006 and inform the Ministry of Finance the Budget Dept It looks like they agree to the original agreement
