thank you for the post  dinar thug,  this  budget is just to keep the inner workings against isis , and general government at each province moving along until the  finalized budget  is passed I would  guess.... with the final budget  , it will need a lot of passed  expenditures  added in  { also guessing }  a lot of  readings ahead ....
