I'll say one thing for Maliki - he and his cronies were so blatantly corrupt and stole so much money from Iraq that the backlash they are ultimately creating could result in the most efficient and honest government Iraq has or ever could see.  The budget will be a snap and the HCL will be much easier to negotiate without the HUGE drain of funds by corrupt officials.

 

Bribery is going to be hard to eradicate because it is essentially cultural at this point, but the loss of public funds could be reduced to a trickle instead of a flood.

I have been hearing on the news that one of the most shocking evolutions of ISIS is how extremely organized and effective their media campaign is.  Propoganda and coersion has been their number one selling point for new recruits.  So who knows what is fact and what is propoganda???

Yea pretty much moving thing forward rapidly.  IMO, govt has no money.  So, Abadi has no choice but to hand things over to the private sector,who hopefully will be less corrupt and much more efficient.

The Minister of Planning met the Regional Director of UNDP and discussed with him the development and the role of the program in support of humanitarian projects in Iraq

The Minister of Planning, Dr. Ali Salman Al-Jumaili, met in his office at the ministry, the Regional Director for the UNDP in Iraq, Dr. Adam Abdel Mawla.

During the meeting, they discussed and debated projects that UNDP supported or implemented in Iraq, where the Minister stated the depth of relations between Iraq and the program which is the relationship sober and older based on the support of government action in the human side. Indicating that, the Ministry of Planning estimated the importance of this relationship and the need to develop in order to serve the implementation of humanitarian projects.

The Minister expressed the desire of the Iraqi government in promoting internationalist role, particularly UNDP in support of displaced people who have been affected by the terrorist attacks, and this support will be through the provision of basic needs of these families, which include aspects of health and education as well as food and other supplies.

The Minister stressed that the Ministry of Planning will be a strong supporter of the work program of the UNDP in Iraq.

The Regional Director of UNDP, Dr. Adam Abdel Mawla, delivered his congratulations to on the occasion of his assumption of office as Minister of Planning and wished him success in his work, indicating that the role of the Ministry of Planning has a vital role and is a key partner for the program in the implementation of all its activities and projects of development and humanitarian in Iraq, pointing to do the program to work on the implementation of 39 projects in Iraq are divided by 22 projects in the field of governance and 11 projects in the humanitarian field and there are 6 projects related to environmental side.

The two sides discussed during the meeting a number of important issues, including the draft plan UNDP five-year 2015-2019 which includes three main pivots are governance, economics and environmental issues and this plan aims to create a comprehensive development and support of the private sector and the fight against poverty .. as well as discuss the idea of holding an international conference specializing access to global support for Iraq for the advancement of development and infrastructure damaged by security events in the country and this conference will be modeled on the Madrid Donors Conference held in 2004.

This meeting was attended by the director general of the International Cooperation Directorate, Ms. Anwar Buni.

The Minister of Planning negotiated with a representative of the European Union project to prepare the judicial system and human rights in Iraq

The Minister of Planning, Dr. Salman Al-Jumaili, met in his office at the headquarters of the ministry team leader for the project for the EU rule of law and the judicial system in Iraq, Dr. George Brady.

During the meeting, they discussed the mechanics of implementation of the project which is funded by the European Union at a cost of (8 million) euros over four years and the project aims to enhance the credibility of the criminal law under the umbrella of state law.

The Minister confirmed on the importance of the implementation of this project, which will contribute to the promotion and cemented the judicial system in Iraq, on the one hand, as well as work on the prevalence of a culture of human rights protection on according to the regulations and laws in force in Iraq. He pointed to the role of the EU positive in building support and capacity development through adoption for a number of vital projects, including a project to support the judicial system, expressed the readiness of the Ministry of Planning to show more cooperation for the success of this project will also be approaching the concerned authorities of the ministries and departments not linked with any Ministry to contribute to the support.

For his part, Chairman of the Working Group, Dr. George Brady on the significant role played by the Ministry of Planning in the implementation of this strategic project because it is concerned with the file of international cooperation.  He pointed out that the project includes three main pivots are the judiciary, police and prisons.

Buti, I understand the news articles however, as a Marine I know something of

military protocols and I seriously doubt that ISIS has gotten control of those types

of weapons. Not unless someone GAVE it to them. And to be succinctly, a tank is

not easily hid from a drone bomber. It's just that this entire ISIS affair stinks about

as much as a dead Ebola body. I also warned that Ebola would soon be here in America.

And now it is. And that man ran around Dallas for 4 days while contagious. These

things just don't seem,"natural".

(Reuters) - Turkey will fight against Islamic State and other "terrorist" groups in the region but will stick to its aim of seeingSyrian President Bashar al-Assad removed from power, Turkish President Tayyip Erdogan said on Wednesday .

The advance of Islamic State insurgents to within sight of the Turkish army on the Syrian border has piled pressure on Ankara to play a greater role in the U.S.-led coalition carrying out air strikes against the insurgents in Syria and Iraq.

"We will fight effectively against both (Islamic State) and all other terrorist organisations within the region; this will always be our priority," Erdogan said in a speech at the opening of parliament.

"We will (also) continue to prioritise our aim to remove the Syrian regime, to help protect the territorial integrity of Syria and to encourage a constitutional, parliamentary government system which embraces all (of its) citizens."

Turkey shares a 1,200 km (750-mile) border with Iraq and Syria and is already struggling with 1.5 million refugees from the Syrian war alone.

It deployed tanks and armoured vehicles on the border with Syria this week as fighting intensified and the government has sent a proposal to parliament which would extend its powers to authorise cross-border military incursions.

But it fears that U.S.-led air strikes, if not accompanied by a broader political strategy, could strengthen Assad and bolster Kurdish militants allied to Kurds in Turkey who have fought for three decades for greater autonomy.

"Tons of air bombs will only delay the threat and danger," Erdogan said, adding that the safe return of Syrian refugees in Turkey was also a priority.

"We are open and ready for any cooperation in the fight against terrorism. However, it should be understood by everybody that Turkey is not a country in pursuit of temporary solutions nor will Turkey allow others to take advantage of it."
