6.  Or is it believed they (HCL 140)  have already been voted on just need to be activated? 

Do we really need the last two to finish what we are looking for?

I certainly do not want to impose on anyone, but I have got to say the place we are at right now is certainly about as clear as mud. That being said if anyone has a clearer idea of where we stand I , as well as many others, are open for any and all the insight that can be imparted our way. Thanks in advance.

Answer:

No there is no holding pattern what so ever. The government of Iraq is official and the two position are by proxy and will become official when the final selection and agreements between all parties are acceptable.

The passing of the budget and the voting of the final two are not related nor does anything hold up the end result.

Question:   2. The Budget, As I read it is still being formulated and awaiting discussion and a possible vote?  

Answer:

The final budget for 2014 has been formulated (as of this post) and it on the desk of the president of parliament now awaiting for him to call for the official vote. The Kurds and everyone has now signed off on it and there will be no readings of the budget, but the final vote.
 
Question:   3. Or is it just awaiting  a vote?

Answer:

The budget of 2014 is now waiting for a final vote because the budget of 2015 is to be discussed starting October 15. Remember, dates are subject to change.

Question:   4. HCL all good and just awaiting a vote?

Answer:

The HCL has been approved (agreed by all blocs) but will not become official until the budget of 2014 is passed as the HCL is part of the budget. You can not enforce one without the other.

Question:   5. 140  all good awaiting a vote?

Answer:

The Article 140 has been approved. It has to do with the power sharing and the new GOI has accomplished that.

Question:   6.  Or is it believed they (HCL 140)  have already been voted on just need to be activated? 

Answer:

The HCL is part of the budget and the Article 140 has nothing to do with either.

Do we really need the last two to finish what we are looking for?

Answer:

No.

Steve:   Many have been asking about the budget. I would like you all to consider two possibilities.

First one being the best and they bring out a new rate in the 2014 federal budget. With this being October now, I am not sure how they will account for a full year in just 3 months.

Second being the next best thing and they bring out a new rate in the 2015 federal budget starting January. With the continued delays I am very cautious in trying to say one way or the other.

January is not all that far off, 90 days so this is a very realistic time frame.

I refuse to say one way or the other. I am hearing they are talking about it sooner rather than later, so we need to let them finish the GOI and move on to the next task which is the budget.

Either way is ok by me as it will have turned into a great investment worth waiting for.

Progress is great so far and I would sure like to seem them get a handle on the ISIL group. I am hearing that Turkey may now join in the group and start helping Iraq because they have just as much to loose as the other countries.

Thanks DT...Personally I think the man answer the questions ''Straight Up''... I would just love to see the Defense and Interior Minister positions filled so I can be assured they truly are interested in moving forward. Much has been done, but those two positions are definitely stumbling blocks for even the ones with the best intentions....
