Not sure if many know but this is MAJOR news!!!! this is a public statement teliing the iraqis are about to get paid. This is a piece of the HCL being implemented. This tells me a couple things they know the rate and its been agreed upon what portion the people get.

It does not make sense to distribute to the citizens at the sorry rate the Dinar is at now. That's why I feel that there will be an R/I instead of an R/V.....IMO
