AS PROMISED HERE WE GO WITH OIL AND GAS. WE HAVE BEEN HEARING THAT THIS LAW IS DONE IS DONE AND IS DONE BUT YET SO MANY PROBLEMS CONTINUE.

WELL HERE WE SEE AN AGREEMENT BEING BROUGHT BACK FROM 2006 THAT IS VERY CLEAR ABOUT WHO GETS WHAT AND IT SEEMS THAT WITH DIRECT RESPECT TO OIL AND GAS LAWS DO NOT NEED TO CHANGE IN THE CONSTITUTION.

NOW GRANTED THERE ARE OTHER THINGS THAT NEED TO BE CHANGED IN THE CONSTITUTION AND THE PRESIDENTS HAVE BEEN WORKING VERY HARD TO GET THEM DONE TO GIVE MORE OF THE FLAVOR OF UNITY RO THE CONSTITUTION THEN WHAT THERE IS NOW.

BUT FROM WHAT WE SEE AND READ AND HEAR IS SEEMS THE STALE MATE MAY BE OVER AND GOI AND KURDISTAN CAN MOVE FORWARD.

SO ONE MORE THING TO CROSS OFF OUR LIST IN OUR OPINION, THIS IS FOR SURE PROGRESS. NOW WE SEE BELOW THAT THE BUDGET AND THE OIL AND GAS ARE TIED TOGETHER SO ARE THE BUDGET AND THE MINISTERS.

ONE MORE TIME I THINK WE CAN CONFIRM THE TIME LINE WITH OIL AND GAS UNDER WRAPS IN OUR OPINION THE MINISTERS ARE RIGHT BEHIND THE DROPPING OF ZEROS WHICH WILL SHOW THE RATE, WHICH WILL OPEN THE BUDGET, AND THE MINISTERS WILL POP OUT.

THIS IS BEING BROUGHT BACK FROM 2006 FOR A REASON..HERE WE GO..THIS IS SO DEFINITE AND TO HE POINT AND IS AN AGREEMENT THAT CAN BE FOLLOWED. BASICALLY OIL AND GAS LAW DOES NOT NEED LAWS CHANGED IN THE CONSTITUTION FROM WHAT IS BEING SAID HERE. THIS AGREEMENT OF 2006 IS VERY CLEAR AND THE POWERS OF THIS LAW SHOULD GO TO THE LOCAL GOVERNMENTS.

Excerpt from a study on economic reform was prepared at the end of September 2006 .. and submitted to the Prime Minister at the time, we see the benefit of re-publication:

"There are many things clear and general agreement large. Where the two sides stressed the importance of removing all obstacles facing the government action and resolved in accordance with the Constitution and the law, where viewpoints were identical in this regard in order to work in the success of the joint work of the government and government program in order to prevail in Iraq for the good of all.

THE BUDGET AS WELL AS THE OIL AND GAS IS STALLED BECAUSE OF THE SHORTAGE OF THE EXISTING LEGISLATION IN THE CONSTITUTION SUCH AS OIL AND GAS. THIS WAS AS OF WEDNESDAY BUT IT LOOKS LIKE AFTER THE MEETINGS TODAY MOST OF THIS HAS BEEN RESOLVE. I BRING IT BACK TO TIE THE BUDGET TO THE PRESENT PROBLEMS WITH THE LAW. IT SHOULD BE ABLE TO SHAKE LOOSE NOW.

The leader of the coalition are united Mohammed al-Khalidi, the Iraqi state that it almost collapsed economically and declare bankruptcy due to lack of financial budget, calling on the President of the Republic Fuad Masum, to hold a conference and invite the three presidencies and the presidency of the Kurdistan region to resolve the budget crisis.

Khalidi said that "the financial situation is very bad because of the lack of financial budget and the state today collapsed economically and almost declares bankruptcy," he said, adding that he "cannot resolve the budget only single solution, a conference calling for President of the Republic from which the three presidencies and the presidency of the Kurdistan region to resolve the crisis budget" .

He said al-Khalidi that "cannot resolve this crisis without the presence of presidencies that because there are files behind the scenes," adding that "the visit of Massoud Barzani to Baghdad alone may not melt ice differences between Baghdad and Erbil, because the amounts in dispute as great as that there are political agreements precedent and current have not been implemented. " And between the leadership of the coalition are united that "the basis of the problem is due to be interpreted by each party desires because of the shortage of the existing legislation in the Constitution the law of oil and gas."

BAGHDAD, Oct. 16 (UPI) -- Baghdad sees the national constitution as the best venue through which to solve oil disputes with its Kurdish counterparts, the oil ministry said.

Iraqi Oil Minister Adel Abdul Mahdi hosted Iraqi Deputy Prime Minister Rowsch Nuri Shaways in his Baghdad offices to discuss bilateral ties and laws relating to the oil and natural gas sector.

Shaways is a member of the leading Kurdistan Democratic Party.

The oil minister's office said both sides agreed on solving any issues related to oil sales according to the terms of the Iraqi constitution.

The minister said he would increase efforts to find "positive" and "sober plans" to overcome obstacles in the national oil sector, his office said Thursday.

A constitution implemented in 2006 says the federal State Oil Marketing Organization has exclusive control over petroleum exports, with the semiautonomous Kurdistan Regional Government taking 17 percent of all oil revenues.

There are disagreements, however, over what level of control KRG has over contracts and exploitation of oil reserves in its northern territory.

Norwegian energy company DNO said Wednesday it was exporting an average 90,000 barrels of oil per day from its Tawke field in the region to Turkey.

BAGHDAD / Center Brief for the Iraqi Media Network ( IMN ) - revealed an MP for the Kurdistan Alliance, Susan Baker, that the major governments of the center and the region, will sign an agreement to document the results of the negotiations between Baghdad and Erbil.

She said Baker's ( IMN ) that "major government center Haider Abadi, and Nechirvan Barzani of the Kurdistan region, would agree on the final results reached by the delegations bargaining, on the salaries of the Kurdistan region and the export of oil and the final accounts and other outstanding issues."

It is expected the arrival of the Kurdish delegation will be headed by the President of the Government of the Territory Barzani, in the next few days, in order to develop effective solutions between Baghdad and Erbil.

thanks for  the  up dates nadita ,  I hope  that  the  new rate --isn`t  ------ a   rate of  --A--   of  a possible  ---A,A,A,A ---   rating  :confused:.......  even a 50 cent  rate  would  be  huge   with this  arena
